A motion was made by Commissioner Carter, seconded by Commissioner Stevens, to approve items 1
through 6 on the ASC Agenda as presented below. The motion passed unanimously.

3. Professional Services Agreement for Legal Representation of
Indigent Individuals in Grant County District Court, Part Time
Contractors, between Grant County and Bradley Thonney. Term is

4. Professional Services Agreement for Legal Representation of
Indigent Individuals in the Juvenile Division of Grant County
Superior Court (Juvenile Offenders Only), Full Time Contractors,

5. CORRECTED Grant County Fiscal Year 2011 Spending Plan with
2oi2 Planned Expenditures on Department of Social & Health

6. Department of Commerce Housing and Essential Needs (HEN)
Grant, No. ii-462o4-5ii with Grant County, Washington, in the
amount of $637,58�.00. Services provided under this grant will be
through the Grant County Housing Authority; period of performance
is September 15, 2oii through June go, 2oig. (Approved)
R Stevens, State Auditor Exit Conference for 2oio Audit
Citizen Public Comment Period
Michael E. Powers came today to discuss his issues with Law Enforcement in Grant County. He
stated a Soap Lake Police Officer tried to run him over with his squad car. The alleged
harassment started in 200� in Soap Lake. Photos were presented by Alex Gabor who toolc
pictures of Mr. Powers allegedly being verbally assaulted during the fire that occurred in Soap
Lake on September i5, 2oi1. A citizen allegedly shoved Mr. Powers during this altercation (not on
camera). The Commissioners told Mr. Powers that they have no jurisdiction over the Soap Lake
Police Department of the Sheriff's Office. The Commissioners thanked them for coming in today.

The Commissioners approved and signed the Grant County Payroll Authorization form for the September
9, 2oii payroll.
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 4z.24.o80, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount o£ $592�o34•89� as recorded on a listing
and made available to the Board.
The Commissioners signed the Samuel M. and Ronee Jo Buchert (Sam Buchert Short Plat) File # 10-5455,
oi; and the Slough Investments (Neppel Crossing Short Plat) File #io-5392-02 Final Plat Submission and
Reviews.

from the Prosecuting Attorney for an Exception to the Hiring Freeze
to hire i-Deputy Prosecuting Attorney due to a recent resignation.
