The property is located in Section 19, Township 19 North, Range 28 East, W.M., Grant County, WA. (Parcel#14-1691-000, 14=1691-001;17-0756-001,14-1693=000, and 14-1693-001) Recitals: WHEREAS, in compliance with the Growth Management Act of 1990, Grant County adopted a Comprehensive Plan in Septem.ber of 1999 and a mandatory update in 2006, and WI3EREAS, Grant County adopted the Unified Development Code (UDC) in October of 2000, establishing official zoning districts in conformance with the Comprehensive Plan, and WHEREAS,the Unified Development Code Chapter 25.12 "Legislative Actions" § 030 establishes a process for making Amendments to the Comprehensive Plan, and i�VHEREAS,the Unified Development Code Chapter 23.04 "Zoning Districts" § 150 establishes a process for Minor Zoning Amendments (Minor Rezones) which are consistent with the goals and policies of the Comprehensive Plan, and ; � WHEREAS, on the 30t11 day of September, 2008, Resolution No. 08-084-CC was adopted by the Grant County Board of Commissioners, which, in part, established the , Comprehensive Plan designation for the subject properties as "Urban Residential—Low � Density"and I WHEREAS, an application (#11-5530) for a Minor Zone Change has been processed in accordance with the UDC Chapter 23.0�4 "Zoning Districts", Chapter 24.04 ! "SEPA", and Chapter 25.04 "Permit Application 1Zeview Procedures," and ,' WHEREAS, the Gran�County Planning Commission held an Open Record � Public Hearing regarding this proposed Minor Zone Change, during their regular meeting on Apri16, 2011, after which they voted unanimously to recommend approval of this Minor Zone Change, and 'i � I I Vauglm Hunsaker Minor Zone Change-BoCC Ordinance-page 1 � i WHEREAS, the Grant Cocinty Board of Cominissioners held a Closed Record Public Hearing regardin�this�aroposed zor�e chan�;e an May 3, 2011, and WHEREAS, after conside�ation of th�Planning Commission's recommendatian and staff comments, the Board of County Coxnmissioners voted to approve this Mino�Zone Change, and WHEREAS, the C�rant County Board of Comxnissia��ers have establishecl the following ten"Findings of Fact" suppor�in.g their approval of this Minar Zone Change: 1) The proposed rezone wall not be coiltrary ta the intent ar. purposes and regulations af the �`rrant County Code or the Comprehensi.ve Plan; 2) The property in qi�estion is suitable for uses allawed under the propased zoning district; 3) Uses allowed under the proposed zon�change a�°e compatible with neighbaring land usesa 4) The praposed rezone caa�be served by adec�uate facilities including access, fire protection, water, storm-water contral, and sewa�e disposal facilities; 5) Substalltial changes cio exist to warrarit an amendment to the curr�nt zoning distrzct? 6) A public need does exist for the propased rezone.
