The Grant County Commissioners session was called to order at 9:0o a.m. with all the Commissioners in
attendance with the Clerk of the Board.
MISCELLAliTEOUS ITEMS
R�solution No. 08-o98-CC directing the Prosecuting Attorney's Office to comply with Ch. 2.�2 of the
Grant County Code and RCW Ch. � 2.56 Public Records Act, and to provide a full response to all
outstanding public records requests and to hereafter provide timely compliance to Public Records Act
requests as required.
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
audiiing officer as required by RCW 42.24.090, in the amount of $i,5g9,986.6g, as recorded on a listing
and made available to the Board.
As there was no further business to come before the Board the session was continued until November 25,
2008.

OPEN RECORD PUBLIC HEAItING, EMERGENCY MANAGEMENT AND DISTRICT COURT
BUDGET EXTEIVSION�
The Commissioners held an Open Record Public Hearing in regards to the following budget extensions:
Ernergency Management Fund #io2, Department #i44 in the amount of $8,926.0o for a
Project go8g FYo8 HMEP grant from the State Emergency Management Department
Contract #Eo9-o88.
District Court Fund #001, Department #102 in the amount of $42,300.0o to cover
Advertising, Jury, Court Interpreters, and Witness expenses.
Sheriff's Office Fund #i68, Department #i48 in the amount of $2,200.0o to cover
communication and utility expenses. They request that the revenue be transferred from their
INET suspense account.
Commissioner Carter moved to close the public comment portion oi the hearing, Commissioner Allison
seconded and the motion passed unanimously. Commissioner Allison moved to adopt the budget
extension as presented, Commissioner Carter seconded and the motion passed unanimously. The hearing

The Commissioners signed a Land Use Action Application from the City of Moses Lalce for Grant Mental
Healthcare building expansion and Boarding Home replacement structure.
The Commissioners signed the Public Works Claims Fund Voucher Approval No. �1-i through No. ii-8i in the
total amount o� $892,30�•54� as recorded on a listing and made available to the Board.

Commissioner Allison moved to approve the Consent Agenda, Commissioner Carter seconded and the
motion passed unanimously, as presented below:

Personnel Action Requests for the salary, wage, and/or position changes for Jessica Cafferty,
Prosecutor's Office; and George Geisinger, Terese Schrom, Jay Johns, Linda Fuchs, Jerome Roy,
Pete Wyatt, and John Paszlceicz, Grant County Fairgrounds.
Personnel Action Request recommendation to bring Disabilities and New Hope into the
current County Compensation Plan. The following positions will be changed:
New Hope:
Program Director — Band 18
Financial Assistant — Band 5
Legal & Community Advocate — Band �
Developmental Disabilities:
Program Director — Band �8
Manager of DD & mental Health Residential Services — Band 15

Vouchers for indigent defense, insurance, and/or grant administration.
Request for budget transfer of $28,500.00 from the Economic Enhancement Strategic
Infrastructure Ending Fund Balance (113-155-000-000-508-000.00.00) to Water — Util.
Plan/Development (113-155-000-943-534-20.00.00) for SIP #2008-06, Port of
Warden/City of Warden.
As there was no further business to come before the Board the session was continued until November 26,
2008.
