Pam Hill discussed the application stating the applicants are currently set as Current Use Open Space Ag and wish to change to Current Use Open Space Ag Conservation. Commissioner Swartz moved to close the public comment portion of the hearing. Commissioner Carter seconded and the motion passed unanimously. Grant County Mosquito Control District #1 request for permission to conduct mosquito control activities within the boundary of the District for the 2oi2 mosquito season. This will be done via air and ground application. (Approved) �. Multi-Agency Communications Center Bond Claims Payment Request (Batch o1-gi) in the amount of $i,593•96. (Approved) 8. Request from the Columbia Basin Ground Water Management Area (GWMA) to proceed with the submission of a Capital Budget funding request to the Washington State Legislature in the amount of $i.2 million for the completion of i2 of the i6 sub-basin / sub-region models as part of the Hydrogeologic Modeling Project. (Approved) 9. Recommendation from the Fair Advisory Committee to reappoint Franlc Delgado and Fran Christensen for another g year term. (Approved) ASSESSOR'S OFFICE io. Request to purchase the FTR Gold Hardware and Software upgrade in the amount of $io,i9l.00 as approved in the Capital Outlay budget. (Approved) EMERGENCY MANAGEMENT i�. Budget extension request in the amount of $i8,5oo.0o to purchase office supplies and professional services using funds from their Grant county Hazard Mitigation grant. A grant amended was implemented by FEMA. (Approved) 3�3o P•m. — 5:0o p.m. Open Record Public Hearing to Consider Adopting a Resolution to enroll the County in�o the Voluntary Stewardship Program The Commissioners held an Open Record Public Hearing to consider adopting a resolution to enroll the County in the "Voluntary Stewardship Program" created by the Legislature through ESHBi886; or to continue to use the existing Critical Areas Ordinance (Grant County Code 24.08) for agricultural uses. The Board may make a decision upon close of the public hearing or continue the public hearing to a specific date and time for deliberation and decision. Verbal testimony will be accepted during this hearing. Damien Hooper, Long Range Planning Manager provided background information to assist the Board in malcing a decision. Aaron Golliday, a farmer in Warden, called in to the hearing via Commissioner Carter's phone and recommends the County opt in to the program. Neil Gwyn, Moses Lake, recommends opting in. Commissioner Swartz stated the Board is concerned with the "unknowns". The County knows what we currently have, which is a very good Critical Areas Ordinance. Commissioner Carter read into the record information received from the Washington Farm Bureau. Aaron Golliday aslced Staff what happens if the County does not opt in? Damien Hooper stated that if we opt out we continue with the current Critical Areas Ordinance. Bill Green, Frey Road, Ephrata, asked if gun range land was affected. The Commissioners did not believe so. Cornmissioner Stevens called a recess to the hearing. Commissioner Stevens called the hearing bacic to order and aslced if anyone would like to speak. No one came forward. Commissioner Swartz moved to close the public comment portion of the hearing. Commissioner Carter seconded and the motion passed unanimously. Commissioner Swartz moved to opt in to the Voluntary Stewardship Program. Commissioner Carter seconded. Commissioner Swartz stated that she believed this was the safest option for the County. Commissioner Carter stated the Grant County Critical Areas Ordinance is great and hopes the VPN does not take away from that. Commissioner Stevens agreed. All Commissioners were in favor and the motion passed unanimously. The hearing adjourned. The Commissioners approved and signed the Grant Public Works County Payroll Salary Fund for January i3, 2012. The Commissioners approved the following for the following Grant County Bargaining Units: Solid Waste, Courthouse, Juvenile, and Public Worlcs. This also affects non-bargaining employees. Effective January 7, 2012, eligible employees whose steps have been frozen and who are eligible to receive a step shall receive one step in the step progression. This step shall be reflected for each eligible employee on the first payroll in 2012 regardless of individual anniversary dates. New employees eligible for a step shall receive one step either on their 6 month or i year anniversary date but not both. WEDNESDAY. The Commissioners approved the following for the following Grant County Bargaining Units: Solid Waste, Courthouse, Juvenile, and Public Works. In lieu of no COLA increase and effective for 2012 only, Grant County will grant employees who are currently at a Step � on the Step Table and not eligible for a Step increase, 4o hours of discretionary leave to be used in 2oi2 only. This discretionary leave shall be requested and granted consistent with County Policies on requesting accrued leave. This discretionary leave is to be used in 2012 only and will not carry over into subsequent years. Part time employees eligible for this discretionary leave shall be granted a pro-rated amount of leave in accordance with the number of hours worked.
