Pursuant to RCW 42.go.i�o (i)(i) Comrnissioner Swartz called the session to order regarding
Rutty Litigation at 9:02 a.m. to go unti19:o5 a.m. Commissioner Carter closed the session at 9:05
a.m.
A motion was made by Commissioner Carter, seconded by Commissioner Stevens, to approve items 1
through 4 on the ASC Agenda as presented below. Item 5 did not arrive for signature. The motion passed
unanimously.

2. Washington State Department of Commerce Interagency Agreement
with Grant County, by and through Grant County Prevention and
Recovery Center, Agreement No. Si2-34002-i13, to provide funds for
communities to reduce the incidence of substance abuse and violence
for children, youth and families. Term is July x, 2oii through June
30, 2013. (Approved)
3. Grant County's Request for Reimbursement #i on Washington State
Department of Commerce Housing and Essential Needs (HEN)
Grant No. ��-46204-51�, administered through the Grant County
Housing Authority, in the amount of $3,362.56.
4. Amendment A to CDBG Public Services Grant No. #i1-64ioo-oo2
between the Washington State Department of Commerce and Grant
County, which is administered through the OIC of Washington. The
amendment extends the contract end date from i2/gi/11 to
o6/go/i2 and adds $�6,�2i to the grant award. (Approved)
5. Anticipating: Agreement Regarding Use of County Property
(Amended), between Grant County and Elegy West, LLC, to use
Grant County, Washington's parcel Numbers i�oo8200o and
i�oo82ooi, commonly known as Grant County's portion of the
Moses Lake Sand Dunes for the purpose of conducting a film and/or
photographic project in 2oii. (Did not arrive for signature)

from Grant Integrated Services to allow County Employee
appointments on Advisory Board's of Other County Departments. (A
reversal of a 2003 BOCC decision). The Director recommends
approval with Conditions of Approval. (This item was denied
due to the conflict of interest)

Closed Record Public Hearing, Vic Jansen Minor Zone Change/SEPA
The Comrnissioners held a Closed Record Public Hearing to consider an application from Vic
Jansen for a Minor Zone Change of approximately g.�o acres from Agriculture to Rural Heavy
Industrial, in order to make the Zoning District of the subject area consistent with the
Comprehensive Plan Land-Use Designation, which was changed as part of the 200�
Comprehensive Plan amendment process. The subject area is located approx i/2 mile east of Rd N
on the north side of Road 3, and is located in Section 16, Township 19 North, Range 2g East, WM,
Grant County, WA (Parcels #i9-o473-000 & �9-0471-000). Commissioner Carter moved to
uphold the recommendation of the Planning Commission and approve the application as
presented, recognizing the 10 Findings of Fact. Commissioner Stevens seconded and the motion
passed unanimously. The hearing adjourned. (Ordinance No.11-o8o-CC)

Open Record Public Hearing, Strategic Infrastructure Program Budget
Extension
The Commissioners held an Open Record Public Hearing to consider a budget extension request for
the following:
1. Strategic Infrastructure Project (SIP) #2oii-o5, Airport District #r (Desert Aire), EMS Heli-
Stop Pad and Transient Aircraft Parking April. From the Economic Enhancement Strategic
Tnfrastructure Ending Fund Balance (1ig155-o0-0000-508000000): $28,�0o in the form of
a grant to ii3155-00-9969-546900000; and

2. Strategic Infrastructure Project (SIP) #2oii-o6, Grant County Port District #1(Quincy),
Industrial Parle No. 6, Street & Infrastructure Improvernents. From the Economic

$ioo,000 in the form of a grant to i13155-00-9967-54370000o and $50,00o in the form of a
loan to lig000-oo-0000-i6326o000.
Commissioner Stevens moved to close the public comment portion of the hearing.
Commissioner Carter seconded and the motion passed unanimously. Commissioner Carter moved to
approve the budget extensions as presented. Commissioner Stevens seconded and the motion passed
unanimously. The hearing adjourned. (Resolution No.11-o8x-CC)
MISCELLANEOUS ITEMS
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of $i,822,98i.4i, as recorded on a listing
and made available to the Board.
