The Chair of the Board was authorized to sign a DVLA SFY 2010 Non-supplantation Certification for
Governmental Victim Services, Contract Face Sheet between New Hope Domestic Violence and Sexual
Assault Services and the Washington State Department of Community, Trade and Economic
Development/Domestic Violence Legal Advocacy Grant Program; and a Standard Assurances for Grant
No. Sio-3i1o8-o08 to provide funding that supports domestic violence legal advocacy program activities.
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 4z.24.o80, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of $333�548�88 and $35•94, as recorded
on a listing and made available to the Board.
The Commissioners signed the Grant County Payroll Picic-Up Sheet for June io, 2009.
As there was no further business to come before the Board the session was continued until June 2g, 2009.

CLOSED RECORD PUBLIC HEARING. ROD PIEItCE PRELIMINARY PLAT
The Commissioners held a Closed Record Public Hearing in regards to a Preliminary Plat application from
Rod and Connie Pierce to plat 8.3-acres into , lots for residential homes in an area zoned Shoreline
Development 3. The proposal is located in a portion of the North half of the Southwest quarter of S 2i, T
24 N, R 2� E, W M(Parcel #i6-2i54-oo0). Comrnissioner Stevens moved to uphold the Planning
Commission recommendation and approve the application as presented, recognizing the 7 Conditions of
Approval and 8 Findings of Fact. Commissioner Swartz seconded and the motion passed unanimously.

COURTHOUSE ROOF BID OPENING

OPEN RECORD PUBLIC HEARING. COUNTY-WIDE REZONE FOR L�MIRDS
The Commissioners held an Open Record Public Hearing to consider an ordinance relating to the
adoption of official zoning designations for the following Limited Areas of More Intensive Rural
Development (LAMIRDs): Schawana, Beverly, Wheeler, Royal Camp, Parlcer Springs, Trinidad,
Wanapum Village, Marine View Heights, White Trail, Desert Aire, Mae Valley, Blue Lake Shore, Crescent
Bar, The Gorge, North Soap Lake, Marine View Area, Winchester, Ruff, McDonald Siding, Ballards Cafe,
Stratford North and South, McDonald Frontage Area, Ballard Area, Coulee City Area, Ephrata Area,
George Area, Jet Farms Area, Marine View Area, Mattawa, Moses Lalce Area, O'Sullivan Shores Area,
Quincy Area, Rocky Ford Area, Royal Slope Area, Silica Road Area, Soap Lalce Area, Stratford Road and
Park Orchards Area, and Warden Area.
The rezone is a legislative action as described in Section 25.i2 of the Grant County UDC. The proposed
rezone will finalize the interim zoning that was applied to certain LAMIRDs within Grant County in
2004. Upon adoption of the Comprehensive Plan in i999� the County's designation of these LAMIRDs
was challenged, ultimately resulting in the modification of the Logical Outer Boundary of these areas,
which required new Comprehensive Plan designations and zoning designations. The Comprehensive Plan
designations were established in 2004 along with interim zoning (Ord. 04-oo�-CC) that was consistent
with the Comprehensive Plan. The Official Zoning Map for Grant County was never updated and a final
rezone of these LAMIRD areas is required. The proposed rezone will satisfy the procedural requirements
to finalize the zoning that was put in place in 2004. The Planning Commission conducted an open record
public hearing on this matter on June g, 2009 and has recommended approval of the rezone to the Board
of County Commissioners.
The Planning Commission forwards to the Board of County Commissioners that Wheeler 4 LAMIRD (Vic
Jansen) and Stratford and Parlc Orchard LAMIRD (Ron Balcer) be re-evaluated when the next comp plan
amendments are considered. Commissioner Carter asked staff for their recommendation. Staff is in
agreement with the Planning Commission recommendations. Commissioner Stevens moved to close the
public comment portion of the hearing, Commissioner Swartz seconded and the motion passed
unanimously. Commissioner Stevens moved to uphold the Planning Commission recommendation and
approve the Rezone of County-wide of I,AMIRDS and approve the g action items as presented.
Commissioner Swartz seconded and the motion passed unanimously. The hearing adjourned.

The Commissioners approved and signed the Public Works payroll journal for June, Zoo9.
The Commissioners signed the Grant County Payroll Picle-Up Sheet for June 25, 2009.
The Commissioners signed the Public Worlcs Claims Fund Voucher Approval No. 06-1 through No. 06-82 in the
total amount of $���,088.53, as recorded on a listing and made available to the Board.
BID OPENING, COURTHOUSE RE-ROOF PROJECT
The Facilities and Maintenance Department held a bid opening for the re-roofing of the Courthouse
building. No bids were received for this project.
As there was no further business to come before the Board the session was continued until June z9, 2009.
