The Grant County Commissioners session began at 8:go a.m. with all Commissioners in attendance.

A motion was made by Commissioner Carter, seconded by Commissioner Swartz, to approve items i
through � on the ASC Agenda as presented. Item 8 did not arrive for signature. The motion passed
unanimously.
i. Possible vouchers for Interfund Communications, insurance, and/or
grant administration. (Approved)
2. Amendment #2 to NCWRSN-Grant County Community Mental
Health Services, STATE-ONLY Agreement, for the purposes of
revising Sections 3,10, and 12. (Approved, although duplicated
from the July 24, 2oi2 agenda).
g. Amendment #2 to NCWRSN-Grant County Community Mental
Health Services, MEllICAID Agreement, for the purposes of revising
Sections g, 6-8, ii,13, i4, and i�. (Approved, although
duplicated from the July 24, 2oa2 agenda).
4. Grant County Request #29 on Homeless Prevention and Rapid Re-
Housing Program (HPRP) Contract #10-4611i-6o8 with the
Department of Commerce in the amount of $g,242.�i. (Approved)
5. Grant County's Request for Reimbursement #3 on Washington State
Department of Cornmerce Housing and Essential Needs (HEN)
Grant No. i1-462o4-5ii, administered through the Grant County
Housing Authority, in the amount of $i2,688.i�. (Approved)
6. , Grant County Payment Request #� to Washington State Department
of Commerce on Consolidated Homeless Grant (CHG) No. i2-46io8-
io, administered through the Grant County Housing Authority, in

�. Revisit of July 24, 2012 action on request for legal funds and to
defend and indemnify Chief Investigator Jerry Jasman in a lawsuit
filed by Prosecutor D. Angus Lee. (Based on legal advice from
the Prosecuting Attorney's Office, the Board is reversing its
July 24, 2oi2 approval and is now denying this request).
8. Anticipatingr Lease Addendum to Lease Agreement (Commercial
Purposes) between Grant County and Kevin and Tanya Lakoduk for
the premises located at 457 ist Ave. N. in Ephrata, Washington. The
Addendum extends the term of the Lease Agreement from February
28, 2o1g to July 31, 2013. (Did not arrive for signature)

Kevin Lalcodulz, owner of property currently being Ieased by Grant County that the Department of
Community Develapment currently occupies, came to discuss the lease addendnrn. In the TERM
section, there is a sentence where the lessee shalJ have the optian ta extend the Lease Terin for an
additianal six months. He does �ot believe this is necessary. The Commissioners stated they will
have this line removed prior to signing.

Space Application
The Commissioners held an Open Record Public Hearing to consider an Application for
Classification or Reclassification Open Space Land Ch. 84•34RCW for a parcel owned by N.
Douglas and Marjorie Storey. The corner piece of property (Parcel# 16198000) is located at 947
Skokie Rd NW, Soap Lake, WA 9885i. He would lilce this parcel to be placed as Open Space
Conservation Agriculture. Commissioner Swartz moved to close the public comment portion of
the hearing, Commissioner Carter seconded and the motion passed unanimously. Commissioner
Carter moved to approve the reclassification as presented. Commissioner Swartz seconded and
the motion passed unanimously. The hearing adjourned. (Approved)

Master Planned Resort
The Commissioners held an Open Record Public Hearing to consider an amendment to an
existing Master Planned Resort to convert an existing 1q. unit motel to i4 condominium units in
Crescent Bay Resort. The project site is within Crescent Bay Resort located at 23��2 NW Crescent
Bay Drive, Quincy, WA. The property is located in S i8, T 2o N, R 2g E, W.M. Grant County, WA
(Parcel #x4-i285-840).

Dorothy Blacic, Senior Planner discussed the application. Commissioner Swartz moved to close
the public comment portion of the hearing. Commissioner Carter seconded and the motion
passed unanimously. Commissioner Carter moved to uphold the recommendatiori of the
Planning Commission and approve the Master Planned Resort recognizing the 10 Findings of Fact
as presented. Commissioner Swartz seconded and the motion passed unanimously. The hearing
adjourned. (Approved, Resolution No. i2-o49-CC)
ii:io a.m. — xi:2o a.m. Open Record Public Hearing, Crescent Bay Apartments Amendment to
Planned Unit Development
The Commissioners held a Closed Record Public Hearing to consider an amendment to an
existing Planned Unit Development to convert an existing i4 unit motel to i4 condominium units
in Crescent Bay Resort. The project site is within Crescent Bay Resort located at 23��2 NW
Crescent Bay Drive, Quincy, WA. The property is located in S 18, T 2o N, R 23 E, W.M. Grant
County, WA (Parcel #i4-1285-840). Dorothy Blacle, Senior Planner discussed the application.
Commissioner Carter moved to uphold the recommendation of the Planning Commission and
approve the Master Planned Resort recognizing the 2 Conditions of Approval and 2i Findings of
Fact as presented. Commissioner Swartz seconded and the motion passed unanimously. The

i. Authorization to Call for Bids for the Neva Lake Road project with a
bid opening date of August z8, 2oi2 at 1:3o pm. (Approved)

3. Execution of Interlocal Agreement between Grant County and Adams
County for utilization of each other's services where it is in their
mutual interest. (Approved)
2:0o p.m. — 2:2o p.m. Open Record Public Hearing, LBT Enterprises (Nicic Tommer) Franchise
Application
The Commissioners held an Open Record Public Hearing to consider a Franchise Application
request from LBT Enterprises (Nicic Tommer) to construct, operate, and maintain irrigation pipe
line for the purpose of irrigating approx. 400-i000 acres located along the main canal noi�th along
Adams Rd to Rd i3 NW west 1.25 miles to said property located within S 2 and i1, T 20, R 24; and
S 26 and g6, T 21, R 24. Derelc Pohle, Public Works Director discussed the proposal.
Commissioner Carter asked the proponent the size of the pipeline. Mr. Tommer sta�ed he wasn't
sure at this time but estimates 12-24".
Commissioner Carter moved to close the public cornment portion of the hearing. Commissioner
Swartz seconded and Che rnotion passed unanimously. Commissioner Swartz moved to approve
the recommendation of the Public Works Director and approve the franchise and sign the Order
as presented. Commissioner Carter seconded and the motion passed unanimously. The hearing
adjourned.

2:25 p.m. — 2:go p.m. Approval request for a Building Permit Application from EK Ranch LLC,
18448 E Desert Aire Dr SW, Desert Aire, WA, to put a manufactured
home on this site, hoolc up septic, water, and electricity to new home side
and install pads and tie downs. Commissioner approval is necessary
because currently the plat states "habitable dwellings are now allowed in
this plat. (Approved)

Pursuant to RCW 42.go.iio(1)(i) Commissioner Stevens opened an Executive Session at 2:35
p.m. to go unti12:4o p.m. regarding REC Litigation. In attendance were Commissioners Stevens,
Carter, Swartz; D. Angus Lee, Prosecuting Attorney, and Lee Pence, Civil Deputy Attorney.
Commissioner Stevens closed the session at 2:4o p.m.
