PRELIMINARY PLAT LOCATED 2008 - d��.� CC
IN A PORTION OF THE NORTH
HALF of SECTION 33, TOWNSHIP CHRIS AKERBLADE
21 N. RANGE 26 E. WM. AKERBLADE LONG PLAT
WHElaEAS, the Grant County Board of County Commissioners have been
advised that an open record public hearing was conducted, before the Grant County
Planning Commission on June 4, 2008, in the matter for recommendation of a
Preliminary Plat; said proposal being located in a portion of Section 33, Township
21North, Range 26 East, WM. Grant County, Washington; and,
WHEREAS, the Grant County Planning Commission on June 4, 2008, did
unanimously approve a motion to recommend to the Board of County Commissioners to
approve this Preliminary Plat application with Conditions of Approval; and,
WHEREAS, the Grant County Board of Commissioners held a closed record
public hearing on �- Z 2-- O� ; and,
WHEREAS, the Board of County Commissioners, has reviewed the application
file, staff repoi�t and Planning Commission recommendation; and,
WHEREAS, the Board of County Commissioners has found that the preliminary
plat will not adversely effect the health, safety, and general welfare of the public in the
vicinity of the proposal; and,
WHEREAS, the Board of County Commissioners has found that the proposal is
consistent with the Grant County Comprehensive Plan, the Unified Development Code,
other land use regulations, including SEPA; and,
WHEREAS, the Board of County Commissioners has found that the public use
and interest will apparently be served by the Preliminary Plat and;
WHEREAS, tha proposed development application and preliminary plat
application meets the applicable requirements of Unified Development Code, and is
consistent with the requirements as listed in Chapter 23.04 (b) Determination of
Consistency with the Comprehensive Plan as determined by the Administrative Official.
WHEREAS, the preliminary plat meets all applicable criteria as listed in the
Unified Development Code under Section 23.04, Zoning and Title 22, Subdivisions/Plats
and;
WTiEREAS, the Administrative Official/designee has issued a Mitigated
Determination of Non-Significance for this proposed development on May l, 2008 and;

NOW, THEItEFORE, BE IT HEREBY RESOLVED, THAT the Board of
County Commissioners for Grant County, Washington approves by this Resolution, and
with the attached conditions of approval listed below, the preliminary plat for Chris
Akerblade in a portion of Section 33 Township 21 North, Range 26 East, Willamette
Meridian, Grant County, Washington.
CONDITIONS OF APPROVAL
1) Development shall be in compliance with the Washington State Environmental
Policy Act, the Grant County Comprehensive Plan, the Grant County Unified
Development Code, i;he Growth Management Act, the Grant County
Comprehensive Plan , the State Environmental Policy Act, and all applicable
local, state, and federal regulations, rulings or requirements.
2) Proposal shall comply with all requirements deemed necessary by the Grant County
Health District, by the Washington State Department of Health, and the Washington
State Department of Ecology regarding domestic water supply, sewage systems and
storm water control and treatment including, but not limited to; RCW 90.48.080
Discharge of Polluting Watar Prohibited; WAC 173-201, Surface Water Standards;
WAC 173-201A, Ground Water Quality Standards; and, WAC 246-272, On-Site
Sewage Systems.
3) If any Native American Grave site(s) or archaeologicaUcultural resources (Indian
Artifacts) are found all construction activity shall stop and the owner/developer shall
immediately notify the Grant County Planning Department, the Colville Confederated
Tribes and the Washington State Office of Archaeology and Historic Preservation.
4) Approval of the plat shall be contingent upon conformance with all applicable land
use rules and regulations in effect at the time the application was technically
complete, which in this instance was April 17, 2008.
5) During road grading and/or construction activities, county roads shall be maintained
clear of soil and rocks at the point of ingress / egress.
6) This proposal shall comply with the requirements of GCC 23.12.080 Clearing,
Grading and Drainage Standards, including but not limited to:
a) Clearing and grading activities shall be conducted so as to minimize
potential adverse effects on offsite property.
b) All development shall ensure that soil erosion and sedimentation of
drainage-ways will be controlled to prevent damage to adjoining
properties.
c) Surface drainage shall not be directed to or discharged onto County Roads
or ditches wiihin County right-of-ways unless approved by the County
Engineer.

