GRANT COUNTY BOARD OF COMMISSIONERS

The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.
8:30 a.m.—9:00 a.m. Elected Official Roundtable Meeting
9:00 a.m.—9:20 a.m. J Strickler,ASC Update and Misc BOCC Action
A motion was made by Commissioner Swartz, seconded by Commissioner Carter,to approve items 1
through 4, 12, and 15 through 18 on the agenda as presented, The motion passed unanimously.
1. Possible vouchers for Interfund Communications, insurance, legal services,grant administration,
etc. (Approved)
2. Letter dated 12/14/15 from the Grant County Board of County Commissioners to Ron D. Shultz,
Policy Director of the Washington State Conservation Commission and Contract between the
Washington State Conservation Commission and Grant County, by ad through its Planning
Department, for funding to develop a work plan as required for implementation of the
, Voluntary Stewardship Program, consistent with RCW 36.70A.700-760 and related statutes.
Term is December 14, 2015 through June 30, 2016 with funding in the amount of not more than
$150,000.00. (Approved)
3. Lease Agreement between Hospital District No. 3 of Grant and Grant County, Washington, by
and through Grant Integrated Services,for one office and three treatment rooms located in
Columbia Basin Family Medicine offices at 220 Nat Washington Way in Ephrata,Washington.
Term is from date of final signature to December 31, 2016. (Approved)
4. Washington State Department of Commerce Grant No. F15-31103-007 for FFY 2015 Violence
Against Women STOP Grant Program with Grant County, by and through Grant Integrated
� Services' New Hope Domestic Violence and Sexual Assault Services. Funding is in the amount of
$33,185.00 with a term of January 1, 2016 through December 31, 2016. (Approved)
5. Anticipating: Resolution Authorizing Execution of Intergovernmental Agreement between
Grant County and the Town of Wilson Creek regarding State Building Code administration and
enforcement (see ASC Action Item#6, below), (Item not ready for signature)
6. Anticipating: Interlocal Agreement Regarding State Building Code Administration and
Enforcement between Grant County, by and through the Grant County Building
', Department/Fire Marshal Office, and the Town of Wilson Creel<for furnishing the administration
, and enforcement services required to carry out the purposes of the State Building Code Act.

16. Resolution No. 15-083-CC Authorizing Execution of Intergovernmental Agreement between
Chelan County, Douglas County, and Grant County Re: North Central Washington Behavioral
Health,which creates a joint operation of the Counties to provide for integrated mental health
treatment and chemical dependency treatment services (see ASC Action Item #17, below).

17. Interlocal Cooperative Agreement Between Chelan County, Douglas County, and Grant County
Re; North Central Washington Behavioral Health, which creates a joint operation of the
Counties to provide for integrated mental health treatment and chemical dependency
treatment services in accordance with E2SSB 6312, RCW Chapter 71.24, RCW Chapter 71.36 and
RCW 70.69A, effective and commencing April 1, 2016. (Approved)
18. State of Washington Department of Corrections Amendment 1 to Contract No. K10517 with
Grant County, by and through Grant Integrated Services' Prevention & Recovery Center, The
purpose of the amendment is to move DOSA Assessment services from this contract to a
different state contract (#K11005), which was awarded by competitive procurement
RFQQ10916. The effective date of the amendment is January 1, 2016. (Approved)

COMMISSIONERS OFFICE
1. Commissioners Office and Public Defense Vouchers for approval. (Approved)
2. Multi-Agency Communications Center MACC Bond Claims Payment Request(Batch 01-16) in the
amount of$9,518.55; and (Batch 01-18) in the amount of$1,960.00. (Approved)
3. Request from the Homeless Taskforce of Grant County to contribute$3,000.00 to assist them in
the expenses of a warming center in Moses Lal<e, This is not a shelter but will provide a place
for homeless to remain warm and receive a light meal. (Approved)
4. Proclamations recognizing Almira, Coulee, Hartline High School Warriors Football Team and
their 2015 State 1B 15t Place title; and the Royal City Knights Football Team and their 2015 State
1A 1St Place title. (Approved)
5. Special occasion liquor license applications for Grant County Fire District#8 Volunteers
Association (event to be held at the Sagebrush Senior Center); and Columbia River Basin Cancer
Foundation (event to be held at the Grant County Fairgrounds),from the Washington State
Liquor and Cannabis Board. (Approved)
HUMAN RESOURCES
6. Recommendation memorandum regarding a request from the Clerk's Office for a compensation
review for the Clerk Supervisor position. After review,the Director recommends re-banding it to
band 12. (Approved)
7. Held from the December 7, 2015 ConsentAgenda: Recommendation Memorandum regarding a
request from Grant Integrated Services for a compensation review of their Peer Support
Specialist position assigned to the BEST grant. The Director recommends that the GrIS hiring
authority and the County Commissioners review available data to determine if the BOCC
supports the request to permanently change the "Peer Support Specialist"to "Employment
Specialist". (After further review,the Commissioners voted for the Peer Support Specialist to
not continue to include Employment Specialist Duties beyond December 30,2015)
PLANNING DEPARTMENT
8. Request for reappointment of the members of the Planning Commission. Ordinance No. 15-
082-CC was passed December 7, 2015 which reduced the number of inembers from 9 to 7. (The
Commissioners appointed the following 7 people: Bill Bailey, Carol Dawson,Terry Dorsing,
Ann Drader,Jim Fleming, Blaire Fuglie,and Kevin Richards)

MISCELLANEOUS ITEMS
The Commissioners approved and signed the Grant County Payroll Authorization form for the December
11, 2015 payroll.
Effective January 1, 2016, New Hope Domestic Violence and Sexual Assault Services will begin the
transition of withdrawing from the Grant Integrated Services umbrella and will operate as an individual
, entity within Grant County. The Director and staff will report directly to the County Commissioners.
