attendance. Commissioner Swartz was out until the afternoon.

Pursuant to RCW 42.3o.1io (i)(i) Commissioner Stevens called an Executive Session to order
regarding REC Silicon Litigation at 9:0o a.m. to go until9:og a.m. Commissioner Stevens closed
the session at 9:03 a.m.
A motion was made by Commissioner Carter, seconded by Commissioner Stevens, to approve
items i through 3 on the ASC Agenda as presented below. The motion passed unanimously.

Possible vouchers for Interfund Communications, insurance, and/or
grant administration. (Approved)
Vendor Agreement between Grant County, by and through Grant
County Developmental Disabilities, and Service Alternatives for
Individual Supported Employment. Period of performance is August
2, 2o1i through June 30, 2oi2. (Approved)
Recommendation of Grant County Housing Authority as Grant
C'ounty's sub-grantee on potential Housing and Essential Needs
Grant, which will provide funding for housing and essential needs for
some of Grant County's citizens that are homeless or at substantial
risk of being homeless. Anticipated grant will be frorn the
Washington State Department of Commerce. (Approved)

8. Personnel Action Request Recommendation regarding a request
from the Clerlc's Office for an Exception to the Hiring Freeze to hire
one Deputy Clerk position. The Director recommends approval.

10:3o a.m. —10:45 a.m. Citizen Public Comment Period
Jon Smith, Moses Lake, came today to discuss the Fairgrounds Annexation request by the City of
Moses Lake. Mr. Smith read from a letter that he read at last weeks Moses Lake City Council
meeting. Mr. Smith believes that any decisions relating to this issue should involve public input.
Larry Anderson, Moses Lake, came discuss an issue he is having with the SherifPs Department on
an identity theft issue. Mr. Anderson states charges should be filed against an individual that
robbed him but the Sheriff s Office won't do it. Commissioner Stevens explained that the
Commissioners have no jurisdiction over the Sheriff s Office but they will bring the matter to the
Sheriffs attention.

Open Record Public Hearing, Economic Enhancement Strategic
Infrastructure Program and MACC Budget Extensions
The Comrnissioners held an Open Record Public Hearing regarding budget extensions to the
£ollowing Grant County funds:
i. Economic Enhancement Strategic Infrastructure Program Fund #1i3,
Department #�55 in the amount of $i4o,000.0o for the Port of Warden,
Industrial Park #3 2oii Street Improvements;
2. Multi Agency Communications Center Fund #305, Department #i in the
amount of $8,500,000.0o for the Bond Construction Fund.
Christal White stated that the extension request is to budget the remaining balance left on the
radio system / 9ii.Commissioner Stevens moved to close the public comment portion of the
hearing. Commissioner Carter seconded and the motion passed unanimously. Commissioner
Carter moved to approve the budget extension as presented. Commissioner Stevens seconded and
the motion passed unanimously. The hearing adjourned. (Resolution No. 11-o6i-CC)

Classification for Current Use Assessment (RCW 84•34)
The Commissioners held an Open Record Public Hearing to consider an application frorn Current
Use Open Space Agriculture to Current Use Open Space Agriculture Conservation. The Assessor's
Office recommends approval. The Applicant does not currently farm the property but would lilee
to keep it open for possible future farming use. Property is located on Lot #ro4 of Eagle Springs
Ranch, S 23, T 2i N, R 29 W M, Parcel No. i8-o43i-ooS.Commissioner Carter moved to close the
public comment portion of the hearing. Commissioner Stevens seconded and the motion passed
unanimously. Commissioner Carter moved to approve the application as presented.

B Smith, District Court Update
The Commissioners approved and signed approval of the final payment to Desert Rock Excavation Inc. in
the amount of $i5�645•5o as final payment on removal of 2 houses and miscellaneous items.
Letter of non-objection to the Washington State Liquor Control Board for the Eagles Lodge Special
Occasion Liquor License for their Quarter Horse Show Wine Tasting event at ihe Fairgrounds Kenny
Ardel Pavilion on September g, 2oi1 from 5:0o p.m. — g:oo p.m.
Personnel Action Request for the salary, wage, and/or position changes for Shawn Gains, Fairgrounds.
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of $938�454•31, as recorded on a listing
and made available to the Board.