7) This proposal shall comply with the requirements of GCC 23.12.100 Road Standards,
including but not limited to:
a) Road names shall be approved by the Grant County Emergency Services
Department and shall be established using the addressing and grid system
delineated in GCC 10.3.
8) Development shall comply with all requirements of the Grant County Assessor's
Of�ce.
9) Development shall comply with all requirements of the Grant County Public Works
Department including, but not limited to:
a) Provide a plat check fee of $200.00 for Major plats.
b) Scale should be a minimum of 1" = 100'
c) Provide vicinity maps with all local access roads labeled.
d) An approach shall be obtained prior to a building permit.
e) Provide a plat certificate from the title company for all land being
dedicated to Grant County
� A hatched "no access area" shall be added to Lot 1 starting at the
Northeast corner extending 50' in both directions. Access shall be to C.5
N. W,. only a note shall be added to the face of the plat stating this.
g) Label all Right-of-way dimensions or make notation
h) Show adjacent subdivisions on the face of the plat.
i) A hatched no access area shall be added to Lot 3 starting at the Northwest
corner extending 50' in both directions. Access shall be to C.5 N.S. only a
note shall be added to the face of the plat stating this.
j) A hatched no hatch area shall be added to Lot 9 starting at the Southwest
corner extending 50' east.
k) A hatched no access area shall be added to Lot 9 starting at the Southwest
corner extending 50' east
1) Lot 11 shall not contain any residential dwellings until Road 12.8 N.W. is
constructed to County Standards for Private Roads west of intersection of
12.8 N. W. and C.5 N. W.
10) Development shall comply with all requirements of the Grant County Health
District, including, but not limited to:
Lots 8, 9, 10 and 1 have a restricted area for drainfield installation because of rock
outcroppings. If area designated by site registration is not available for
installation of the drainfield, an alternative area either may not be present or will
require a more costly design.
The lot size is adequate for a homesite with private well on each lot. The Health
District has not reviewed this plat for compliance with RCW Chapter 19.27
regarding feasibility of individual wells as the water source.
11) Development shall comply with all requirements of the Grant County Planning
Planning Depar�meni, including but not limited to:

a) Comply with all requirements listed in UDC Chapter 22.04 Article V Final
Subdivisions And Short Subdivisions.
b) Comply with all raquirements listed in the SEPA Mitigated Determination of
Non-Significance issued by Grant County.
c) Designate on plat map the area to be set aside as "open space".
12) Development shall comply with all requirements of the Grant County Building and
Fire Marshal, including, but not limited to:
a) All real development shall comply with all applicable local, state and federal
codes.
"FINDINGS OF FACT"
(1) The proposed subdivision does / does not meet the applicable requirements
of UDC Chapter 22.04 "Subdivisions and Plats";
(2) The proposed subdivision does / does not serve the public use and interest;
(3) The proposed subdivision does / does not comply with the Comprehensive
Plan, the Shoreline Master Program, the zoning code and other land use
regulations, and SEPA;
(4) The proposed subdivision does / does not comply with health requirements
for sewage disposal and potable water supply;
(5) The proposed subdivision does / does not contain an accurate legal
description of the lots being created, and the roads and easements therein;
(6) The proposed subdivision does / does not comply with Grant County
regulations pertaining to roads, utilities, drainage, access for emergency
vehicles, and other infrastructure improvements;
(7) The best available science has / has not been considered in the final
decision regarding the preliminary plat.
(8) The proposed subdivision does/does not comply with all requirements of
the United States Dept. of the Interior, the Bureau of Reclamation, and/or a
recognized Irrigation District when the proposed preliminary plat is within
the boundaries of an Irrigation District.
(9) The proposed subdivision does/does not appropriately identify and protect
critical areas pursuant to GCC, Chapter 24.08.
