GRANT COUNTY BOARD OF COMMISSIONERS
MONDAY.OCTOBER 19,2015
The Grant County Commissioners session began at 8:30 a.m, with all Commissioners in attendance.
8:30 a,m.—9:00 a.m. Elected Official Roundtable Meeting
9:00 a.m.—9:20 a.m, J Strickler,ASC Update and Misc BOCC Action
A motion was made by Commissioner Swartz, seconded by Commissioner Carter,to approve items 1
through 5 on the ASC Agenda as presented. The motion passed unanimously.
1. Possible vouchers for Interfund Communications, insurance, legal services, grant administration,
etc. (Approved)
2. Contract Amendment#14MH1701(1)to Contract No. 14MH1701 dated December 16, 2014;this
agreement is between Spol<ane County, by and between Spokane County Community Services,
Housing, and Community Development Department, and Grant County, by and through Grant
Integrated Services. The amendment modifies Sections 1, 6, 19, Exhibit B, and Exhibit B-2 with
an effective date of September 30, 2015 through March 31, 2016. The grant's total funding
amount is$325,239.00. (Approved)
3. Use and Indemnification Agreement between Grant County, by and through North By
Northwest,A Digital Studio, Inc., also known as North by Northwest Productions, a Washington
State corporation, regarding the use of a portion of the Moses Lake Sand Dunes for a
commercial shoot on October 21 and/or October 22,2015. (Approved)
4. Equal Employment Opportunity Commission State and Local Government Information (EEO-4)
form for Board of County Commissioners'Administrative Services Coordinator administration
records and transmittal to the state: Department of Commerce Community Development f3lock
Grants (CDBG): (1) Public Services Grant; and (2)the Royal Water District Rehabilitation Project
General Purpose Grant. (Approved)
5. Selection Committee recommendation to the Board of County Commissioners for Engineering
Procurement on Grant County Community Development Block Grant(CDBG) General Purpose
Grant for the Royal Water District Rehabilitation Project. The Commifitee's recommendation will
be to enter into a contract with a qualifying engineering firm for services specified in the
County's Request for Qualifications/Request for Proposals by the above project name dated
September 7, 2015. (The Commissioners approved the recor°►imendation of the Selection
Committee to award the contract awarded to Century West Engineering)

The Commissioners approved and signed the Grant County Public Works Payroll Salary Fund for the
October 16, 2015 payroll.

The session was continued to 9:00 a.m. with all Commissioners in attendance.
9:00 a.m.—9:20 a.m. Open Record Public Hearing, Ordinance creating CH. 3.80 to the Grant
County Code titled "Interagency Narcotics Enforcement Team (INET)
Drug Fund
The Commissioners held an Open Record Public Hearing to consider an ordinance creating and
adding Ch. 3,80 to the Grant County Code authorizing and establishing a dedicated fund for the
operation and administration of the Interagency Narcotics Enforcement Team (INET) Drug Fund.
Jim Mitchell, Prosecuting Attorney's Office, stated this ordinance would establish a separate and
distinct fund for INET and funded by either State or Federal Grants or locally by contributions by
low level drug offenders with the Prosecutors Office and their Defense Attorney. Anywhere
' from $100.00 to$10,000 depending on their ability to pay. INET is typically underfunded and
this money would help in the war against drugs in Grant County. This will allow possibly amend
charges for the low level offenders and keep them, hopefully, off the streets. This is not for the
major career criminals. The Sheriff or designee could designate what the funds can be used for,
but it has to be for drug enforcement,
Commissioner Swartz moved to close the public comment portion of the hearing. Commissioner
Carter seconded and the motion passed unanimously.

Commissioner Carter moved to approve the Ordinance and create Ch. 3.80 to the Grant County
Code as presented. Commissioner Swartz seconded and the motion passed unanimously.The
hearing adjourned, (Approved, Ordinance No. 15-061-CC)
