JURISDICTIbN TI�e4NSFER
WHEREAS, in accordance with RCW 39.33.010, Grant County, a political subdivision of
the State of Washington, acting through it's Board of County Commissioners, recognizes the
benefits of transferring jurisdiction of a certain portion of County Road Right-of-Way, as described
below, and declares its intentions to transfer title to real property to the city of Royal City.
LEGAL DESCRIPTION: That portion of Right-of-Way, �cnown as F-SW, also known as Apple
Avenue NE, betwaen the North Right-of-Way of Poplar Street, and the South Right-of-Way of
Acacia Street; both in Royal City, as shown in Exhibit A.
WHEREAS, Grant County Public Works and the city of Roya1 City have previously agreed
to work towards the txansfer of jurisdiction of said Right-of-Way, and
WHEREAS, the County Engineer recommends the Grant County Board of Commissioners
proceed with the jurisdiction transfer as mutually agreed, per RCW 39.33.010, and
WHEREAS, Royal City passed Resolution 08-14 in favor of said transfer,

RESOLUTION 08-14
A RESOLUTION REGARDING ROAD F-SW/APPLE AVENUE NE
JURISDICTION TRANSFER AGREEMENT
WHEREAS, a housing development is proposed within Royal City corporate limifis and
borders on Grant County Road F-SW/Apple Avenue NE; and
WHEREAS, the proposal will require improvements that will impact Grant County road
right-of-way, including upgrades to city sewer and water utility lines, curb and sidewalk,
and to the existing road pavement; and
WHEREAS, Royal City does nat have a Franchise with Grant County to own, operafie,
and m�intain sewer/water infrastructure in county road ri�ht-af way; and
WHEREAS, Grant County Public Works wishes to transfer Road F-SW/Apple Avenue
NE befinreen the north side of Poplar Street to the south side of Acacia Street to Royal
City jurisdiction; and
WHEREAS, fihe Royal City City Council finds that it is in fihe public interest to take
jurisdiction of said section of Raad F-SW/Apple Avenue NE, and
NOW, THERE�ORE, pursuant to RCW 39.33.010 the Gity Cauncil of the City of Royal
City, Washington, do resalve as follows;
1. The Mayor of Royal City is hereby authorized to enter into an agreement with
Grant County Commissioners to assume jurisdiction of Road F-SW/Apple Street NE
between the north side of Poplar Street to the south side of Acacia Street.
PASSED by the City Council of fihe City of Royal City and approved by the Mayor this
21 St day of October, 2008.

A RESOLUTION ACCEPTING A DONATION FROM
OTHELLO CONSTRUCTION OF TIME AND LABOR
TO CONSTRUCT CEMENT PADS AT LION'S PARK
Recitals,
1. The City Council has received a donafiion of time and labor from
Othello Construcfiion fio construct cement pads at Lion's Park,
2. The City Council has determined fihat this donation will
be useful as the pads will serve as bases for fihe picnic tables at
Lion'S Parl;.
Resolved
1. The City Council hereby acknowledges and accepts the donation
valued at $375.
2. The Cifiy e>cfiends its fihanks to Othello Construction for the
generous confiribution.

Description of proposal �atholic Charities Housing Services is constructing the Royal
City Family Hausing which will be a 51-unit (this includes one,
on-site manager unitj farmworker development lacated in
Royai City, Washington. The bedroom mix will consist of three
4-bedroom units, thirty-two 3-bedroom units, and fifteen 2-
bedraom units. Rent levels will serve populations at ar belaw
50% Area Median Income. On-sifie amenities will include
paved parking areas, recreation, and aufidaor eating areas,
as well as a rommunity c�nter complete with classraoms
and computer lab. The praject wil� be supparted by on-site
education and empowerment acfiivities sponsored by fihe
project owner. 7he development will also incorporafie
"green" constructian materials and mefihods to imprc�ve
energy efficiency and reduce operafiing costs. ln addifiion,
the Cafiholic Charities Housing Services wiil be complefiing a
Plat of the property with dedicatian to public right-of-way.

The following conditions address and pravide for mitigation of impacts that may resuit
fram the construcfiion of this proposafi, allowing �or a Deterrnination of Nan-Significance
fio be issued. The conditions are based on the goais, poiicies and criteria esfiablished in
the City of Rayai City Comprehensive Plan, Zoning C�rdinance, and comments received
during fihe 14-day camment period. As autharized by WAC 197-1 1-350, these
conditions are incarporated as parfi of the environmenfial review and resulting DNS, and
must be compiied with prior to commencing operations,
Condi#ions:
1, T'he project shali praceed in confarmance with the plans on fiie with fihe City af
Royal Cifiy, excepfi as may be rnadified below.
2. 7he applicant shall be responsible to obtain and comply with any required local,
state or federal ruies, reguiations and permits.
3. 1'he applicant s�all instali a i 2-inch water main line from the exisiing main line a;
the intersection of Grape Drive NE and Apple Ave NE as approved by the City.
4, 1'he applicant shall install four new fire hydrants as approved by the City.
5. The applicant shall instal! a new 12-inch sewer main fram a manhole just sauth af
the irrigation canal to the northeast corner ofi the property, a total distance of
appraximately 1200 feefi as appraved by the City.

14. The applicant shall install sediment / erosion control improvements during
construction as approved by the City. Erosion control measures must be in place
prior to any clearing, grading or construction.
15. The applicant shali install street stormwater control facilities in accordance with
Royal City - City Construction Standards- September 1994 VII or as amended
and as approved by the City.
16. The applicant shall install street lighting at the intersections of Apple Ave NE,
Grape Drive NE, and Popiar Street NE as approved by the City and the Public
Utility District.
17. On-site lighting shall not trespass beyond the property boundary.
18. The applicant shall install landscaping as approved by the City.

compliance with CRCMC Chapter 1 1.14 standards and specifications
20. The applicant shall provide snow storage areas adjacent to the I'arking Area
