A motion was made by Commissioner Carter, seconded by Commissioner Swartz, to approve items i
through 9 on the ASC Agenda as presented. Item io did not arrive for signature. The motion passed
unanimously.
1. Possible vouchers for Interfund Communications, insurance, and/or
grant administration. (Approved)
2. Department of Ecology Grant Agreement (G1200058) amendment in
the amount of $g5,000 to cover an additional $15,00o in Grant
Administration, and additional $20,00o for Taslc 1.Y, "Preliminary
Jurisdiction". (Approved)
3. Contract Amendment # 2 to Grant County and Anchor QEA
regarding the Coalition Shoreline Master Program Update, which
adds $20,00o to the budget to cover additional costs incurred by
Anchor QEA relating to DOE Grant Task i.1(a.k.a. Anchor Taslc 1.g)
"Preliminary Jurisdiction Map". (Approved)
4. CIGNA Screening Application — Behavior Health Clinics, and Clinic
Participating Provider Agreement between Grant County, by and
through Grant Mental Healthcare, and CIGNA Behavioral Health,
Inc. (Approved)
5. Security Services Agreement between Grant County and PPC
Solutions, Inc., for the provision of security services to be stationed
in and about the Grant County Fairgrounds specifically determined
by the Client. Term is September 29, 2oi2 through September go,

6. Interlocal Agreement between Grant County and the Town of
Mattawa Regarding Law Enforcement Services. Term is June 1, 2012
through termination by either party. (Approved)
7. Grant County Payment Request #9 to Washington State Department

The session was continued at 10:0o a.m. with all the Commissioners in attendance,
10:0o a.m. — 10:2o a.m. Open Record Public Hearing, Community Development Budget
Extension
The Commissioners held an Open Record Public Hearing to consider a budget extension request
from the Department of Community Development in the amount of $380,000.0o to receive a
Washington State Department of Ecology Grant (Gi200053) for a mandatory update to the
Shoreline Master Program.
Commissioner Carter moved to close the public cornment portion of the hearing. Commissioner
Swartz seconded and the motion passed unanimously. Commissioner Swartz moved to approve
the budget extension as presented. Commissioner Carter seconded and the motion passed
unanimously. The hearing adjourned. (Approved, Resolution No. 1a-o6i-CC)

2. Commissioners September 1�, 2oi2 Minutes for approval.

g. REVISED Budget Extension request from the Administrative
Services Coordinator. The amount approved on September 25, 2012
was $io,000.00 but the County Auditor determined that was the
incorrect amount. The new amount for the budget extension is .
$50,000.0o to cover the difference of the original budget amount for
the county's Interfund Insurance Premium. (Approved)
4. Lobbyist Registration (Li Form) for James W. Potts, to perform
lobbying activities for Grant County in 2oig. (Approved)
5. Special occasion license application for Grant County Animal
Outreach, 6795 Randolph Rd, Moses Lake, WA 9883�, from the
Washington State Liquor Control Board. (Approved)
6, Request from the Columbia Basin Herald to consider adding a link to
the County website for their new publication "Grant County
Magazine". (Approved)
TREASURERS OFFICE
�. Request to transfer Che Trial Court Improvement monies from the
Law and Justice Fund per SSB 5454• The amount is $23,632.00.

FAIRGROUNDS
8. Out of State travel request for the Manager and 1 staff person to
attend the International Association of Fairs and Expos Convention
and Trade Show from November 25-29, 2012 in Las Vegas, NV.

9. Request for the Manager, z-staff members, and 5-Fair Advisory
Committee members to attend the Washington State Fairs
Association Convention from November 1-3, 2012 in Yakima, WA.

HUMAN RESOURCES
io. Personnel Action Request Recommendation regarding the Sheriff's
Office request for an exception to the hiring freeze to hire i-Sheriff's
Deputy due to a recent promotion. The Director recommends

MISCELLANEOUS ITEMS
The Chair of the Board designated Commissioner Carolann Swartz to serve on the Grant County
Canvassing Board for the General Election to be held on November 6, 2oiz. The timeframe she will serve
is November 2�, 2012.
The Chair of the Board was authorized to sign the James and Tina VanderVeen (VanderVeen Short Plat)
File #12-57o5-oi Final Plat Submission and Review.
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of $225•92> $2�021,584•29� and
$49�oi2.2i, as recorded on a listing and made available to the Board.
The Chair of the Board was authorized to sign a Petition for Property Tax Refund (RCW 84.60.050 or
84.69.020) for County parcel nos. 1g-o3og-000 in the amount of $1oi,go and i3-o3o5-00o in the
amount of $2,436.22.
