A motion was made by Commissioner Carter, seconded by Commissioner Stevens, to approve items 1, 4, 6
and � on the ASC Agenda as presented below. Items 2, 3, and 5 did not arrive for signature. The rnotion
passed unanimously.
i. Possible vouchers for Interfund Communications, insurance, and/or
grant administration. (Approved)
2. (Corrected) Memorandum of Understanding between U.S.
Department of Energy, Richland Operations Office and Grant County
for Emergency Preparedness. The MOU describes the areas of
cooperation between Grant County and its incorporated jurisdictions
and the DOE, Richard Operations Office, and Office of River
Protection in their planning for and response to emergencies at the
Hanford Site. (Did not arrive for signature)
3. Agreement Regarding Use of County Property (Amended), between
Grant County and Elegy West, LLC, to use Grant County,

Beyer Ehlis & Harper, LLP (Anthony F. Menke) to perform and
render legal services pertaining to labor law/personnel matters and
provide legal guidance and assistance, supervision and consultation,
including advice, with respect to personnel/labor law matters,
including without limitation, hiring and firing processes and/or
other matters as may be appropriate as directed by the Prosecuting

Linda Tanferani-Jacleson came today to discuss the 2003 Grant County Lawsuit #03-2-01565-9
vs. Leonard Kelley et al; and the 2009 Perch Point Tenant Association Grant County Lawsuit,
#09-2-00420-6 vs. Perch Point Resort LLC, Linda Jacleson et al. She is here today asking for help
in settling this lawsuit. Ms. Jacicson read from the letter she is submitting today. Ms. Tracy
joined the meeting. Ms. Jacicson met with Dave Nelson, Lee Pence, and Damien Hooper, on
November 22, 2oii to discuss this issue. Discussion ensued on the Conditional Use Permit for
Perch Point. Commissioner Stevens mentioned an agreement made between Grant County and
Ms. Jackson for her to move the permanent residents off of the property. The Northwest Justice
Project attorneys are representing those residents who do not want to move. Ms. Jacicson asked if
one Commissioner could attend a meeting with the attorneys and Community Development.
Commissioner Stevens stated he believed one could. The Commissioners are compassionate to
Ms. Jackson's situation. What can she do? Commissioner Carter stated they will have to meet
with Lee Pence and Dave Nelson and discuss the lawsuit.

g. Personnel Action Request Recommendation regarding Grant
Integrated Services — Developmental Disabilities to create a new job
classification for the new Citiview Residential Living Facility titled
Residential Living Support Aide. The Director recommends
approval. (Approved)
GRANT INTEGRATED SERVICES
4. Resolution No. ii-o86-CC in the matter of executing a Resolution
which authorizes Grant County to collaborate with counties,
stalceholders, and partners of the Eastern Washington Regional
Health Alliance. This includes Adams, Ferry, Grant, Lincoln,
Olcanogan, Pend Oreille, Spolcane, Stevens, and Whitman Counties.

5. Resolution No. i1-oS�-CC adopting a policy prohibiting smoking
on or about various campuses of Grant Integrated Services, effective
January i, 2012. This original request was approved September 2�,
2011 by the Board of County Commissioners. (Approved)
6. Budget transfer request in the amount of $300,000.0o within the
PARC Budget. This is from operations to personnel services.

7. Operating Permit Application from the Washington State
Department of Health for a large on-site sewage system for an
existing system without DOH operating permit. (Approved)
Director of Emergency Management Interview
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of $46o,6io.oi and $510.80, as recorded
on a listing and made available to the Board.
The Commissioners approved and signed the Grant County Payroll Authorization form for the November
23, 2011 payroll.
