Request from the Boys & Girls Clubs of the Columbia Basin for a
binding site agreement that will provide them with a twenty year
lease at $1.0o per year (with an additional twenty year lease option)
on a 2. , acre parcel at the corner of Valley Rd and Paxson Dr to
construct a i8,000 square foot club.
Budget Extension request from the Sheriff's Office in the amount of
$2,200.0o to cover communication and utility expenses. They
request that the revenue be transferred from their INET suspense
account.
Revisit of District Court's io/2�/08 request for a budget extension in
the amount of $42,300.0o to cover Advertising, Jury, Court
Interpreters, and Witness expenses.

The Grant County Commissioners session was called to order at 9:0o a.m. with all the Commissioners in
attendance with the Clerk of the Board.

COMMISSIONERS WORK SESSION
The Commissioners approved and signed items 2, 3, and 5 and set the hearing for November 25, 2008 at
9�3o am.
The Commissioners reviewed items 1 and 4 and decided to hold these items until further review could be
done.
GRANT MENTAL HEALTHCARE UPDATE
The Commissioners signed and approved the Residential Rental Agreement between Grant County, by
and between New Hope Domestic Violence and Sexual Assault Services, and Windermere Property
Management for their DV Shelter.
T HECHLER. HUMAllT RESOURCES UPDATE
The Commissioners reviewed the budget of the Fairgrounds and it was determined that cuts needed to be
made. The Board decided to lay off � employees of the Fairgrounds and directed the Human Resources
Director to draft letters to those employees.
MISCELLANEOUS ITEMS
The Commissioners approved and signed the payroll pick-up sheet for October, 2008.
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of $168,446.02 and 377,245.27, as
recorded on a listing and made available to the Board.
As there were no further items before the Board the session was continued until November 4, 2008.

The Commissioners approved and signed a Local agency Agreement No. LA 6g64 Supplement No. 2
between Grant County and the Washington State Department of Transportation for the Rd U-NE/SE
Overlay project.
Pursuant to RCW 84•55•12o the Commissioners signed Ordinance/Resolution No. o8-o9S-CC from
the Washington State Department of Revenue stating that the districts actual levy amount from the
previous year was $�,i48,o96.0o and that the dollar amount of the increase over the actual levy amount
shall be $�i,48i which is a i% increase from the previous year. This increase is exclusive of additional
revenue resulting from new construction, improvements to property, newly constructed wind turbines,
any increase in the value of state assessed property, any annexations that have occurred and refunds
made.
Pursuant to RCW 84.52.02o the Commissioners signed a levy certification form from the Washington
State Department of Revenue certifying ihe County Road Regular Levy amount of $8,063,577.00.

motion passed with all Commissioners in attendance, as presented below:

OPEN RECORD PUBLIC HEARING, 2009 CDBG FLTNDING APPLICATION AND 2008
CLOSEOUT OF CONTRACT #o8-6q.008�002 WITH NORTH COLLTMBIA COMMUNITY
ACTION COUNCIL
The Commissioners held an Open Record Public Hearing regarding the implementation of the
Community Development Block Grant (CDBG) between Grant County and Washington State Department
of Community, Trade and Economic Development, with the funds then being passed through to the North
Columbia Comrnunity Action Council (NCCAC). This hearing is also to close out the 2008 contract #08-
64008-002.
Ken Sterner, Director of NCCAC, discussed the 2008 year and said that all went well. He gave a brief
update on the funds expended for 2008. The funds went to many programs: The Home Ownership
Program, low income housing, Energy Winterization, Emergency Services and the Prosperity Center were
some of the programs listed. The 2009 funding is for low income families for housing assistance, victim
services, etc. The Commissioners acicnowledged the attendance of the Spanish interpreter and that
handouts describing the CDBG program were available in both English and Spanish. The 2009 grant
award is $16�,427.00, which includes a$g,000.00 administrative fee for Grant County.
Commissioner Carter moved to close the public comment portion of the hearing. Commissioner Stevens
seconded and the motion passed unanimously. Commissioner Allison moved to approve the 2008
closeout and the 2oog CDBG grant for the NCCAC; and signed the CDBG Project Summary, the Title VI
Certification, and the 2009 Consultant Agreement between Grant County and the NCCAC. The �
