COlVIMISSIONERS' APRIL xg, zoo9 MINVTES Page g of � OPEN RECORD PUBLIC HEARING, CORONERS OFFICE, PUBLIC DEFENSE, FACILITIES AND MAINTENANCE, AND SHERIFF'S OFFICE BUDGET EXTEN�IONS The Commissioners held an Open Record Public Hearing regarding the following budget extensions requests: i, Coroner's Office Fund #001, Department #i2o in the amount of $2,362.9i to purchase a service bed for their vehicle; 2. Department of Public Defense Fund #001, Department #i38 in the amount of $2 ,,000.00 for a copy machine and office furniture for their office; g. Facilities and Maintenance Departrnent Fund #ooi, Department #i12 in the amount of $3�369.6o to purchase 52 sets of shelving for the new Public Records storage warehouse; 4. Sheriffs Office Fund #io9, Department #15i in the amount of $30,000.0o to cover overtime expenses for their INET operations. Funds will be transferred in from their INET Suspense Account; 5. Sheriff's Office Fund #ooi, Department #ii4 in the amount of $i4,o36.0o to cover the expense of additional man hours on the water for their marine enforcement program. Funds will come from the Washington State Parlcs- Safer Boating Program Grant; 6. Sheriff's Office Fund #001, Department #ii4 in the amount of $54�347•0o to purchase a new patrol vehicle and associated items. Funds will come from a Recovery Act 2009: Edward Byrne Memorial Justice Assistance Grant; and �. Sheriffs Office Fund #001, Department #114 in the amount of $850.0o to purchase one set of e-ticiceting hardware. These funds will be reimbursed by Live Nation. The total budget extension is in the amount of $129�965•51. There is a question about the $2,000.00 REET fund request to remodel the Sheriff s Office lcitchen/brealc room. Dave Firebaugh told the Commissioners that REET funds are not available to use for this project as it is under $5,000.00. Commissioner Stevens wants to speak with Mr. Firebaugh and get clarification. If REET funds are not available, the funds will need to be taken from the Sheriff's own Current Expense budget. Commissioner Stevens moved to close public comment portion of the hearing, Commissioner Swartz seconded and the motion passed unanimously. Commissioner Stevens moved to adopt the budget extension, holding the $2,000.0o REET request until further information could be obtained, Commissioner Swartz seconded and the motion passed unanimously. CONSENT 1�GE11�TTDA Commissioner Stevens moved to approve the Consent Agenda, Commissioner Swartz seconded and the motion passed unanimously, as presented below: COMMISSIONERS' OFFICE: Commissioners Office Vouchers Recommendation from the Housing Authority of Grant County to appoint Karen Wagner to this Board as Commissioner, replacing Bob Bernd. Agreement to use county property for public purpose between Grant County and the Sage n' Sun Festival Committee to use the courthouse steps and lawn from June 11 through June 14, 2009. Personnel Action Request Recommendation for the Prosecuting Attorney's Office request for an exception to the hiring freeze to hire a Deputy Prosecutor. The Human Resources Director recommends approval. Personnel Action Request Recommendation for the Assessor's Office request for an exception to the hiring freeze to hire a Deputy Assessor/Appraiser 1 position. The Human Resources Director recommends 2 possibilities: leave this position frozen and allow the Assessor's Office to hire in a temporary employee to assist the office or approval of the exception if it is known the Assessor's Office is not an office that would be required to institute another reduction in force. 'd'he Commissioners approved the exception of the hiring freeze and hire another full time employee.
