Grant County Payment Request #2 to Washington State Department of Commerce on Consolidated Homeless Grant (CHG) No.1z-46io8- io, administered through the Grant County Housing Authority, in the amount of $i2,95o.40. (Approved) Commissioners Office Safety Meeting Citizen Public Cominent Period (No public in attendance) Closed Record Public Hearing, Cascade Valley Minor Zone Change The Commissioners held a Closed Record Public Hearing for a Minor Zone Change of numerous parcels located in the Cascade Valley Area, from Urban Residential3 to Urban Residential2. The change will malee the zoning district of the subject area consistent with the Comprehensive Plan Land-Use Designation, which was changed as part of the 2002 Comprehensive Plan amendment process. The subject area is commonly lcnown as the Cascade Valley. COMMISSIONERS' MARCH 5, 2012 MINUTES Page 2 of 5 The parcels are located in Sections 8, g, i6, i7, 20, 2i, 28 and 29, Township i9 North, Range 28 East, WM, Grant County, WA. (see Ordinance for individual parcel numbers) Commissioner Swartz moved to uphold the recommendation of the Planning Commission and approve the Minor Zone Change as presented recognizing the io Findings of Fact. Commissioner Carter seconded and the motion passed unanimously. The hearing adjourned. (Ordinance No. i2- o16-CC) ii:go a.m. —1i:5o a.m. Certification of Inventory of County Capi�alized Assets per RCW g6.g2.2io A motion was made by Commissioner Carter, seconded by Commissioner Swartz, to not sign the Resolution adopting the Annual County Inventory of Capitalized Assets per RCW 36.g2.2io since Public Worlcs, Grant Mental Healthcare, PARC, Directions in Comrnunity Living, New Hope Domestic Violence and Sexual Assault Services, and Technology Services had not turned in their inventory. The Chair of the Board was authorized to sign the Health District Voucher listing in the amount of $19�7i8.i8. TUESDA�', MARCH 6, 2012: The session was continued at 9:3o a.m. with all the Commissioners in attendance. 9�3o a.m. — 9:5o a.m. B Vasquez, Mosquito Control District #2 Appointment Discussion io:oo a.m. — io:2o a.m. Closed Record Public Hearing, Port District No. g of Grant County Preliminary Plat Application The Commissioners held a Closed Record Public Hearing to consider a Preliminary Plat application from Port District No. 3 of Grant County for approximately 146.72 acres to create twelve (i2) lots from one existing parcel in the Agriculture zoning district of Grant County. Proposed Lot i will be approximately 6i.g6 acres in size, is owned by Port District No. 3 of Grant County, and contains an existing waste water treatment plant. The remaining lots will range between approximately g.�8 and 2o.g5 acres in size, and will be sold for agricultural uses and/or agricultural-based businesses. None of the proposed lots will retain residential development capacity. The site address of the subject parcel is 22801 Road U SW, Mattawa, WA, COMMISSIONERS' MARCH 5, 20�2 MINUTES Page g of 5 It is located approximately one mile northwest of Mattawa, WA, immediately west of State Highway 24S between Road 22.5 SW and Road 2g SW, and in a portion of the south half of Section 2�, Township i5 North, Range 23 East, WM, Grant County, WA (Parcel #i5-oi95-oo0). Commissioner Carter moved to uphold the recommendation of the Planning Commission and approve the Minor Zone Change as presented recognizing the 8 Conditions of Approval and 7 Findings of Fact. Commissioner Swartz seconded and the motion passed unanimously. The hearing adjourned.
