The Grant County Commissioners session began at 9:00 a.m. with all Commissioners in attendance. i

Pursuant to RCW 42.30.140(4)(a) Commissioner Carter called an Executive Session to order at
9.04 a,m.to go until 9:25 a.m. to discuss bargaining sessions and which the governing body is '
planning the strategy or position to be taken by the governing body during the course of any
collective bargaining, professional negotiations,or grievance or mediation proceedings. In
attendance were Commissioners Stevens, Carter,Swartz, Kirk Eslinger, Human Resources
Director,Tom Jones, Sheriff, and Tony Menke, Labor Attorney. The session was continued to
9:45 a.m. Commissioner Carter closed the session at 9:45 a.m.

Wahluke School District. Term is from date of final signature to the end of the 2019 school year.

County Tourism Commission, and Burke Marketing& Promotion. Term is January 1, 2016 �

4. Reverting of BOCC Approved Funds on SIP#2014-05, Port of Moses Lake—Wide-Body Hangar i
Infrastructure ($200,000 grant), back into the Economic Enhancement Strategic Infrastructure
Ending Fund Balance No. 113155-00-0000-508000000. (Approved)
5. Contract Amendment, Mental Health Services Program, No. 15MH1835(1), between Grant
County(by and through Grant Integrated Services) and Spokane County, by and between the ;
Spokane Regional Support Network(SCRSN), a Division of Spokane Community Services, '
Housing, and Community Development Department. The amendment start date is 10/01/15 �
and terms out 03/31/16, and amends Section 1,Term of the Agreement,to allow true-up
payment amendments to be added to a contract after the term of the agreement and Exhibit H,
Funding Schedule. (Approved) ;
6. Underwriting Engagement Letter between Grant County, by and through the Board of County i
Cornmissioners, and D.A. Davidson & Co. for the County's proposed offering and issuance of '
Limited Tax General Obligation Bonds. It is anticipated this Engagement Letter will be replaced i
and superseded by a bond purchase agreement to be entered into between the parties if and
when the securities are priced following successful completion of the offering process. i

7, BOCC action on the Strategic Infrastructure Program (SIP) Advisory Committee's '
recommendations on the following SIP Projects: �
a. SIP#2015-05, Port of Quincy, 13t"Avenue NW WaterSysfem Improvements for approval �
of the Port's request for$225,000 grant in SIP grant funding; (The BOCC approved a
$150,000 Grant and a$75,000 loan) and i
b. SIP#2015-06, City of George, Industrial Park No. 5 Stre2t and Infrastructure �
Improvements for approval of the City's request for$100,000 in SIP grant funding. ;

8. Anticipating: Amendment to Interlocal Cooperative Agreement Between Chelan County, I
Douglas County, and Grant County Re: North Central Washington Behavioral Health,which ;
created a joint operation of the Counties to provide for integrated mental health treatment and I
chemical dependency treatment services in accordance with E2SSB 6312, RCW Chapter 71.24, �
RCW Chapter 71.36 and RCW 70.69A, effective and commencing April 1, 2016,which was signed �
by the Grant County Commissioners on December 1,4, 2015 and adopted by Ordinance. (Item �

• 1 each 2016 Ford Police Interceptor Utility/SUV AWD in the amount of$32,440.18 '
including$2,486.18 in sales tax from Columbia Ford Nissan through a DES contract. '
• 3 each 2016 Chevrolet Tahoe Police Pursuit Vehicles in the amount of$133,733.49
including$10,249.20 in sales tax from Bud Clary Chevrolet through a DES contract.

