4. Professional Services Agreement for Legal Representation of
Indigent Individuals in Grant County Superior Court (Adult
Felony Only), Full Time Contractors, between Grant County and
Julian St. Marie. Period of Performance is from January 1, 20�0
through December gi, 2oii.
5. Request to purchase a refrigerator for the Juvenile Detention
Center from Mission Restaurant Supply in the amount of
$2,026.49.
6. Recommendation to award the carpet replacement bid to Cost
Less Carpet of Moses Lalce in the amount of $6,672.00. This was
the only bid received.

BUDGET MEETING
The Cammissioners held an Open Record Public Hearing to inifiiate bt�dget meetings with all County
departments joffices to set the 2oia Grant County budget.
The Coinmissioners approved and signed Resolution No. ag-�o�-CC setting land classificatian and
assessments for funding the 20�o budget of the Grant County Noxious Weed Board. Thay are as follows:
s Irrigafied Crapland -.2o cents per acre
. Drylazld - .06 cents per acre
. RangeJScabland - .03 cents per acre
. Minimum Parcels - $8.ao per acre

through 7 on the Work Session and ASC Agenda. The rnation passed with 2 Co�nmissioners in
attendance.

The Cornmissioners held an Open Record Public Hearing to consider a rate increase for t11e Turnkey
Lighting District fram $2o.oa to $24.0o per parcel. The County Treasurer spolce af his recammendation.
Commissioner Swaz�tz moved to close the public cominent partion of the hearing, Commissioner Carter
seconded and the mation passed with 2 Commissic�ziers in attendance. Commissioner Swartz moved to
apprave the iracrease as presented. Commissianer Cal-ter seconded and the xnation passed with 2
Cammissianers in attendance. The hearing adjourned. (Resolution No. og-�o�-CC)
MISCELI.,ANEOUS ITEMS
The Commissioners appraved a request for transfer fram Juvenile Court Fund #oo�, lle�artlnent #lx7 in
the amount of $2,o26.4g from Advertising to Capital Outlay.

Commissioner Swartz moved to approve the Consent Agenda, Commissioner Carter seconded and the
motion passed with 2 Commissioners in attendance, as presented below:

Commissioners Office Vouchers
Recommendation from the Grant County Tourism Commission to appoint Scott Tymczyszyn to
the Grant County Lodging Tax Advisory Committee.
HUMAN RESO URCES
Personnel Action Request for the salary, wage, and/or position changes for Bill West,
Fairgrounds.
GREINl'INTEGRATED SERVICES
Request from the Director to remove 5 vehicles currently in the County Motor Pool for PARC
employees and turn them over to Grant Integrated Services to incorporate them into their motor
pool.

The Commissioners approved CPG Subgrant request from the Town of Mattawa in the amount of
$�80.0o to cover the costs of putting up security lights, fencing, and gravel needed for the new location of
their recycling bins at their Public Worlcs Shop.
OPE1�T RECORD PUBLIC HEARING TOURISM SUDGET EXTENSION
The Commissioners held an Open Record Public Hearing for a budget extension request from the Grant
County Tourism Commission in the amount of $5,000.0o to cover expenses from the Centennial
Celebration. Commissioner Swartz moved to close the public comment portion of the hearing,
Commissioner Carter seconded and the motion passed with 2 Commissioners in attendance.
Commissioner Swartz moved to approve the increase as presented. Commissioner Carter seconded and
the motion passed with 2 Commissioners in attendance. The hearing adjourned.

MISCELLANEOUS ITEMS
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of $328,i63.69, as recorded on a listing
and made available to the Board.
The Commissioners signed the Public Works Claims Fund Voucher Approval No, io-i through No. io-95
in the total amount of $3i8,�i4.8 ,, as recorded on a listing and made available to the Board.
The Chair of the Board was authorized to sign the Banlc Lake Developers (North Shore Acres #2, Phase
#g) File #02-3426-04 Final Plat Submission and Review.
The Commissioners approved and signed the Public Worlcs payroll journal for November 2009.
As there was no further business to come before the Board the session was continued until November 25,
2009.
