The Grant County Commissioners session was called to order at 8:3o a.m. with all Commissioners in
attendance with the Clerk of the Board.
OPEN RECORD PUBLIC HEARING PUBLIC RECORDS AND SHERIFF'S OFFICE BUDGET
EXTENSIONS
The Commissioners held an Open Record Public Hearing regarding 2 budget extension requests:
1. Public Records Fund #001, Department #ioi in the amounts of $29,904.0o and $i2,12g.00. Two
grants were received from the Washington Secretary of State to scan and archive the records of
the Board of County Commissioners and Public Worlcs.

2. Sherift's Office Fund #ooi, Department #114 in the amount of $95,096.0o for a reimbursement
grant from the Washington State Department of Commerce.
The extension totals $137,12g.00. Commissioner Swartz moved to close the public comment portion oi
this hearing. Commissioner Stevens seconded and the motion passed unanimously. Commissioner
Stevens moved to approve the budget extensions as presented. Comrnissioner Swartz seconded and the
motion passed unanimously. The hearing adjourned. (Resolution No. 09-o78-CC)
J STRICKI..ER, ASC UPDATE AND MISC. BOCC ACTION
A motion was made by Commissioner Swartz, seconded by Commissioner Stevens, to approve an invoice
on an invoice from the Washington Rural County Insurance Pool (WRCIP) No. P2go4588 on Policy
#WRCIPo9io33996 in the amount of $�08,240.0o for policy effective from 9/i/2oo9 through
09/01/2010.

The Commissioners approved item 1 as listed above and set the bid opening for September 29, 2009 at
2:0o p.m.
CLOSED RECORD PUBLIC HEARING, DALE AMES MINOR REZONE
The Commissioners held a Closed Record Public Hearing regarding a Minor Rezone application from Dale
Ames to change the zoning of a 3.g8-acre parcel from Urban Residential3 (UR3) to Urban Residential2
(UR2) in order to malce the zoning consistent with the land use designation. The area is located in
Cascade Valley at �559 Blue Goose Rd, Moses Lake, and is in a portion of S i�, T 19 N, R 28 E, W M
(Parcel #i�-o�25-008). Commissioner Swartz moved to uphold the Planning Commission
recommendation and approve the application as presented, recognizing io Findings of Fact.
Commissioner Swartz seconded and the motion passed with 2 Commissioners in attendance. The hearing

COMMISSIONERS WORK SESSION AND CONSENT AGENDA
A motion was made by Commissioner Stevens, seconded by Commissioner Swartz, to approve item i as
listed above. The motion passed unanimously.

COMMISSIONERS' OFFICE:
Commissioners Office Vouchers
Request from Banks Lake Developers, Inc., Grand Coulee, WA to name a newly constructed
county road in their area. The Commissioners approved the recommendation from the
Emergency Management Director to deny this request. The grid system that the
County currently uses is the safest, fastest, and most reliable way for emergency
responders to get to their destination.
New License Application for Neppel Cellars, i75i Rd E-NE, Moses Lake, WA 988g�, from the
Washington State Liquor Control Board.

GRANT MENTAL HEALTHCARE
Request to Re-Designate Bill Fode as a County Designated Mental Health Professional.
(Resolution No. 09-o79-CC)
Community Mental Health Services Application for License between Grant County, Grant Mental
Healthcare, and the Washington State Department of Social and Health Services. They are
applying for the following services: Emergency Crisis Intervention, Case Management,
Psychiatric Treatment, Counseling and Psychotherapy, and Consumer Employment.
TECHNOLOGYSERVICES
Out of State Travel request to send Jeff Bush and Carlos Garay to He1pSTAR training in Las Vegas
September 22 through 26.
HUMAN RESOURCES
Second sick leave donation request for an employee of the Prosecuting Attorney's Office
(Recipient #09-05).
Request to reorganize PARC with the following staffing changes:
i. Eliminate i FI'E PARC Administrator/County Coordinator
2. Eliminate the i FI'E Treatment/Coordinator/Assistant Position
3. Eliminate the contracted Treatment Supervisor Position
4. Eliminate the Extra Help/Support Staff Hourly position
5. Eliminate the .5 FTE CDP II position/Rename CDP I, CDP II, and Co-Occurring
Facilitator Job Titles/Re-band the CDP position from a io to an ii
6. Transfer/Re-assign the existing Program Manager to CDP/Post and Hire for a Program
Manager
Personnel Action Request for the salary, wage, and/or position changes for Carmen Emilia Scott
and Jennifer Lane, PARC
MISCELLANEOUS ITEMS
The Chair of the Board was authorized to sign the Bryan DeHoog (DeHoog Short Plat (FU 40, Bld �i)) File
#09-52�1-01; and the John Rylaarsdam (Rylaarsdam Short Plat) File #09-5236, Final Plat Submission
and Reviews.
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of $6io, ooi.83, as recorded on a listing
and made available to the Board.
As there were no further items to come before the Board the session was continued until September i4,
2009.
