The Grant County Commissioners session began at g:oo a.m. with Commissioners Stevens and Carter in
attendance. Commissioner Swartz was out and excused.

A motion was made by Commissioner Carter, seconded by Commissioner Stevens, to approve items i
through 4, and 6 through ii on the ASC Agenda as presented below. Items 5 through � did not arrive for
signature. The motion passed with 2 Commissioners in attendance.
i. Possible vouchers for Interfund Communications, insurance, and/or
grant administration. (Approved)
2. Professional Services Agreement for Legal Representation of
Indigent Individuals in Grant County District Court, Part Time
Contractors, between Grant County and Brett Billingsley. Term is
January 1, 2012 through December gi, 2o1g. (Approved)
3. Professional Services Agreement for Legal Representation of
Indigent Individuals in Grant County District Court, Full Time
Contractors, between Grant County and Patrick Earl. Term is
January i, 2012 through December gi, 2oi3. (Approved)
4. Professional Services Agreement for Legal Representation of
Indigent Individuals in Grant County District Court, Full Time
Contractors, between Grant County and Marletta Giles-Ward. Term

5. Anticipatingr Professional Services Agreement for Legal
Representation of Indigent Individuals in the Juvenile Division of
Grant County Superior Court (Juvenile Offenders Only), Full Time

6. Anticipating: Professional Services Agreement for Legal
Representation of Indigent Individuals in the Juvenile Division of

BOCC action on STP Advisory Committee Recommendation on SIP
#2011-07, Grant County Airport District #1(Desert Aire Airport),
Lighting for Desert Aire EMS Helicopter Parlcing, in the form of an
$8,000.00 loan. The recommendation is that this project be handled
administratively in conjunction with previously approved project, by
Resolution No. ii-o74-CC, SIP #2011-05, Airport District #i (Desert
Aire) EMS Heli-Stop Pad and Transient Aircraft Parking Apron, as
the two will be constructed simultaneously with the same contractor
group. (Approved)
Resolution No. ii-og8-CC regarding BOCC action on SIP
Advisory Committee Recommendation on SIP #2o1i-o7, Gran�
County Airport District # i(Desert Aire Airport), Lighting for Desert
Aire EMS Helicopter Parking. (Approved)
Agreement No. ICA-i2�90 between the Washington State Office of
Public Defense and Grant County, Washington, for Chapter 1o.ioi
RCW funding for improving the quality of public defense services.
Distribution amount (first installment) is $44,815.0o for use January

4. Continued from December 20, 2oii Consent Agenda - Letter of
commitment from Spokane County on whether or not Grant County
would like the North Central Washington RSN to merge with the
Spokane County RSN. (This item was held until December 28,
2011 when all g Commissioners were in attendance. This item
was approved and signed on that day.
HUMAN RESOURCES
5. Personnel Action Request Recommendation regarding a request
frorn Juvenile Court and Youth Services for an exception to the hiring
freeze to hire i Regular Full Time Probation Counselor do to a recent
resignation. The Director recommends approval. (Approved)
6. Personnel Action Request Recommendation regarding request from
Prosecutors Office for Carole Highland to carry over 24 hours of
annual leave from 2oii to 2012. The director recommends approval.

The Commissioners held an Open Record Public Hearing to consider a budget extension request from
the Chief Accountant for the following Grant County Funds:

Commissioner Carter moved to close the public comment portion of the hearing.
Commissioner Stevens seconded and the motion passed with 2 Commissioners in attendance.

seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned.
