Recitals: ; WHEREAS,the Board of County Commissioners of Grant County has created a planning department and, in accordance with RCW 36.70.040, established a planning commission, and; WHEREAS,the purpose of the planning commission is to assist the plaiming department in carrying out the department's duties, and; WHEREAS,RCW 36.70.070 allows Grant County to establish a planning commission consisting of five, seven, or nine members, and; WHEI2EAS,Chapters 2.16 and 2.68 require amendments to ensure consistency with other portions of Grant County code as currently adopted, and; WHEREAS,the Board of County Commissioners of Grant County finds that amendment of GCC Chapters 2.16 and 2.68 will promote the ef�ciency and effectiveness of the planning process and the planning commission and will promote public health, safety, and welfare by clarifying and reconciling the roles, duties and qualities of the planning commission and its member, and by reducing the size of the planning commission to seven members will provide additional opportunity for engagement and discussion by members,resulting in an improved public process , and; WHEREAS,the Board of County Commissioners of Grant County finds that the proposed amendments to Chapters 2.16 and 2.68 are categorically exempt fi•om the procedural requirements of the State Environmental Policy Act or 1971, and; NOW,THEREFORE,the Board of County Commissioners of Grant County do hereby ordain that Chapter 2.16 and 2.68 of the Grant County Code are hereby amended as set forth in Exhibit A; and shall be effective immediately upon adoption. � A(✓\ PASSEI)AND ADOPTED this � �� day of December 2015. The purpose and intent of this chapter is to provide the authority for and procedures to be followed in the physical development of the unincorporated areas of the county through correlating both public and private projects and coordination and execution with respect to all subject matter utilized |ndeveloping and servicing |and, all to the end of assuring the highest standards of environment for living and the operation of oommerme, industry, agriculture and reoreaUon, and assuring maximum economies and conserving the highest degree of public health, safety, morals and welfare, as outlined in RCW 36.70 and entitled, "Planning Enabling Aot`"upon which this chapter isbased. (Res. 110937 (part)I961). 2.16.020 - Agencies established. There haestablished, inaccordance with RCVVChapter 38.7O: (1) Aplanning department ofthe county; (2) Ap|anning commission composed of seven rn�4-nRee members which shall assist the planning _ JZL department in carrying out its duties- pursuant to the Grant County Unified Development Code; (Res. II0937(nnrt)"I961). (Ord. No. 12-057-CC, § 1, 9-17-2012) Pagel Chapter 2.68 - PLANNING COMMISSION RULES OF PROCEDURE Sections: 2.68.010 - Official name. The official name shall be "The Grant County planning commission." (Res. 89-38-CC § 1, 1989). 2.68.020 - Official seat —Meetings. The official seat of the planning commission shall be the County Courthouse in Ephrata, Washington, and meetings shall be held there on the first Wednesday of every month except on such occasion, and at 11 such times as the planning commission may by a majority vote otherwise direct. Additional meetings of the planning commission may be scheduled by the Planning Department provided adequate notice pursuant to GCC 25.04 of any additional meetings is provided. -. (Res. 89-38-CC § 2, 1989). 2.68.030 - Officers. The officers of the planning commission shall consist of a chairman, vice chairman and secretary and such other officers as the planning commission may by majority vote, approve and appoint. (Res. 89-38-CC § 3, 1989). 2.68.040 - Chairman —Powers —Retention of individual vote. The chairman shall preside over the meetings of the planning commission and exercise all the powers usually incident of the office; retaining, however, to himself as a member of the planning commission, the full right to have his own vote recorded in all deliberations of the planning commission. (Res. 89-38-CC § 4, 1989). 2.68.050 - Vice chairman —Absence of both chairman and vice chairman. The vice chairman shall, in the absence of the chairman from any meeting, perform all the duties incumbent upon the chairman. If the chairman and vice chairman are both absent, the members present may elect for the meeting a temporary chairman who shall have full powers of the chairman during the absence of the chairman and vice chairman. (Res. 89-38-CC § 5, 1989). 2.68.060 - Secretary —Duties —Secretary pro-tem. The , secretary may be a member of the planning commission or otherwise, as the planning commission may determine. The secretary shall keep the seal of the planning commission, if one is adopted, and shall cause it to be affixed to the instruments under the direction of the planning Page 1 commission. The secretary shall keep a record of all meetings and its committees when requested to do so and these records shall remain the property of the planning commission and may be retained at such office as the planning commission may direct. In the absence of the secretary from any meeting, a secretary pro-tem shall be appointed. (Res. 89-38-CC § 65 1989). 2.68.070 - Officers service period. The officers shall serve for a period of one year, serving until a successor has been elected. (Res. 89-38-CC § 7, 1989). 2.68.080 - Membership —Absenteeism —Request for resignation. In the event of a member being absent for three consecutive regular meetings, or being absent from twenty-five percent of the meetings, without being excused by the commission, the chairman shall, at the discretion of the planning commission, request that the chairman of the board of county commissioners ask for his resignation. (Res. 89-38-CC § 8, 1989). 2.68.090 - Membership —Majority vote. The recommendation to the board of any official control or amendments thereto by the planning commission shall be from a quorum of the planning commission and by the affirmative vote of not less than a majority of the tetal members present of th8 G%_11 049 rM (Res. 89-38-CC § 9,1989). 2.68.100 - Membership —Appointment --Compensation. The membership of the planning commission shall consist of RiRe seven members, three t1hrGe GGMMiSSi(9ReF diStFiGts and while acting as members of the planning commission shall serve without compensation. (Res. 89-38-CC § 10, 1989). 2.68.110 - Public and executive sessions —Decision making regulations. The sessions of the planning commission shall be open to the public, except during executive sessions. All decisions of the planning commission shall be made during public sessions. No member of the planning commission shall make any statement to the public tending to indicate his opinion or that of any other member of the planning commission on any subject that has not been formally decided upon.
