3. Professional Services Agreement for Legal Representation of

4. Professional Services Agreement for Legal Representation of
Indigent Individuals in Grant County District Court for Appeals,
between Grant County and Jeff Goldstein. Contract term is

5. Professional Services Agreement for Legal Representation of
Indigent Individuals in the Juvenile Division of Grant County
Superior Court (Juvenile Offenders Only), Full Time Contractors
between Grant County and Lyliane S. Couture. Contract term is
January i, 2oio through December gi, 2oio, unless mutually
extended by the parties by written agreement.
6. Filing Fee Surcharge Distribution Agreement between Grant
County and Columbia Basin Dispute Resolution Center, Inc.,
d/b/a/ Columbia Basin Dispute Resolution Center. Period of
performance is January i, 2oio to December gi, 2oio.

The Grant County Commissioners session was called to order at 9:0o a.m. with all the Commissioners in
attendance with the Clerlc of the Board.

A motion was made by Commissioner Swartz, seconded by Commissioner Stevens, to approve items i
through 6 on the ASC Agenda. The motion passed unanimously.
COMMISSIONERS WORK SESSION
A motion was made by Commissioner Stevens, seconded by Commissioner Swartz, to approve item i on
the Work Session agenda. The motion passed unanimously.

MISCELLANEOUS ITEMS
The Chair of the Board was authorized to sign the Residential Support Services Agreement between the
North Central Washington Regional Support Network (NCWRSN) and Grant County. The agreement no.
is ioo5 GRAN'I' and effective October i, 2009 through September 30, 2oii.
As there was no further business to come before the Board the session was continued until December 22,
2009.

CONSENT AGENDA
Commissioner Swartz moved to approve the Consent Agenda, Commissioner Stevens seconded and the
motion passed unanimously, as presented below:
COMMIS�IONERS' OFFICE:
Commissioners Office Vouchers
Letter authorizing permission for Grant County Mosquito Control District #� to operate in the
airspace over Grant County during the 2010 year, within the boundaries of the Grant County
Mosquito Control District # i, for the purpose of mosquito abatement.
HUMAN RESOURCES
Personnel Action Request Recommendation regarding the Clerk's Office request for an exception
to the hiring freeze to hire a Seasonal/Temporary Clerk position. The HR Director recommends
approval.
Personnel Action Request Recommendation regarding the Facilities and Maintenance request for
an exception to the hiring freeze to hire a Maintenance IV position at the Fairgrounds. The HR
Director recommends approval.

TREASURER'�5 OFFICE
Tax title application from Cesar Castro, CRC Enterprises Inc., to purchase 5 parcels that are
within one year of the foreclosure auction for parcels over the value of $500.00. Pursuant to
RCW 36.35.150, the County Legislative Authority may sell by private negotiation or by public
auction. The Treasurer recommends private sale.
D POHLE, PUBLIC WORKS UPDATE
Resolution No. o9-ii4-CC governing emergency load limitations on county roads, the issuance of
special motor vehicle permits to use on weight restricted county roads, and fixing penalties for violations
thereof.
OPEN RECORD PUBLIC HEARING ADOPTION OF THE GRAN'T COUNTY 2oxo BUDGET
The Commissioners began the 2010 budget process on November 2g, 2009. Meetings were held weekly
with Elected Officials and Department Heads to go over budget needs and reductions. After numerous
meetings, the final hearing was held to adopt the Grant County 2010 budget. The total County budget
amount is $115,063,56g.00. Commissioner Stevens moved to close the public comment portion of this
hearing. Commissioner Swartz seconded and the motion passed unanimously. Commissioner Stevens
moved to approve the 2oio Budget as presented. Commissioner Swartz seconded and the motion passed
unanimously. The hearing adjourned. (Resolution No. o9-i15-CC)
MISCELLANEOUS ITEMS
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.z4.o8o, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of $292,��i.�1 and $575,6�i.84, as
recorded on a listing and made available to the Board.
As there was no further business to come before the Board the session was continued until December 28,
2009.
