The Grant County Commissioners session began at 8:3o a.m, with Commissioners Swartz and Carter in
attendance. Commissioner Stevens was out and excused.

A motion was made by Commissioner Carter, seconded by Commissioner Swartz, to approve items 2
through 8 on the ASC Agenda as presented below. The motion passed with 2 Commissioners in
attendance.
i. Possible vouchers for Interfund Communications, insurance, and/or
grant administration. (None)
2. Exhibit B, Rev. o on DSHS Grant Contract No. i163-29349� County
Program Agreement between the State of Washington, Department
of Social & Health Services, Division of Developmental Disabilities,
and Grant County, by and through Grant County Integrated Services,
Developmental Disabilities. (Approved)
3. Grant County Request #i6 on Homeless Grant Assistance Program
(HGAP) Contrac� #o8-46io8-So1 with the Department of Commerce

Washington State Department of Commerce, administered through
the Opportunities Industrialization Center (OIC) of Washington.

6. Grantee Closeout Performance Report for Community Development
Blocic Grant Contract No. io-64ioo-oo2 between Grant County and
the Washington State Department of Commerce, administered
through the Opportunities Industrialization Center (OIC) of

7. Special Counsel Contract between Grant County and Wrenn Law
Group, PLLC (Leslie Nellermoe) for focused legal advice and legal
representation relating to continued efforts between the Department
of Ecology and the County concerning improvements to the Landfill,
and issues related to the Superfund Site. Term is January 1, 2o1i to
December 31, 2oii. (Approved)
8. Subrecipient Agreement for CDBG Public Services between Grant
County and the OIC (Opportunities Industrialization Center) of
Washington for public services under CDBG Contract #11-64ioo-o2.

The Commissioners approved and signed the Grant County Payroll Authorization form for the July 8,
2oii payroll.
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of $596,46�.�8 and $i,262,399•93� as
recorded on a listing and made available to the Board.

Budget Extension
The Commissioners held an Open Record Public Hearing regarding budget extension requests
from the following Offices:
1. Sheriffs Office Fund #ooi, Department #ii4 in the amount of $20,049.0o to
purchase Sector Units for their Motor Traffic Unit motorcycles. Reimbursement
funds will be provided by Public Worlcs.
2. Sheriff's Office Fund #oo�, Department #114 in the amounts of $52,65i.00 for
reimbursable grant from the Washington State Recreation and Conservation Office
for Non-Highway and Off-Road Vehicle Activities (NOVA) for Education and
Enforcement (E&E).
3. Sheriff's Office Fund #001, Department #ii4 in the amount of $24,400.0o for
reimbursable grant from the Washington State Recreation and Conservation Office
for Non-Highway and Off-Road Vehicle Activities (NOVA) for Maintenance and
Operations (M&O).
4. Assessor's Office Fund #ooi, Department #10� in the amount of $209�299•56, the
remaining balance of the reimbursable amount under the Assessor' s Annual
Revaluation Bill SSB 5368 from the Department of Revenue.
Laure Grammer discussed her reimbursable grant. She did not receive the invoice from
Technology Services unti12oi1 for the 2oio project. This is why she needs this budget extension.
Commissioner Carter moved to close the public comment portion of the hearing.
Commissioner Swartz seconded and the motion passed with 2 Commissioners in attendance.

i. Execution of Contracts for the Landfill Shop Complex awarded to
Halme Builders, Inc. of Davenport, WA in the amount of

2. Resolution No. ii-o57-CC Notice to set hearing for the Six Year
Transportation Improvement Program for the years 2oi2-2o1�. The
hearing date is July 26, 2011 at 2:0o p.m.
Open Record Public Hearing, Ordinance amending CH. 8.28.i90 of the
GCC titled Solid Waste Disposal - Unsecured Load Fee
The Commissioners held an open record public hearing to consider a proposed Ordinance
amending CH. 8.28.190 of the Grant County Code titled "Solid Waste Disposal — Unsecured Load
Fee. This hearing was originally scheduled for June i4, 2oi1 at 2:0o p.m. but due to
a clerical error, the hearing was continued to July i2, 2o1i at 2coo p.m. The proposed
changes are as follows:
8.28.190 Solid Waste Dis�osal — Unsecured Load Fee
"Unsecured load" means a shipment of solid waste in or on a vehicle that is not covered
with a tarp, inside an enclosed vehicle or otherwise secured or tied down by safety chains
or other fastening devices in a manner that will prevent materials from spilling, escaping,
falling or being blown or deposited outside the vehicle while the vehicle is in motion. For
purposes of this definition, solid waste contained in trash bags that are not covered with a
tarp, inside an enclosed vehicle or otherwise secured o� tied down is an unsecured load.
(i) Pursuant to RCW �0.98.097, a fee shall be charged to all vehicles with unsecured
loads arriving at a dropbox or landfill maintained and operated within Grant County.
The operator of the vehicle containing the unsecured load, unless otherwise exempted as
set forth below and pursuant to RCW 46.6i.655, shall be required to pay a fee. The
proposed unsecured load fee is:
Passenger licensed vehicles i-g yards capacity $5.00
Trucks and other vehicles over g yard capacity $15.00
(2) A vehicle transporting sand, dirt or gravel in compliance with the provisions of
RCW 46.6i.655 shall not be required to secure or cover a load pursuant to this section.
(3) The fee collected under subsection (i) of this section shall be deposited, no less
than quarterly, in an identifiable account with the Solid Waste operating fund.
Commissioner Carter moved to close the public comment portion of the hearing. Commissioner Swartz
