BOCC Chair review/signature on North Columbia Community Action Council Request #� on CTED Homeless Grant Assistance Program grant, Contract #o8-46io8-Soi in the amount of $23�185.56. 4. BOCC Chair review/signature on North Columbia Community Action Council Request #2 on CTED Public Services Grant (ongoing), Contract #09-64009-002 in the amount of $x9�2$1•95• There was a$o.io error on the electronic deposit of Request #1 by CTED, although the County, in turn, paid the NCCAC the correct amount. ASC and CTED recommend t�at Request #2 be modified to correct this oversight and process payment reque�t to CT�D in the amount of $19,282>05. The check the County submits in return to the 10TCCAC for Request #2 will be in the amount of �19�2H1.95, thereby correcting the $o.�o shortfall to the County. The Commissioners approved and signed Resolution No. og-ogB-CC amending the zoo� valuation schedule setting fees for building, plumbing, mechanical, and grading permits. Item 3 was assigned Resolution No. o9-og5-CC OPEN RECORD PUBLIC HEARIIVG, CITY OF QUINCY FRANCHISE APPLICATI011T The Commissioners held an Open Record Public Hearing regarding a franchise application from the City of Quincy. They are requesting a franchise for a period of 5o years to construct, operate and maintain an i8 inch industrial reuse main,lo inch cooling water blowdown, and 6 inch biogas within the ROW and along Rd 9-NW. Commissioner Stevens moved to close the public comment portion of the hearing, Commissioner Swartz seconded and the motion passed unanimously. Commissioner Stevens moved to approve the franchise as presented AND SIGN THE Order granting the franchise, Coinmissioner Swartz seconded and the motion passed unanimously. The hearing adjourned. Personnel Action Request for the salary, wage, and/or position changes for Teresa Chen, Prosecuting Attorney's Office. GRAN'l'MENTAL HEALTHCARF Out of state travel request for 4 staff inembers of New Hope to travel to Vancouver, WA and attend the Washington Coalition of Sexual Assault Providers from May i8 — 21, 2009. Staff must fly from Wenatchee to Portland then drive to Vancouver. MISCELLANEOU� ITEMS The Chair of the Board was authorized to sign A Delegation of County Legislative Authority to Serve on Canvassing Board, designating Carolann Swartz to serve on the board for the special election to be held on May 19, 2009. Application for Funds — Sexual Assault Core Services between Grant County, New Hope Domestic Violence and Sexual Assault Services, and the Washington State Department of Community Trade and Economic Development (Office of Crime Victims Advocacy). As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amounts of $273,�04. ,� and 349�186.66, as recorded on a listing and made available to the Board.
