1. Possible vouchers for Interfund Communications, insurance, legal services,grant administration,
etc. (Appraved}
2. Revision#1601Q2 to Exhibit B on Washington State Department nf Social & Health Services
(DSHS� Residential Cantract#1563-43364. The revision removes one client that services are no
longer being provided to by Grant Integrated Services' Developmental bisabilities department.

3. fnterlocal Cooperative Agreement between Chelan County, [7ouglas County and Grant County
re. North Central Washington Behaviaral Health. The Agreement creates North Central
Washin�ton Behaviaral Health (NCWBH) as a joint operation of the caunties to provide for
integrated mental health treatment and chemical dependency treatment services in accordance
with E2SSB 6312, RCW Chapter 71.24, RCW Chapter 71.36 and RCW 70.96A, effective and

4. Washington State Department af Transpartation (WSDOT) Non-Discriminatian Agreement
Annual Report far Grant Cnunty. The repart is required pursuant to the WSDOT's 7itle VI

WSDOI"'s Mighways and Local Programs Lacal Agency Guidelines Manual (Chapter 28), the

4. Request from the Moses Lake Rattlers Fastpitch Association for a lefiter of support to the
Washington State Liquor Control Board for a Special Occasion Liquor License for their Shop 'til
you Drop Smo!<e Out event on November 15, 2015 from 6:00 p.m,—9:00 p.m. (Approved)
3:30 p.m.—3:50 p.m. Closed Record Public Hearing,Joshua Lybbert Minor Zone Change
The Commissioners held a Closed Record Public Hearing to consider a request from Joshua
Lybbert/Stahl HB Trust (Hutterian Brethren) for a Minor Zone Change of a 59-acre parcel from
Agriculture to Rural Residential 1. The parcel currently has inconsistent zoning and land use
designations, approval of this zone change would make the two designations consistent. The
existing land use designation is Rural Residential 1.
The subject parcel is located on South Frontage Rd. E just west of Rd. A NE in the NE %of S 31, T
19 N, R 27 E, W.M., Grant County, WA, approximately six miles west of Moses Lake. (Parcel#16-
1591-001).
Tyler Lawrence,Associate Planner, discussed the project.
Commissioner Swartz moved to approve the Zone Change as presented, recognizing the 10
Findings of Fact. Commissioner Stevens secanded and the motion passed with 2 Commissioners
in attendance. (Approved, Ordinance No. 15-062-CC)

MISCELLANEOUS ITEMS
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of$644,727.41, as recorded on a listing
and made available to the Board.
The Commissioners approved a Recommendation Memorandum from the Human Resources Director to
initiate the County sick leave donation policy far a Central Services employee, Recipient 15-05,who
suffers from an illness which could have been life-threatening if treatment was not sought. The Director
recommends approval.
