GRANT COUNTY BOARD QF COMMISSIONERS
MONDAY, NOVEMBER 30,2015
The Grant County Commissioners session began at 8:30 a.m. with Commissioners Carter and Swartz in
attendance. Commissioner Stevens was out at an International Association of Fairs and Expositions
Convention and excused.

9:00 a.m,—9:20 a.m. ASC Update and Misc. BOCC Action
� A motion was made by Commissioner Swartz, seconded by Commissioner Carter, to approve items 1, 15,
and 16 on the agenda as presented. Items 2 through 14 did not arrive for signature. The motion passed
with 2 Commissioners in attendance.
1. Possible vouchers for Interfund Communications, insurance, legal services,grant administration,
etc. (Approved)
2. Anticipating: Resolution Authorizing Execution of Intergovernmental Agreement between
Grant Count and the Town of Wilson Creek re ardin State Buildin Code

enforcement (see ASC Action Item #3, below). (Not ready for signature)
3. Anticipating: Interlocal Agreement Regarding State Building Code Administration and
; Enforcement between Grant County, by and through the Grant County Building
Department/Fire Marshal Office, and the Town of Wilson Creek for furnishing the administration
and enforcement services required to carry out the purposes of the State Building Code Act.
Term is from date of last signature to July 31, 2019. (IVot ready for signature)
4. Anticipating: APS Healthcare Fifth Amendment to Employee Assistance Program Agreement
between APS Healthcare Bethesda, Inc, and Grant County. This modifies the rate (Exhibit B,
Scope of Coverage, Rates and Payments). (Not ready for signature)
5. Anticipating: Grant County Equal Opportunity Employment Plan, 2015-2017.
6. Anticipating: Professional Services Agreement for Legal Representation of Indigent Individuals
in Grant County Superior Court (Adult Felony Only), Full Time Contractor, between Grant County
and Robert Kentner. Term is January 1, 2016 to December 31, 2017. (Not ready for signature)

2:30 p.m.—2:50 p,m. Certification of Tax Levies to the County Assessor
Pursuant to the provisions of RCW 84.52.070 the Board of County Commissioners hereby
acknowledges receipt of the 2016 budgets and estimates as submitted by various taxing districts
within Grant County certifying the amounts to be raised by taxation on the assessed valuation of
the property within each taxing district for the purpose of levying taxes.
We further acl<nowledge that the County Assessor has been provided with a copy of the budget
, and estimate's as certified and filed by the respective taxing districts as listed on the
attachment.
MISCELLANEOUS ITEMS
The Commissioners approved and signed the Grant County Payroll Authorization form for the November
25, 2015 payroll.
Authorization of Canvassing Board Representatives-Auditor's Staff,to act under authority given in RCW
29A.60 for Laurie Buchanan, Dedra Osborn and Trisha Gibb to act as representatives for the County
, General Election Recount held on December 2, 2015 at 9:00 a.m.

The session was continued at 9:30 a,m. with Commissioners Carter and Swartz in attendance.
Commissioner Stevens was out at an International Association of Fairs and Expositions Convention and

9:30 a.m.—9:50 a.m. Open Record Public Hearing, Veterans Assistance Fund Budget
Extension
, The Commissioners held an Open Record Public Hearing to consider a budget extension request
for the Veteran's Assistance fund, in the amount of$30,000.00 to fund housing assistance,
supplies, and utilities for Veterans in Grant County. Funding will come from Veteran's
Assistance reserve funds. Jacob Taylor, Chief Accountant, discussed the proposed budget
�I extension.
! Darryl Pheasant,Treasurer, discussed the current fund balance and it's currently around
$300,000.00. He stated it should be decided to either spend more or reduce the amount of
taxes that fund this account.

A motion was made by Commissioner Swartz, seconded by Commissioner Carter to close the
public comment portion of the hearing. The motion passed with 2 Commissioners in

to approve the budget extension as presented. The motion passed with 2 Commissioners in

, 1. InterLocal Agreement between Grant County and Town of Wilson Creek to award Wilson Creek
a sub-grant of their Coordinated Prevention Grant from the Washington State Department of
' Ecology towards their continuing effort to operate and maintain a yard waste collection
program for town residents in order to divert yard waste from the Ephrata Landfill. (Approved)
Items discussed were: Wilson Creek Truck Bi-pass Route funded through Transportation
Improvement Board (TIB),
2:00 p.m,—2:20 p.m. Open Record Public Hearing, Hyer Farms Franchise Application
The Commissioners held an Open Record Public Hearing to consider a franchise application from
Hyer Farms to construct, operate and maintain a water pipeline along Road S-NE from half mile
south of Road 7-NE running north just across Road 8 and Road 9-NE,within portions of S 18, 19,
, 20, 30, and32ofT20N, R30E, WM
Jeff Tincher, Public Works Director, described the project and stated he recommends approval.

6. Held from the November23,2015 ConsentAgenda: Request to purchase two photocopiers that
were budgeted in their 2015 Capital Outlay budget,from Business Interiors in the amount of
$19,740.00. Their current budget for these item are $12,000.00 so they request to move
$6,000,00 of their unused Capital Outlay funds to the purchase of the copiers and the balance
they will be able to cover within their current operating budget. (Item held again for further
review)
