Request from Emergency Management to transfer Homeland
Security grant funds (project o�1) in the amount of $8,000.00
dedicated to the Law Enforcement Terrorism Prevention Program to
the Sheriffs Office. The SherifPs Office will utilize these funds to
purchase additional Communications Equipment for their
communication van.
Budget extension request from the SherifPs Office in the amount of
$5,600.0o to pay off the remaining balance owed on a civilly seized
200o GMC pickup, using INET Suspense Account funds

Budget extension request from the Prosecuting Attorney in the
amount of $g2,000.00 to receive grant funds from the Washington
State Department of Community, Trade and Economic Development.
These funds are to support victim/witness personnel whose primary

CLOSED RECORD PUBLIC HEARING, HARVEY OTTMAR MINOR ZONE CHANGE
The Commissioners held a closed record public hearing regarding a minor rezone application from
Harvey and June Ottmar to rezone the western portion (approx. 600') of parcel no. ig-o48i-000 from
Rural Urban Reserve to Urban Commercial 2. The location is i2115 Wheeler Rd, which is a portion of the
NW quarter of S 19, T 19 N, R 29 E, Farm Unit 89, Irrigation Blocic 4i, W M. Commissioner Allison
moved to uphold the Planning Commission recommendation and approve the application as presented,
recognizing the 10 rindings of Fact. Commissioner Carter seconded and the motion passed unanimously.

CLOSED RECORD PUBLIC HEARING, CHRIS AKERBLADE PRELIMINARY PLAT
The Comrnissioners held a Closed Record Public Hearing regarding a Preliminary Subdivision application
from Chris Akerblade to subdivide 98.98 acres into ii single family residential lots in the Rural
Residential2 and 3 zoning districts. The site is located west of Dodson Rd, and will front on County
Roads C.5-NW and i2.9-NW, south of Ephrata. The property is located in a portion of the north half of S
33� T 2i N, R 26 E, W M(Parcel no. i6o9o2000). Commissioner Carter moved to uphold the Planning
Commission recommendation and approve the application as presented, recognizing the i2 Conditions of
Approval and the 9 Findings of Fact. Commissioner Allison seconded and the motion passed
unanimously. The hearing adjourned. (Resolution No. 08-o57-CC)

OPEN RECORD PiJBLIC HEARING. 6 YEAR TRANSPOI�TATION PItOGRAM
The Commi��ioners held an Open Record Public Hearing to adopt the Comprehensive Six Year
Transportation Improvernent Program for the years 2009 — 2oi4. The total program is estimated at
$37�556.000.00. The director discussed a few of the highlighted projects. Commissioner Allison moved
to close the public comment portion of the hearing, Commissioner Carter seconded and the motion
passed unanimously. Commissioner Carter moved to approve the 6 year transportation program as
presented, Commissioner Allison seconded and the motion passed unanimously. The hearing adjourned.

MISCELLANEOUS ITEMS
The Chair of the Board was authorized to sign the State of Washington Department of Corrections Worlc
Project Description (Contract No. C000�22z) for their offender Community Restitution Crew to perform
general labor, grounds keeping, general building maintenance, and facility upgrading. The project period
is from July 2008 through July 2009.
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of $998�341•99 as recorded on a listing and
made available to the Board.
As there was no further business to come before the Board the session was continued until July �3, �008.

Commissioner Allison moved to turn over the bids to Vern Cummings, Facilities Manager, for review and
recommendation. Commissioners Carter seconded and the motion passed unanimously.
MISCELLANEOUS ITEMS
The Commissioners approved and signed Resolution No. 08-o59-CC in the matter of Stuhlmiller Fire,
July 22, zoo8 and declared an emergency due to the impacts suffered from the wild land fire throughout a
portion of Grant County.
The Commissioners approved and signed an Impact and Mitigation Fee Agreement between Grant
County, by and though Public Works, and Ronald Gear for Parcel No. i61682o341ocated in the East half
of the West half of the southeast quarter of the northeast quarter of S 2�, T 2o N, R 2� E, W M.
