J STRICKI.ER, ASC UPDATE AND MISC BOCC ACTION A motion was made by Commissioner Stevens, seconded by Commissioner Swartz, to approve items i through 6 on the ASC Agenda. The motion passed unanimously. COMMISSIONERS WORK SESSION A motion was made by Commissioner Swartz, seconded by Commissioner Stevens, to approve items i and 2 on the Worlc Session agenda. The motion passed unanimously. OPEN RECORD PUBLIC HEARING, SHERIFF'S OFFICE AND TECHNOLOGY SERVICES BUDGET EXTENSION The Commissioners held an Open Record Public Hearing regarding the following budget extension requests: i. 2. Sheriff's Office Fund #ooi, Department #i15, in the amount of $24,�g6.00 to cover the costs of wages, benefits, equipment and travel for two corrections officers through the end of 2009 using grant funds from the Department of Justice. Technology Services Fund #501, Department #i79 in the amount of $102,623.0o to cover the cost of a new TS technician for the SherifPs Office using "Data Driven Crime Prevention" grant funds from the U.S. Department of Justice. Commissioner Swartz moved to close the public comment portion of this hearing. Commissioner Stevens seconded and the motion passed unanimously. Commissioner Stevens moved to approve the budget extensions as presented. Commissioner Swartz seconded and the motion passed unanimously. The hearing adjourned. COMMISSIONERS' NOVEMBER g, 2009 MINUTES Page 4 of 5 OPEN RECORD PUBLIC HEARING ORDINANCE AMENDING CH. 8.28 OF THE GRANT COUNTY CODE TITLED "UNIFORM LITTER CONTROL" The Commissioners held an Open Record Public Hearing to amend Grant County Code Ch. 8.28 titled "Uniform Litter Control". Changes are: �. 3• Presumption — In any action brought to enforce the provisions of this section, the name or designation of identity of the person appearing on one or more separate pieces of litter shall be prima facie evidence and raise a rebuttable presumption that the person has thrown, dropped, deposited, or otherwise discarded litter in violation of this section. Reward — Pursuant to RCW io.85 et seq., a reward, not to exceed the amount of $250.00 Restitution — Any person convicted of violating provisions set forth herein shall be ordered by the court to pay $250.00. Commissioner Stevens moved to close the public comment portion of the hearing. Commissioner Swartz seconded and the motion passed unanimously. Commissioner Stevens moved to approve the ordinance as amended. Commissioner Swartz seconded and the motion passed unanimously. The hearing adjourned. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and tk�ose Pxpense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amounts of $470,8�2.2g and 56�,�08.28, as recorded on a listing and made available to the Board.