• 1 each 2016 Ford Escape SE 4WD in the amount of$24,834.27 including$1,903,27 in
sales tax from Columbia Ford Nissan through a DES contract.
Public Works:
• 1 each 2016 Ford F550 4WD Extended Cab& Chassis in the amount of$41,619.69
including$3,189.69 sales tax from Columbia Ford Nissan through a DES contract.
• 1 each 2016 Ford F350 4WD Extended Cab& Chassis in the amount of$34,774.05
including$2,665.05 in sales tax from Columbia Ford Nissan through a DES contract.
• 1 each 2016 Chevrolet Silverado Crew Cab 4WD in the amount of$35,180.98 including
$2,696,23 in sales tax from Bud Clary Chevrolet through a DES contract.
• 1 each 2016 Chevrolet Silverado Crew Cab 4WD in the amount of$35,532.96 including
$2,732.2�. in sales tax from Bud Clary Chevrolet through a DES contract.
• 1 each 2016 Chevrolet Silverado Extended Cab 4WD in the amount of$33,594.90
including$2,574.68 sales tax from Bud Clary Chevrolet through a DES Contract.
• 1 each 2016 Ford F150%2 ton Extended Cab 4WD in the amount of$32,948.15 including
$2,609.15 in sales tax from Corwin Ford through a DES contract.
The equipment listed above is part of the Public Worl<s 2016 Equipment Expense
Program and will be purchased from various Washington State Department of
Enterprise Services contract vehicle vendors as noted above.
2. Request to close Petty Cash Funds: County Roads in the amount of$250.00 (Fund 101) and Solid
Waste for in the amount of$50.00 (Fund 401). (Approved,see below Resolutions)
3. Resolution 16-007-CC Closing Petty Cash Account for Grant County Public Works Road Fund 101
in the amount of$250.00. (Approved)
4. Resolution 16-006-CC Closing a Portion of the Solid Waste Petty Cash Fund 401 in the amount of
$50.00. (Approved)
5. Recommendation from the Solid Waste Advisory Committee (SWAC)to submit a letter of non-
support for the Paint Product Stewardship legislation per HB 1571. (The Commissioners
approved the recommendation and wrote a letter of non-support on January 25,2016)
6. Resolution No. 16-008-CC to Set Hearing In the Matter of Modifying Certain Sections of Chapter
11.04 of the Grant County Code Entitled "Maximum Speed Limits". The proposed hearing date
is February 9, 2016 at 2:00 p.m. (Approved)

7. Director's request for signatory authority to sign all insurance claim paperwork involving the '
Mattawa shop fire. (Approved)

CENTRAL SERVICES
8. Request to move forward with asbestos abatement and demolition of the obsolete boiler
located in the basement of the courthouse, using A-Central Asbestos in the amount of
approximately$26,000.00.The contractor performing the work(A-Central Asbestos) is currently
contracted with the General Contractor for the upcoming work on the campus and this worl< is
in direct support of that project, thus this work was not competitively bid. (,4pproved)
SFiERIFF'S OFFICE
9. Request to purchase a Sharp MX-5141N Copier in the amount of$12,112.00 and a Hobert Meat
, Slicer in the amount of$2,600.00, These items were approved in the JaiPs 2016 capital
expenditures budget. (Approved)
10. Request to purchase a Sharp MX5141N Copier in the amount of$12,112.00; Filters for Drying 1
Cabinets in the amount of$3,200.00; and Range/Duty Ammunition in the amount of �
$10,000.00. These items were approved in the Sheriff's Office 2016 capital expenditures

11. Recommendation Memorandum regarding a request from Grant Integrated Services for a
Compensation Review of their Peer 5upport position within the Best Grant. The Director

12. Recommendation Memorandum to lmplement a 1%cost of living adjustment(COLA)for non-
represented (non-bargaining) position wages scales and to allow for available step increases for

The Commissioners approved and signed the Grant County Payroll Authorization form for the January 8, ;
2016 payroll.
Emergency request from the Central Services Director to perform asbestos abatement in the basement j
and tunnels of the courthouse. For complete abatement,the cost will be$63,048.00. To encapsulate
the asbestos,the cost will be $29,981,00. The quotes are from A-Central Asbestos. (The Commissioners ,
approved the quote for the complete abatement)
