The Grant County Commissioners session began at 8:3o a.m, with Commissioners Swartz and Carter in
attendance. Commissioner Stevens was out and excused.
io:oo a.m. —1o:io a.m. Open Record Public Hearing, Sheriff's Office and Grant County Museum
Budget Extensions
The Commissioners held an Open Record Public Hearing regarding budget extension requests frorn
the following Offices:
i. Sheriff's Office Fund # ooi, Department #i14 in the amount of $2,i15.00 for a travel
reirnbursernent from the Washington State Parks. Deputy Wade Hilliard traveled to assist in
the delivery of "Law Enforcement Boat Operator's" courses and attended an "Instructor Level
Close Quarters Boat Control Course".
2. Auditor's Office Fund # ooi, Department # ii9 in the amount of $8,000.0o for the Grant
County Museum advertising budget from the Grant County Tourism Commission.
Commissioner Carter moved to close the public comment portion of the hearing.
Commissioner Swartz seconded and the motion passed with 2 Commissioners in attendance.
Commissioner Carter moved to approve the budget extension as presented. Comrnissioner Swartz
seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned.

A motion was made by Commissioner Carter, seconded by Commissioner Swartz, to approve iterns 1
through 6 on the ASC Agenda as presented below. The motion passed unanimously.
1. Possible vouchers for Interfund Communications, insurance, and/or
grant administration. (Approved)
2. Interlocal Agreement (TeamSpeak g Service) between Grant County,
by and through Grant County Technology Services, and the Grant
County Sheriff's Office and the Warden Police Department. Term is
April 1, 2oii through March 3�, 2oi6. (Approved)
3. BOCC Resolution No. g1-o58-CC in Re Strategic Infrastructure
Committee Recommendation for Funding for SIP #2oi1-o4, Port of
Warden Industrial Parlc #g, for 2oii Street Improvements, in the
form of a grant of $io8,000.0o and a loan in the amount of
$32,000.00. (Approved)

4. County Program Agreement Amendment to Washington State
Department of Social & Health Services, Amendment No. 0963-
6622�-02, to DSHS Agreement No. og6g-6622�, The amendment
changes the period of performance and maximizes the contract
amount. Amendmen� is effective July i, 2o1i through program
agreement end date of o6/3o/i2. (Approved)
5. Grant County Request #16 on Homeless Prevention and Rapid Re-
Housing Program (HPRP) Contract #io-46iii-6o8 with the
Department oi Commerce in the amount of $i6,353•86•
(Approved)
6. Amendment A to Washington State Department of Commerce
Community Services and Housing Division, Office of Crime Victims
Advocacy, FFY 2010 STOP Violence against Women Formula Grant
Program, Grant No. F10-g11og-o15. The purpose of the amendment
is to extend the grant period and increase the budget and match.
There is no change to the scope of worlc. This was previously
processed and signed by the County, and submitted to DSHS on May
r5, 2oii and is being re-processed as DSHS is not finding their
record of it. The amendment was previously assigned Grant County's
internal tracking number Iz11-o93. (Approved)

i. ResolutionNo. ia-o54-CC in the matter of a budget amendment
to increase County Roads Budget Fund io1 by $i7o�354•0o to allow
for additional STP funding. (Approved)
2. Award Recommendation Letter to award the Landfill Shop Complex
project to Halme Builders, Inc. of Davenport, WA for in the amount
of $2,088,000.00. (Approved)
1:3o p.m. — i:4o p.m. Bid Opening, Dry Coulee Road Project CRP io-o2
The following bids were received:

A motion was made by Commissioner Carter, seconded by Commissioner Swartz, to turn over the
bids to Public Works for their review and recommendation. The motion passed with 2
Commissioners in attendance.

Pursuant to RCW 42.3o.1io (1)(i) Commissioner Swartz called an Executive Session meeting
regarding Grant County Tourism at 2:3 , p.m. to go unti12:4o p.m. Commissioner Swartz closed
the session at 2:4o p.m.

GRANT INTEGRATED SERVICES
4. Rimmer and Roeter Construction payment No. 6 for the Cityview
Boarding Home project, Invoice no. 1xo42 in the amount of
$261,153.04. (Approved)
HUIVIAN RESOURCES
5. Personnel Action Request Recornmendation regarding a request
from Grant Integrated Services to promote an employee at a higher
step and band for the Accounts Receivable Assistant position. The
employee will start at Step 6, Band 4. The Director recommends
approval. (Approved)
6. Personnel Action Request Recommendation regarding a request
from Grant Integrated Services to create a 2 tier classification for the
Chemical Dependency Professional Position (CDP) and the Chemical
Dependency Professional Trainees Position (CDPT), based upon
educational level and responsibilities. CDPT with AA or BA will be
banded at Band 9 and Masters Degree will be banded at Band 10.
CDP with Masters Degree will be banded at Band ig. The Director
recommends approval. (Approved)
V Cummings, Fairgrounds Update
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of $153�353•41 and $i,5oo,gg6.19, as
recorded on a listing and made available to the Board.

signature and approval to an award recommendation letter from the Public Worlcs Director
recommending the award of the Dry Coulee Road project to North Central Construction in the amount of
