The Grant County Commissioners session was called to order at 9:0o a.m. with all the Commissioners in
attendance with the Clerk of the Board.
ASC UPDATE AND MISC. SOCC ACTION
The Commissioners signed 2009 Professional Services Agreement for Legal Representation of Indigent
Individuals in the Juvenile Division of Grant County Superior Court (Juvenile Offenders Only), Part Time
Contractor, between Grant County and Lyliane S. Couture and (2009) Professional Services Agreement
for Legal Representation of Indigent Individuals in the Juvenile Division of Grant County Superior Court
(Juvenile Offenders Only), Part Time Contractors, between Grant County and Brian Anderson.
MISCELLANEOUS ITEMS:
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of $254,394•30, as recorded on a listing
and made available to the Board.

A motion was made by Commissioner Stevens seconded by Commissioner Swartz that Commissioner
Cindy Carter be elected as Chair of the Board of County Commissioners for the calendar year 2009.
A motion was made by Commissioner Swartz, seconded by Commissioner Carter that Commissioner
Stevens be elected as Vice-Chair of the Board of County Commissioners for the calendar year 2009.
As there was no further business to come before the Board the session was continued until January 6,
2009.

The session was continued at 9:0o a.m. with all the Commissioners in attendance with the Clerk of the
Board.
D POHLE. PUBLIC WORK.S UPDATE
The Commissioners approved the Request to the County Road Department for Reimbursable Work for the
Town of Wilson Creelc for a seal coat project.
CLOSED RECORD PUBLIC HEARING, TIM RAY MINOR ZONE CHANGE
The Commissioners held a Closed Record Public Hearing regarding a minor zone change application from
Tim Ray to change a parcel with approx. 92.36 +/- acres from Agriculture to Rural Residential 1 in order
to reflect the change in the Comprehensive Plan Land Use Designation as a result of the aoo6 amendment
process. A determination of Non-Significance (DNS) was issued October 27, 2008. The subject area is
located approx. r.5 miles east of the Town of Soap Lake, south of Hwy 28, and north of Rd zo-NE and is in
a portion of S 22, T 22 N, R 27 E, W M(Parcel no. 2o-oogl-oo6). Commissioner Stevens moved to uphold
the Planning Commission recommendation and approve the application as presented, recognizing the 10
Findings of Fact. Commissioner Carter seconded and the motion passed with 2 Commissioners in
attendance. The hearing adjourned. (Ordinance No. 09-oo1-CC)

EXECUTIVE SESSION
Pursuant to RCW 42.30.110 (i)(h) , Commissioner Carter called the session to order regarding the
appointment of a new Prosecuting Attorney at �i:46 to go until ii:5i am. Commissioner Swartz attended
the session via conference call. The session was closed at 11:5i am by Commissioner Carter.
MISCELLAleTEOUS ITEMS
The Chair of the Board signed the affidavit for Equitable Sharing Agreernent and Certification for INET.
The Commissioners appointed D. Angus Lee as the Grant Couniy Prosecutor.
