A motion was made by Commissioner Swartz, seconded by Commissioner Carter, to approve items 1
through 8 on the ASC Agenda as presented. The rnotion passed unanimously.

6. Addendum to the Participating Provider Agreement between Grant
County, by and through Grant Integrated Services, and Corphealth,
Inc., d/b/a LifeSynch. The addendum is to replace the Agreement's
Attachment B with a Payment Attachment for the listed service

�. Grant County Request for Reimbursement No. 2 on CDBG Public
Services Grant No. x2-65400-002 with the Department of Commerce
and administered through the OIC of Washington in the amount of

As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of $i,olo,o ,o.i9� $S82•o9� $149,899•42,
$599•34, $629,634•85� and $�2,343•91, as recorded on a listing and made available to the Board.
Proclamation of Local Emergency for a power outage that occurred September 2i, 2oi2 and affected the
Grant County Courthouse buildings and Law and Justice Center. Mission number 12-g577 was assigned
by the WA State Emergency Management Duty Officer.
The Commissioners approved and signed the Grant Public Works County Payroll Salary Fund for
September 2�, 2oi2.

i. Execution of Contracts: Dodson Road Overlay awarded to Central
Washington Asphalt of Moses Lalce for the bid amount of
$923�569•50 (Not ready for signature)
2. Recommendation from the Director to purchase a 2012 Ford F25o
Ext Cab Picleup 4x4 from Legacy Ford in the amount of $28,2i8.00
plus tax. This is for the Facilities and Maintenance Department.

Open Record Public Hearing, Vacation of a portion of County Road and
Right of Way known as Baseline.5 Loop SE Road
The Commissioners held an Open Record Public Hearing to consider a request for a road and/or
right of way vacation for that portion of Baseline.5 Loop SE Road in the Desert Hills Plat. In
February 2012, Grant County Road District No. 2 discovered the o�going construction of an
illegal water system within the right-of-way of County Road Baseline.5 Loop SE. A cease and
desist order was issuecl by the County Road Engineer which is still in effect.

In March 2oi2 the water system owner applied to the County for a Franchise to install, own,
operate and maintain a water system in the Grant County ROW of Baseline.5 Loop SE in the
illegally installed location. Grant County denied the Franchise application after the requisite
Public Hearing. A removal order was issued by the Grant County Road Engineer in June 2oi2
with a 6o day response requirement. In July 2oi2 the water system owner applied to vacate the
road and ROW for Baseline.5 Loop SE. The County Road Engineer agreed to suspend the
correction order pending the outcome of the vacation application.
The road and ROW for Baseline.5 Loop SE are currently owned and maintained by Grant County.
The road constitutes a closed loop with one inlet/outlet at Road A-NE. Only one lot has been
developed in the plat. All of the owners of the lots are proponents of the vacation request. Due to
the isolated nature of this development, it is a good candidate for vacating to private ownership
and maintenance. The Director finds that Baseline.5 Loop SE is not necessary and useful to the
public and the public would be benefited by this vacation and abandonment.
Larry Angel, Columbia Northwest Engineering, requests approval of the request today and gave
letters of support from Grant County Fire District No. 5 and AMR.
Bob Fancher, property owner, wanted to reiterate the desire to vacation this portion of County
road. This is for a gated community.
Commissioner Carter moved to close the public comment portion of the hearing. Commissioner
Swartz seconded and the motion passed unanimously. Commissioner Swartz moved to approve
the road/right of way vacation as presented. Commissioner Carter seconded and the motion
passed unanimously. The hearing adjourned. (Resolution No, i2-o6o-CC)

Pursuant to RCW 42.3o.iio(i)(i) Commissioner Stevens called an Executive Session to order at
2:38 p.m. to go unti12:42 p.m. regarding potential litigation (Jasman / Lee). Commissioner
Stevens closed the session at 2:42 p.m.

from the Assessor's Office for an Exception to the Hiring Freeze to
hire i-Deputy Assessor i; and 1- Chief Appraiser due to a recent
retirement and resignation. The Director recommends approval.

6. Personnel Action Request Recommendation regarding a request
from the Auditor's Office for an Exception to the Hiring Freeze to
hire 1-Accounting Clerlc due to a recent promotion. The Director
recommends approval. (Approved)
