The Grant County Commissioners session was called to order at 8:3o a.m. with all the Commissioners in
attendance with the Clerle of the Board.
J STRICKLER, ASC UPDATE AND MISC. BOCC ACTIOIV
A motion was made by Commissioner Stevens, seconded by Commissioner Carter, to approve item 1 on
the ASC Agenda. Item 2 was not available for signature. The motion passed unanimously.
COMMISSIONERS WORK SESSION
A motion was made by Commissioner Stevens, seconded by Commissioner Carter, to approve item 1 on
the Work Session Agenda. The motion passed unanimously.
MISCELLANEOUS ITEMS
A motion was made by Commissioner Stevens, seconded by Commissioner Carter, to approve the June
29, 2009 through September 28, 2009 Minutes. The motion passed with 2 Commissioners in attendance.

BID OPENING, POTATO HILL RD OVERLAY
The following bids were received:
1. Central Washington Asphalt $284�951•51
2. Granite Northwest $289,2H9.00
Commissioner Stevens moved to turn over the bids to Public Works for their review and recommendation.
Commissioner Carter seconded and the motion passed with 2 Commissioners in attendance.
D POHLE, PUSLIC WORKS UPI)ATE
The Commissioners approved and signed the request of the Town of Wilson Creek to purchase two self
dumping hopper bins in the amount of $g,o9i.75. Public Worles will award the Town with funds from a
Department of Ecology grant.
The Commissioner approved the recommendation of the Director to award the Potato Hill Rd Overlay bid
to Central Washington Asphalt, Inc. in the amount of $284>951•50•

Commissioner Stevens moved to approve the Consent Agenda, Commissioner Carter seconded and the
motion passed with 2 Commissioners in attendance, as presented below:

WA 98837, from the Washington State Liquor Control Board.
GIZANT MENTAL HEALTHC�IRE
Personnel action Request Recommendation for Grant Integrated Services / Directions In
Community Living to re-classify, re-name, and re-band three current employees to positions in
which the majority of their responsibilities will remain the same although, due to agency
succession and reorganization, will have added responsibilities. The employees affected are Missy
Lopez, Lorrie Martin, and Karla Storwicle from Supervisors to Managers.
TECHNOLOGYSERVICES
Request for an Exception to the Hiring Freeze to back fill their Help Deslc/Administrative
position.
MISCELLANEOUS ITEMS
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of $494,419.14 and $2�,i69.4o, as
recorded on a listing and made available to the Board.
The Chair of the Board was authorized to sign a Grant Award Sheet between Grant County, the Sheriff's
Office, and the Department of Justice FY 2009 Recovery Act Rural Law Enforcement Grant Program for a
Rural Justice Information Sharing grant in the amount of $244�351.00 (Award No. 2oo9-SD-B9-o2o�).
As there was no further business to come before the Board the session was continued until October z6,
2009.
