APPROVING THE
COLUMBIA BLUFFS

WFIEREAS, the Board of County Commissioners of Grant County have been advised that an
open record public hearing was conducted before the Grant County Planning Commission on December
7, 2011 in the matter of a three phased Planned Unit Development of four parcels totaling 171.58 acres
into thirty four residential lots and open space tracts entitled Columbia Bluffs PUD, located in a portion
of Section 18, Township 18 North, Range 23 East, Willamette Meridian, Grant County, Washington, and
WHEREAS, the Grant County Planning Commission on December 7, 2011 did approve a
motion to recommend to the Board of County Commissionars approval af this proposed Planned Unit
Development with one (1) suggested Condition of Approval and twenty one (21) Findings of Fact
affirming the recommendation, and
WHEREAS, the Board of County Commissioners held a closed record public hearing regarding
th.is matter on January 3, 2012, and
WHEREAS, the Board of County Commissioners have reviewed the application material, staff
report, and a sLuiiinary of the Planning Commission hearing, and
WHER�AS, tha Board of County Commissioners have found that this proposal will not
adversely effect the health, safety, and general welfare of the public in the vicinity of the proposal, and

drainage, access for emergency vehicles, and other infrastructure improvements;
WHEREAS, the Board of County Comrriissioners have found that this proposal does comply
with requirements of the U.S. Department of the Interior, Department of Reclam�tion and/or a recognized
Irrigation District when the proposed PUD is within the boundaries of an Irrigation District;

WHEREAS, the Board of County Commissioners have found. that this proposal does functzon as
a single site with respect to, but not limited to, lot access, interi.or circulation, open space, landscaping,
drainage facilities, facility maintenance and parking;
WHEREAS, the Board of County Commissioners have found that this proposal is consistent in
design, character and appearance with the goals and policies for the zoz�ing distri.ct in which the proposed
PUD is l.ocated;
WHEI2EAS, the Board of County Commissioners have found that this proposal will not be
unreasonably incompatible with the types of uses permitted. in surrounding areas;
WHEREAS, the Board of County Commissioners have found that this proposal will not create
undue noise, odor, heat, vibration, air or water pollution impacts on surrounding existing or potential
dwelling units;
WHEI2EAS, the Board of County Commissioners have found that this proposal will not
materially endanger the health, safety and welfare of the community;
WHEREAS, the Board of County Commissioners have fo�nd that this proposal is such that
pedestrian and vehicular traffic associated with the use will not be hazardous or conflict with existing and
anticipated traffic in the local area;
WFIEREAS, the Board of County Commissioners have fbund that this proposal does includes
evidence of availability of adequate public services and. facilities, including access, fire protection, water,
storm water control, and sewage disposal facilities;
WHEREAS, the Board of County Cornmissioners have found that the location, size and height of
buildings, structures, walls and fences and screening vegetation for the proposed PUD shall not hinder or
discourage the appropriate development or use of neighboring properties;
WHEREAS, the Board of County Commissioners have found that this proposal is not in conflict
with the policies of the Comprehensive Plan or the basic purposes of this Chapter;
WHEREAS, the Board of County Comrriissioners have found that this proposal is adjacent to
lands zoned as Agriculture (AG) and the impacts on the long�term natural resource management and
production will be minimized;
WHEREAS, the Board of County Commissioners have found that this proposal rec�uires land
division or a binding site plan, and it does meat the requirements of GCC § 22.04;
WHER�AS, the Board of County Cominissioners h�ve found that this proposal does identify
and protect critical areas, archaeological and historic resources, and. visual and aesthetic resources, and
environmental considerations are employed in the design, placement and screening of facilities ancl
amenities;
WHEREAS, the Board of County Commissioners have found that this proposal will not cause
significant adverse impacts on the human or natural environments that cannot be mitigated by conditions
of approval;

WIIEREAS, the Board of County Commissioners have found that the proposed land uses,
activities, and structures does comply with applicable development standards of GCC § 23.12 and
performance standards specified in GCC § 23.08, and with any required mitigation measures; and
W�IEREAS, the Board of County Commissioners has found that this proposal does pass all
concurrency tests as provided by GCC § 25.20,
VVHEREAS, the Board of County Commissioners have made a decision to approva the Col.umbia
Bluffs — Planned United Development (PUD),
NOW, THER��ORE, BE IT RESOLVED THAT the Board of County Commissioners of
Grant County, Washington hereby approve by this Resolution, subject to the one (1) Condition of
Approval listed below, Columbia Bluffs P.U.D, located in a portion of Section 18, Township 18 North,
Range 23 East, Willamette Meridian, Grant County, Washington. (Parcel #15-0433-000, 15-0433-001,
15-0433-002 & 15-0433-003)
CONDITIONS OI+ APPROVAL
1. The applicant shall comply with all requirements as deemed necessary by Grant County Planning,
including but not limited to:
a) All line types shall be clearly identified in the legend.
b) Phasing plan: Residential lots shall be amanded as depicted on mapping received Sept. 30,
2011 as follows:
Phase 1— 9 residential lots
Phase 2-11 residential lots and
Phase 3— 14 residential lots
c) Clearly identify and number all proposed lots.
d) Open Space tract(s) shall be clearly identified and labeled along with acreage.
e) Development shall comply with the requirements of GCC § 23.04.800(m) Duration of
Approval and all other pertinent portions of Grant County Code.
