The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.

6. Anticipating: Washington State Military Department Contract with Grant County, by and
between its department of Emergency Management,with funding amount yet to be determined
ihrough the Washington State Military Department and the Energy Facility Site Evaluation
Council. Term is anticipated to be July 1, 2015 through June 30, 2016. Accompanying this
agreement is an updated Signature Authorization form, (Did not arrive for signature)
7. Department of Commerce Grantee Closeout Performance Report for Community Development
Block Grant Contract No, 14-65400-005 with OIC of Washington. (Approved)
8. Agreement between Grant County(Grant County Sheriff's Office) and the Town of Coulee City
for the Provision of Law Enforcement Services. The County will bill the Town on a monthly basis �
for all costs associated with such service/duties as set forth within the agreement. Term is
January 1, 2016 through December 31, 2020. (Approved)
9. Grant County Request for Reimbursement No. 12 on CDBG Public Services Grant No, 14-65400-
005 for the month of June, 2015,with the Department of Commerce and administered through
the OIC of Washington, in the amount of$17,380.09. With this final invoicing,the grant balance
' has been properly zeroed out, (Approved)

10. Grant County Payment Request#18 to Washington State Department of Commerce on
Consolidated Homeless Grant (CHG) No. 14-46108-10, administered through the Grant County I
Housing Authority, in the amount of$36,153,61. (Approved)
11. BOCC action on the Strategic Infrastructure Program (SIP)Advisory Committee's
recommendations on the following SIP Projects: (Both projects approved)
a. SIP#2015-03, City of Wilson Creek,2015 Water Tower Repair for approval of the City's
, request for$62,000 in SIP grant funding; and
b. SIP#2015-04, City of Royal City, Camelia Street NE Water System Improvements for
approval of the City's request for$225,000 in SIP grant funding.
12. Washington State Department of Social and Health Services County Program Agreement No.
1563-39546, Mental Health First Aid,with Grant County, by and between Grant County Grant
Integrated Services' Prevention and Recovery Center department. Funding is for$4,000.00 with
a term of June 1, 2015 through September 30, 2015. (Approved)
13. Amendment D to Washington State Department of Commerce Community Services and Housing
Division, Housing Assistance Unit, Consolidated Homeless Grant, #14-46108-10. The
amendment adds $112,947 for Housing and Essential Needs (HEN)funding for Fiscal Year 2016,
and amends the Budget(Attachment B to the amendment) accordingly, Term is July 1, 2015
through December 31, 2015. (Approved)
14. Professional Services Agreement for Legal Representation of Indigent Individuals in Grant
County Superior Court(Adult Felony Only), Overflow/Conflicts Contractor, between Grant
County and Angel David Betancourt. Term is July 20, 2015 through December 31, 2015.

As of this date,the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of$922,327.02, as recorded on a listing
and made available to the Board.
