The Grant County Commissioners session was called to order at 8:go a.m. with all the Commissioners in
attendance with the Clerlc of the Board.
J STRICKLER, ASC UPDATE
Vouchers for indigent defense, insurance, and/or grant administration.
The Commissioners approved the request for a budget transfer of $20,000.0o for BOCC approved SIP
#2007-02, North Lake Crossing Feasibility Study, from the SIP Ending Fund Balance (11g-i55-oo0-000-
508-000-00.00) to SIP Intergovernmental Professional Services (113-155-000-000-552.io.5i.00); and
release/payment of grant award monies in the arnount of $20,000.0o to the Port of Ephrata.
COMMI^�SIONER� WORK SESSION
The Commissioners approved the request from the Sheriffs Office in the amount of $36,000.0o to cover

The Commissioners signed the NCWRSN — Grant County Community Mental Health Services Mental
Health Block Grant Agreement No. 0903 effective October 1, zoo8 through September 30, zoo9.
The Chair of the Board was authorized to sign the Marlc Hedman (Mark Hedman Short Plat) Final Plat
Submission and Review, File #08-5o55-oi.

OPEN RECORD PUBIC HEARING, ASSESSOR'S OFFICE BUDGET EXTENSION
The Commissioners held an Open Record Public Hearing regarding a budget extension request from the
Assessor's Office Fund # ooi, Department # 10� in the amount of $52,665.0o to purchase GIS Software.
Commissioner Carter moved to close the public comment portion of the hearing, Commissioner Allison
seconded and the motion passed unanimously. Commissioner Carter moved to adopt the budget
extension as presented, Commissioner Allison seconded and the motion passed unanimously. The
hearing adjourned. (Resolution No. o8-oyi-CC).

D POHLE, PUBLIC WORKS UPDATE
The Commissioners signed a Resolution to Increase ER&R Budget — In the matter using ER&R funds for
increased fuel costs. (Resolution No. o8-og2-CC).
The Commissioners signed a contract between Grant County and Advanced Excavating, Inc. for the
Doolittle Park Path project, CRP o8-15.
CONSENT AGENDA
Commissioner Allison moved to approve the Consent Agenda, Commissioner Carter seconded and the
motion passed unanimously, as presented below.

Commissioners Office Vouchers
The Commissioners appointed Tim Alling to the Grant County Tourism Commission.
HUMAN RESO URCES
Approved the recommendation for the salary, wage and/or position changes as for Peter Holly,
Grant Mental Healthcare.
SHERIFF'S OFFICE
The Commissioners approved out of state travel request for Deputy Jon Melvin to attend the
2008 Northwest Data Communications Summit in Portland, OR October 23 and 24, 2008.
MISCELLANEOUS
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of $i9.25 and $859�987•6�, as recorded on
a listing and made available to the Board.

County Board of County Commissioners for the appeal of Grant County Planning Department issuance of
a discretionary use permit and a SEPA mitigated determination of nonsignificance. Appellants: Mark and

The Commissioners signed the Notice of Decision: findings, conclusions and final decision of the Grant
County Board of County Commissioners for the appeal of Grant County Planning Department issuance of
mitigated determination of non-significance, shoreline substantial development permit and shoreline
conditional use permit for the Pelican Point Homeowners Association. Appellants: Dr. & Mrs. Kris
Dexter.
The Commissioners signed the Public Works Claims Fund Voucher Approval No. io-i through No, io-73
in the total amount of $369,�25.12, as recorded on a listing and made available to the Board.
The Chair of the Board was authorized to sign the Ron Gear (Laureen Short Plat) Final Plat Submission
and Review, File #08-5105-0�.
As there was no further business to come before the Board the session was continued until October 27,
