APPROVING A PRELIMINARY PLAT
OF
HUNTER ESTATES PLAT
WHETtEAS, the Board of County Commissioners of Grant County have been advised that an
open record public hearing was conducted before the Grant County Planning Commission on April l,
2009 in the matter of a Prelimuiary Plat of 6.18 acres into nine (9) lots, which is located in a portion of
Section 17, Township 19 North, Range 28 East, Willamette Meridian, Grant County, Washington, and
WHEREAS, the Grant County Planning Commission on April 1, 2009 did approve a motion to
recommend to the Board of County Commissioners to approve this proposed Preliminary Plat with nine
(9) suggested Conditions of Approval and seven (7) Findings of Fact affirming the recommendation, and
WHEREAS, the Board of County Commissioners held a closed record public hearing regarding
this matter on May 5, 2009, and
WHEREAS, the Board of County Commissioners have reviewed the application material, staff
report, aud a suznmary of the Plarming Commission hearing, and
WHEREAS, the Board of County Commissioners have found that this proposal will not
adversely effect the health, safety, and general welfare of the public in the vicinity of the proposal, and
WHEI�AS, the Board of County Commissioners have found this proposal to be consistent with
the Grant County Comprehensive Plan, the Unified Development Code Chapter 23.04 "Zoning," other
land use regulations, and SEPA, and
WHEREAS, the Board of County Commissioners have %und that the public use and interest will
apparently be served by the proposed Preliminary Plat, and
WHEREAS, the proposed Preliminary Plat, subject to the Conditions of Approval, meets the
applicable requirements of the Unified Development Code Chapter 22.04 "Land Division," and
WHEREAS, the proposed Preliminary Plat does comply with the Health District's requirements
for sewage disposal and potable water supply, and
WHEREAS, the proposed Preliminary Plat does contain an accurate legal description of the lots
being created, and the roads and easements therein, and
WHEREAS, the proposed Preliminary Plat does comply with Grant County regulations
pertaining to roads, utilities, drainage, access for emergency vehicles, and other infi•astructure
improvements, and
�VHEREAS, the Board of County Commissioners have made a decision to approve the Hunter
Estates Plat,

INTO NINE (9) LOTS FOR ROLI PROPERTY D�VELOPMENT, LLC
NOW, THEREF012E, BE IT RESOLVED THAT the Board of County Commissioners of
Grant County, Washington hereby approve by this Resolution, subject to the nine (9) Conditions of
Approval listed below, a Preliminary Plat of 6.18 acres into nine (9) lots located in a portion of Section
17, Township 19 North, Range 28 East, Willamette Meridian, Grant County, Washington (Parcel #31-
2717-002).
CONDITIONS OF APPROVAL
1) The applica.nt shall coinply with all requirements as deemed necessary by the Grant County Health
District, including, but not limited to:
a) The water system design must be reviewed by the Dept. of Health (DOH) Office of Drinking
Water and approved. (Application information is available from the Health District. Turn the
completed application in to the Health District for review and they will forward it to DOH.)
b) The water system must be constructed with a stub out to each lot or a bond must be provided
in favor of Grant County (not the Grant County Health District).
c) A site registration must be completed for each lot to show the suitability for septic system
construction. The applications and all required fees must be submitted to the Grant County
Health District.
d) This plat is within the water service area for the City of Moses Lake and the Cascade Valley
Water Association. The developer will need a statement from both that they will not provide
water service.
e) Drain fields must be a minimum of 24 inches above the water table.
� Drain �elds must be set back a minimum of 100 feet from surface water.
2) The applicant shall comply with all requirements as deemed necessary by the Grant County Public
Works Departmant, including, but not limited to:
a) Provide a Plat Check Fee of $200.00 for Long Plats.
b) Lot numbers shall start at 1.
c) Provide a plat certificate from the title company for all land being dedicated to Grant County.
d) An Approach Permit shall be obtained prior to a Building Permit.
e) The existing road easement (from Wild Goose Road to the south boundary of Lot #2 of
Thomas Short Plat) dedicated via the Thomas Short Plat, AFN 1174662, shall be shown
correctly on the proposed plat. Since this portion of the original easement is not going to be
used, and because oFthe current plat configuration, this section of the easement shall be
vacated. The vacation shall be shown on the face of the plat with the AFN. The re-design of
this easement from proposed Road 3.6-NE to the south boundary of Lot #2 of Thomas Short
Plat shall be dedicated road easement via this plat.
� All new roads shall be built to the Urban Access Standard. Provide a complete road plan and
profile with all centerline data and drainage facilities for new roads.
g) Provide control monuments for all road intersections and centerline tangents.
h) Prior to County Public Warks signing the final plat, all required road construction and
improvements shall be completed and accepted by Public Worlcs, or a Bond shall be in place
for the required work.
i) A hatched No Access area shall be added to the southwest corner of Lot 18 (50 ft. in both
directions.)
j) A hatched No Access area shall be added to the northwest corner of Lot 12 (50 ft. in both
directions.)
k) A hatched No Access area shall be added to the southeast corner of Lot 19 (50 ft. in both
directions.)

