OPEN 1ZECORD PUBLIC HEARING. BUI)GET MEETINGS BEGIN TO FIX THE FINAL 2ooq COUNTY AND NOXIOUS WEED BUDGETS The Commissioners held an Open Record Public Hearing to begin discussion with all County Elected Officials and Department Heads on fixing the County and Noxious Weed budgets. Each individual hearing will continue until the final fixing of the budget. Resolution No. o8-iog-CC was signed setting land classification and assessments for funding the 2oog budget of the Grant County Noxious Weed Board. The amounts did not change from the previous year. MISCELLANEOUS ITEIVIS As of this date, the Board, by a majority vofie, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amounts of $593,691•94 and $i69�551•43� as recorded on a listing and made available to the Board. As there was no further business to come before the Board the session was continued until December 2, 2008. The Commissioners approved and signed Resolution No. 2008-1o2-CC in the matter of adopting the 2009 annual road program. CONSENT AGEIVDA Commissioner Carter moved to approve the Consent Agenda, Commissioner Allison seconded and the motion passed with all Commissioners in attendance, as presented below: COMMISSIONERS' OFFICE: Commissioners Office Vouchers Professional Services Agreement for Legal Representation of Indigent Individuals in Grant County Superior Court (Adult Felony Only) Flat Fee Emergency Part Time Contractors between Grant County and Jeff Goldman. Resolution No. 08-�o4-CC regarding approval of a site for Washington State Department of Natural Resources Public Auctions. Appointment letter for Pat Lamphere to the Grant County Civil Service Commission; and re- appointment letter for David Canfield to the Grant County Civil Service Commission. HUMAN RE,50 URCE,S Insurance Benefit Recommendation to change the waiting period for County Insurance Benefits for Part-Time Employees - to change from 30o hours to the first of the month following 6o days of employment. COMMISSIONERS' DECEMBER i, 2008 MINUTES Page 3 of � CLOSED RECOIZD PUBLIC HEARING JEROMY AND ROSARIO MCICEAN MINOR ZONE CIIANGE The Commissioners held a Closed Record Public Hearing for Jeromy and Rosario McKean who requested a minor zone change of two parcels totaling approx. 2.05 acres. It will consist of changing the zoning from Urban Residential 3(UR3) to Urban Commercial i(URl) in order to reflect the change in the Comprehensive Plan Land Use Designation as a result of the 200� amendment process. The area is located in Cascade Valley which is within the Moses Lalce Urban Growth Area. The subj ect area is located at 7978 Valley Rd. and g8o8 Ottmar Rd in the NE quarter of a portion of S 1�, T 19 N, R 28 E, W M (Parcel #12-0585-00o and 12-0589-000). Commissioner Allison moved to uphold the Planning Commission recommendation and approve the application as presented, recognizing the io Findings of Fact. Commissioner Carter seconded and the motion unanimously. The hearing adjourned. (Ordinance No. 08-1o5-CC) OPEN RECORD PUBLIC HEARING, GRANT MENTAL HEALTHCARE, SHERIFF'S OFFICE, A10TD LAW LIBRARY BUDGET EXTENSIONS The Commissioners held an Open Record Public Hearing regarding the following budget extensions: 2. 3• Grant Mental Healthcare Fund #i28, Department #i�o in the amount of $15,000.00 to purchase items for their New Hope Shelter. This is a DSHS contract Amendment No. 0863-44097-01. Sheriff's Office Fund # 109, Department #15i in the amount of $i,i�o.00 to purchase a Tonneau Cover using INET Suspense Account Funds. Grant County Law Library Fund #1io, Department #i52 in the amount of $3,6�g.8o to cover year end expenses. Commissioner Allison moved to close the public comment portion of the hearing, Commissioner Carter seconded and the motion passed unanimously.
