The Grant County Commissioners session was called to order at 9:0o am with all the Commissioners in
attendance with the Clerlc of the Board.

T BONNINGTON. CTED HOMELESS GRANT ASSISTANCE CONTRACT EXECUTION
The Chair of the Board was authorized to sign the Homeless Grant Assistance Program Housing Division
Contract Face Sheet between Grant County and the State of Washington Community, Trade and
Economic Development to provide funding for activities related to reducing homelessness through the
North Columbia Community Action Council.
MISCELLANEOUS ITEMS
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 4z.24.o80, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of $1,�54�333•06, as recorded on a listing
and made available to the Board.
The Commissioners signed the Public Works Claims Fund Voucher Approval No. o8-i through No. 08-64
in the total amount of $325,963.03, as recorded on a listing and made available to the Board.
The chair of the Board was authorized to sign the Catherine Lankhaar (Lankhaar Short Plat) File #08-
5060-01, Fina1 Plat Submission and Review.
As there was no further business to come before the Board the session was continued until August 19,
2008.

The session was continued at 9:0o am with all the Commissioners in attendance with the Clerlc of the
Board.
CLOSED RECORD PUBLIC HEARING, DONOVAN FARMS MAJOR PLAT
The Commissioner's held a Closed Record Public Hearing regarding a Preliminary Plat of approximately
io54 acres to create thirty-two (g2) lots in the Agriculture zoning District of Grant County. Twenty-six
(26) lots, ranging between approximately 2.o and 2.9 acres in size, will be fore residential use. Six (6) lots
will be designa�ed for open space. There is an existing train storage area located in Tract z�, and a shop,
pump house, anc� concrete loading dock located in Tract 3i. Only areas without available irrigation water
or that are not farmable due to natural features will be developed for residential purposes.
A Variance (#0�-4931) has been approved by the Grant County Board of Adjustment in conjunction with
this proposal. The subject area is located approximately 6 miles northeast of Moses Lalce, WA, southwest
of the intersection of Road P NE and Road 8 NE, and in portions of Sections 2�, 28, & 34, Township 20
North, Range 29 East, WM, Grant County, WA. (Parcels #x8-oS58-oo0, 19-og89-oo0, #19-0394-000,
#i9-o390-000, #19-o89i-000, #i9-og92-oo0, #i9-o393-000, #18-og69-oo0, #r9-o674-000, & #31-
2994-000). Kevin Richards answered questions of the Board. Commissioner Allison moved to uphold the
Planning Commission recommendation and approve the application as presented, recognizing the 15
Conditions of Approval and 10 Findings of Fact. Commissioner Stevens seconded and the motion passed
with 2 Commissioners in attendance. Commissioner Allison moved to amend i5D to include National
Frozen Foods Corporation, or its successors, processed water farm. Commissioners Stevens seconded and
the motion passed with 2 Commissioners in attendance. The hearing adjourned.

OPEN RECORD PUBLIC HEARING, SHERIFF'S OFFICE BUDGET EXTENSION
The Commissioners held an Open Record Public Hearing regarding a budget extension request from the
Grant County Sheriff's Office Fund #io9, Dept.l5i in the amount of $5,600.0o to pay off the balance
remaining on a seized vehicle using INET Suspense Account Funds. Commissioner Allison moved to close
the public comment portion of the hearing, Commissioner Stevens seconded and the motion passed with
2 Commissioners in attendance. Commissioner Allison was moved to adopt the budget extension as
presented, Commissioner Stevens seconded and the motion passed with 2 Commissioners in attendance.
The hearing adjourned. (Resolution No. 08-o66-CC)
BID OPENING, SIGN RETRO-REFLECTOMETER
Bids were received from the following companies:
Commissioner Allison moved to turn over the bids to Public Works for their review and recommendation,
Commissioner Stevens seconded and the motion passed with 2 Commissioners in attendance.

The Commissioners approved and signed a contract between Grant County and HLT Construction Inc. for
the Beverly Street (CRP o8-04 and Schawana Streets (CRP o8-05) projects; and signed a contract
between Grant County and Conway Construction for the Bridge #ii8, Rd F-NE (CRP o6-06) project.

The Chair of the Board was authorized to sign the Rural Arterial Program Prospectus between Grant
County and the County Road Administration Board (CRAB) for improvements to Rd R-NE, Rd i1-SW,
and Rd 9-NW.
The Commissioners approved the recommendation of the Director to award the Larson Trail (CRP o�-01)
project to Central Washington Asphalt, Inc. in the amount of $263,000.00.
OPEN RECORD PUBLIC HEARING. PORT OF MATTAWA FRANCHISE HEARING
The Commissioners held an Open Record Public Hearing regarding a Franchise Application from the Port
of Mattawa to construct, operate and maintain a wastewater treatment facility on certain County Road
Rights of Ways within Grant County for wastewater pipe, along Rd 24, Rd U, Rd 23, and Rd T.�.
Richard Leitz, Commissioner for the Port of Mattawa, spoke in supporC of the franchise agreement.
Bob Adler, Manager, Port of Mattawa, spolce in favor. Commissioner Allison moved to close the public
comment portion of the hearing, Commissioner Stevens seconded and the motion passed with 2
Commissioners in attendance. Commissioner Allison moved to approve the franchise as presented,
Commissioner Stevens seconded and the motion passed with 2 Commissioners in attendance. The
Commissioners signed the Order Granting this Franchise. The hearing adjourned.

Prosecuting Attorney, per SSB 629�.
HUMAN RESO URCES
Personnel Action Request for Jim Johnson, Grant Mental Healthcare with a separation date of
August 12, 2008.
Personnel Action Request Recommendation for the Sheriffs Office to change the job title of
Administrative Assistant to Chief Administrative Deputy. There is no salary change to this
position.
Recommendation to initiate the Sick Leave Donation Policy for an employee of the SherifPs Office
(Recipient No. 08-05).
As there was no further business to come before the Board the session was continued until August 20,
2009.
