Funds will come from a Recovery Act 2009: Edward Byrne Memorial Justice Assistance Grant; and Budget Extension request from the Sheriff's Office in the amount of $850.0o to purchase one set of e-ticketing hardware. J�TRICKLER. ASC UPDATE AND MISC. BOCC ACTION A motion was made by Commissioner Swartz, seconded by Cornmissioner Stevens, to approve the ASC Agenda as presented above. The motion passed unanimously. COMMI�SIONERS' MARCH go, 2009 MINUTES Page 2 of 5 COMMISSIONERS WORK SESSION The Commissioners approved and signed items i and 2 as listed above. The public hearing was set for April i4, 2009 at 9:go a.m. The Commissioners approved and signed item 3 as listed above and assigned it Resolution No. 09-o28-CC. OPEN RECORD PUBLIC HEARING, COLUMBIA BASIN DISPUTE IZESOLUTION CENTER BUDGET EXTENSION The Commissioners held an Open Record Public Hearing regarding a budget extension for the Columbia Basin Dispute Resolution Center. These are funds that District Court has been collecting from the five dollar surcharge on civil filings and small claims actions, per RCW �.75.035. The total budget extension is in the amount of $i4,000.00. Commissioner Stevens moved to close public comment portion of the hearing, Commissioner Swartz seconded and the motion passed unanimously. Commissioner Stevens moved to adopt the budget extension as presented, Commissioner Swartz seconded and the motion passed unanimously. The hearing adjourned. (Resolution No. 09-o�9-CC) MISCELLANEOUS ITEMS The Commissioners approved and signed the Public Worlcs payroll journal for March, 2009. Domestic Violence Emergency Shelter and Advocacy Contract Application between Grant County, New Hope Domestic Violence, and the Washington State Department of Social and Health Services to provide domestic violence and shelter services in Grant and Adams counties. As there was no further business to come before the Board the session was continued until March gi, 2009. OPEN RECORD PUBLIC HEARIllTG, DEPARTMENT OF COMMUNITY DEVELOPMENT PROPOSED FEE INCREASE The Commissioners held an Open Record Public Hearing regarding a proposed fee increase. The Director stated his proposal for the fee increase. Currently Grant County is below the national standard for the Building Dept. Damien Hooper, Long Range Planning Manager discussed that the Planning Dept is also proposing to increase their fees. He discussed the comparables. Edie Striecher, Government Affairs Representative of the Spolcane Home Builders Association said that she understands the current financial issues that face the County, but she does not believe that now is the time to increase fees. This will deter growth in Grant County. She requests that the Board continue the hearing for i week to discuss the fee increase with the Community Development Staff. Colt Smith, Builder and Developer in Grant County, stated his concern is not being able to review the proposed fee increase before a decision is made. He wonders if the increase will lceep the waiting time down for permits. He is concerned with the 40% increase. He would lilce to see this hearing continued for further review. Commissioner Stevens aslced "do we increase fees to keep the current staff employed which lceeps the permit process faster? Or do we keep the fees the same and face the possibility of layofis?" Commissioner Stevens then moved to continue the hearing for 1 weelc until April �, 2009 at 9:0o am. Commissioner Carter seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned. D POHLE, PUBLIC WORKS UPDATE The Commissioners approved and signed item 1 as listed above and set the bid opening for April2i, 2009 at 1:45 Pm. The Commissioners approved the recommendation of the Director to split the award of the Herbicide Materials 2009 project between Helena Chemical Co., Moses Lake, in the amount of $155�951.2i, and Crop Production Services, Inc., Greenacres, WA, in the amount of $i88,228.00. GRANT COUNTY PAPER OF RECORD - DECISION Commissioner Cindy Carter called the meeting to order. She read into the record the bids received at the March 25, 2009 bid opening: 1. Grant County Journal for $2.55 per column inch, with a circulation of 6,626 households. 2. Columbia Basin Herald for $2.99 per column inch, with a net press run of 9,582 (paid and/or requested circulation of 10,327). Commissioner Swartz moved to accept the Grant County Journal as the paper of record for Grant County. Commissioner Stevens seconded and the motion passed unanimously. The meeting adjourned. MISCELLANEOUS ITEMS The Chair of the Board was authorized to sign a COPS Hiring Recovery Program (CHRP) grant application between Grant County, the Sheriff's Office, and the U.S. Department of Justice to provide funding to create and preserve jobs and to increase community policing capacity and crime-prevention efforts. The Chair of the Board was authorized to sign the Daniel Wiersma (Dan Wiersma Short Plat (FU i55, Bllc �i)) Final Plat Submission and Review, File #08-5226-01. The Commissioners signed the Public Works Claims Fund Voucher Approval No. o3-i through No. og-84 in the total amount of $582,864.84, as recorded on a listing and made available to the Board. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amounts of $746.59 and $228,935•16 as recorded on a listing and made available to the Board.