1) A hatched No Access area shall be added to the southwest corner of Lot 20 (50 ft. in both
directions.)
m) A hatched No Access area shall be added to the northeast corner of Lot 14 (50 ft. in both
directions.)
3) The applicant shall comply with all requirements as deemed necessary by the Grant County Assessors
Office, including, but not limited to:
a) Clients must contact Assessor's Office regarding status of current use continuance at least one
week before recording plat.
4) The applicant shall comply with all requirements as deemed necessary by Grant County Emergency
Services, including, but not limited to:
a) Roads must be designated to the County grid systein.
5) The applicant shall comply with all requirements as deemed necessary by the City of Moses Lake,
WA, including, but �iot liinited to:
a) A covenant insuring future street, curb, sidewallc, gutter, and water and sewer infrast�•ucture,
built to city standards, shall be provided in favor of the City of Moses Lake. The covenant
describing future streets will include that portion of (street) fronting the plat. The covenant
running with the land shall be noted on the plat. Said covanant shall be recorded at the time of
the recording of the plat and the Auditors file number recorded on said plat.
6) The applicant shall comply with all requirements as deemed necessary by the Grant County Auditor,
including, but not limited to:
a) The name "Hunter Estates Plat" is approved.
7) The applicant shall comply with all requirements as deemed necessary by the U.S. Bureau of
Reclamation, including, but not limited to:
a) The proposed plat is located within the Quincy Ground Water Subarea (QGWSA). Should
the proponents desire to use ground water for other than domestic purposes (5,000 gals. per
day/irrigation of'/2 acre per dwelling, as established in WAC 173-134A), they will be
required to obtain both a Ground Water Permit from the Washington State Department of
Ecology and a QGWSA license from Reclamation.
$) The applicant shall comply with all requirements as deemed necessary by the WA State
Dept. of Ecology (Spokane—SEPA Coordinator), including, but not limited to:
a) Any ground water development proposal that will withdraw water in excess of 5,000 gallons
per day for single or group domestic supply, or for industrial purpose, or for the irrigation of
more than %z acre of lawn or non commercial garden will require a permit from the
Department of Ecology.
b) The operator of a construction site tha.t disturbs one acre or more of total land area, and which
has or will have a discharge of stormwater to a surface water or to a starm sewer, must apply
for coverage under Department of Ecology's Baseline General Permit for Stormwater
Discharges Associated with Construction Activities.
c) Owners of sites where less than one acre of total land area will be disturbed must also apply if
the construction activity is part of a larger plan of development or sale in which more than
one acre will eventually be disturbed. Discharge of stormwater from such sites without a
permit is illegal and subject to enforcement action by tha Department of Ecology.
9) The applicant shall comply with all requirements as deemed necessary by the Grant County Planning
Department, including, but not limited to:
a) Development shall comply with the requirements of GCC § 22.04 Article V"Final
Subdivisions and Short Subdivisions" and all other pertinent portions of Grant County Code.

b) Please malce the following corrections/additions to the mapping:
i. Please change the proposed lot numbers from 12 throu._�h 20 to 1 throu�h 9 on the face
of the plat and in the Acreage detail table on Sheet 2 of 4.
ii. In the Additional Information on Sheet 1 of 4, please change the Maximum Density to
"4 DU/ 1 acre."
iii. Please correct the names in the Dedication on Sheet 3 of 4 as necessary to reflect the
present ownership group of the subject property. Please also correct the references
"she" and "her" as necessary.
iv. Please remove the Sureau of Reclamation/Irrigation District signature block from Sheet
4 of 4.
