RECITALS:
WHEREAS, pursuant to the provisions of Chapter 36.32 RCW, the Grant County Board of
County Commissioners has the care of county property, and may malce and enforce, by appropriate
resoltttions and ordinances, all such police and sanitary regulations as are not in conflict with state
law; and
WHEREAS, Chapter 70.160 RCW was enacted by the Washington State Legislature to
protect the public from the hazards created by tobacco sinolce in public places; and
WHEREAS, Grant County, by and through the Board of County Commissioners, desires to
establish and adopt a policy which complies with state and federal laws and regulations, and
regulates smoking in and about the County owned, leased, and/or operated facility or facilities
known as Grant Integrated Services, the same situated on various real properties commonly lcnown
as 840 E. Plum, Moses Lalce, WA, 98837; 203 S. Central, Quincy WA 98847; and 322 Fortuyn
Road, Grand Coulee WA 99133; and
WHEREAS, the Grant County Board of County Commissioners find and declare that it is in
the best interest of the County, its employees and the public to adopt a policy which regulates
and/or prohibits smolcing in and about the County owned, leased and/or operated facility or facilities
lcnown as Grant Integrated Services,
NOW THEREFORE, BE IT RESOLVED AND ORDAINED THAT THE BOARD OF
COUNTY COMMISSIONERS, pursuant to statutes refereiiced above, adopt the policy as set in
Attachment "A", the same attached hereto and fully incorporated by referenca herein, which
regulates and/or prohibits smolcing in and about the County owned, leased and/or operated facility
or facilities known as Grant Integrated Services. Such policy shall become effective immediately
upon adoption by the Grant County Board of County Commissioners.
PROVIDED: If any provision contained within this resolution, or its application to any
person, party or circumstance is held invalid, the remainder of this resolution or the application of
provisions to other persons, pat�ties or circumstances, shall not be affected.

POLICY PROHIBITING SMOKING ON OR ABOUT THE VARIOUS
CAMPUSES OF GRANT INTEGRATED SERVICES
ATTACHMENT "A"
SECTION 1: DEFINITIONS
As used in this policy, the following terms have the meanings indicated:
A. "Grant Integrated Services Campus" means any structure or portion thereof, both
interior and exterior and real property, including, but not limited to, any parking space
or lot companion thereto, and common areas, owned or leased and/or operated by
Grant Integrated Services, by and through the authority of Grant County, such
carnpus or campuses situated on various real properties commonly lrnown as 840 E.
Plum, Moses Lake, WA, 98837; 203 S. Central, Quincy WA 98847; and 322 Fortuyn
Road, Grand Coulee WA 99133.
B. "Smoking Debris" includes, but is not limited to, cigarette or cigar butts, cigarette
paper or product packing tobacco, smoke, ash, or any other residue result from
smoking.
C. "Smoking" means igniting, inhaling, exhaling or carrying a pipe, cigar, cigarette or
any other lighted smoking equipment, implement apparatus or item which is burning,
or consumption of any tobacco-related product.
D. "Tobacco-related Product" means cigars, cigarettes, stogies, periques, �ranulated,
plug cut, crimp cut, ready rubbed, and other smoking tobacco, snuff, snuff flour,
Cavendish, plug and twist tobacco, fine cuttings, and sweepings of tobacco, and other
kinds and forms of tobacco prepared in such mannar as to be suitable for chewing or
smoking in a pipe or otherwise, or both for chewing and smoking except cigarettes.
E. "Common Area" means that (1) area enclosed by a roof and walls within any Grant
Integrated Services Campus, including, but not limited to, lunchrooms, hallways,
stairways, elevators and restrooms, and (2) any area, including, but not limited to
mezzanine, entrance way, foyer, porch, or other building access/exit point.
SECTION 2: SMOKING PROHIBITED
Smoking in, on, or about any Grant Integrated Services Campus, and/or dissemination of any
smoking debris in, on, or about any Grant Integrated Services Campus is prohibited. This policy
shall apply to all persons who visit any Grant Integrated Services Campus, including all officials,
officers, employees, contractors, visitors, or clients during all hours and all days of the year.

SECTION 3: SMOKING AREAS - DESIGNATION
The Grant County Board of County Commissioners shall determine the number and location of
those areas, if any, which shall be designated smoking areas. Provided: This policy shall not
apply to those designated smoking areas as determined by the Grant County Board of County
Commissioners.
SECTION 4: POLICY - EXCEPTION
Should individuals determine that the smoking policy creates a situation with impacts unique to
their particular situation, an exception request may be submitted to the Grant County Board of
Grant County Commissioners, or its designee. The Board or its designee, shall determine the
feasibility of allowing an exception to the policy; PROVIDED, that no exceptions will be
authorized that result in exposing employees to unwelcome tobacco smoke in common or
enclosed work areas or through air ventilation systems.
SECTION 5: POLICY — INTERNAL DISSEMINATION AND ENFORCEMENT
The responsibilities of Grant Integrated Services department heads, supervisors and/or program
managers in enforcing this policy are as follows:
(a) Department heads, supervisors and/or program managers shall immediately, upon its
adoption, announce the provisions of this policy to all employees of their respective departments.
(b) All internal bulletins and communication circulated within any Grant Integrated Services
Campus shall include notification of the non-smoking policy.
SECTION 6: POLICY — GENERAL ENFORCEMENT
Enforcement of this policy shall be the responsibility of Grant Integrated Services, and/or its
department heads, suparvisors and/or program managers, and/or other designees.
Such enforcement may include, but not be limited, the appropriate posting of signs, advising
persons smoking in, on or about any Grant Integrated Services Campus to refrain from smoking,
and advising the public or Grant Integrated Services personnel that smoking is not prohibited
outside of the designated Grant Integrated Services Campus.
SECTION 7: POLICY SIGNAGE
Grant Integrated Services may post signs at the main entrances of each Grant Integrated Services
Campus, to wit: Smoking in, on, or about any Grant Integrated Services Campus is prohibited.
Provided: No person shall alter, deface, remove, or destroy any sign posted in compliance with
this policy.
