The Grant County Commissioners session was called to order at 9:0o a.m. with all Commissioners in
attendance with the Clerk of the Board.
OPEN RECORD PUBLIC HEARING, READOPT AND EXTENSION OF INTERIM CONTROLS
The Commissioners held an open record public hearing to extend the ordinance relating to the adoption
of Interim Official Controls temporarily amending the Unified Development Code (UDC) by
implementing interim zoning designations consistent with the Land Use Designations approved by the
Eastern Washington Growth Management Hearings Board, as adopted in Resolution No. 04-oo7-CC.
Staff is currently working on the County-Wide Rezone of Grant County. This will be submitted to the
Planning Commission on Apri14, and then forwarded to the BOCC there after.
Commissioner Carter moved to close the public comment portion of the hearing, Commissioner Allison
seconded and the motion passed unanimously. Commissioner Allison moved to adopt the Ordinance as
presented, Commissioner Carter seconded and the motion passed unanimously. The hearing adjourned.

MISCELLANEOUS ITEMSc
The Commissioners approved request from Alan White to attend a seminar on management and
supervision of a public defender office in Kentucky on March 26-28, 2008.
The Commissioners appointed Allan Fox and Jack Hennigh to the South Banks Lalce Mosquito Control
District #3.

The Commissioners approved and signed the Professional Services Agreement for legal representation of
indigent individuals in Grant County District Court full time contractors between Grant County and
Paulette Burgess.

SHERIFF'S OFFICE
The Commissioners denied the request to for a budget extension in the amount of $6,065.0o to purchase
a Commercial Electric Stove. The Board requested them to use existing funds and if needed approach
them for a budget extension later on in the year

A motion was made by Commissioner Allison, seconded by Commissioner Stevens, to turn over the bids
to Public Worlcs for review and recommendation. The motion passed unanimously.
D POHLE, PUBLIC WORKS UPDATE
The Commissioners approved the authorization to call for bids for Herbicide Materials 2008. The bid
opening will be held on March 18, 2008 at i:45 p.m.
The Commissioners signed the contract for fuel purchases 2008 between Grant County and CHS, Inc.
(Quincy).
The Commissioners signed the contract for equipment contract 2008-03 between Grant County and Mid
Mountain Machinery, Inc.
The Commissioners signed the contract for equipment contract 2008-02 between Grant County and
Rowand Machineiy, Inc.
The Commissioners signed the contract for equipment contract 2008-06 between Grant County and Sun
City Auto, Inc.
The Commissioners signed the contract for equipment contract 2008-02 between Grant County and
Central Machinery Sales, Inc.
The Commissioners signed the contract for fuel purchases 2008 between Grant County and Cenex
Harvest Sales, Inc. (Moses Lake).

TAX GENERAL OBLIGATION BONDS 2008
The Commissioners held an open public meeting to consider Resolution No. o8-oi2-CC Resolution
authorizing the issuance and sale of limited tax general obligation bonds of the County in the aggregate
principal amount of $2,210,000.0o to finance certain 'rmprovements to the County Fairgrounds;
providing the date, form, terms, maturities, and redemption provisions of the bonds; providing for the
disposition of the bond proceeds; providing for the annual levy of taxes to pay the principal of and interest
on the bonds; and authorizing the sale of the bonds.
Jack McLaughlin discussed the bond. Deanna Gregory discussed the action item needed to finish the
project financing. Grant County Resolution No. o8-oi2-CC culminates the entire project financing for the
Fairgrounds Project. If all of the funds are not used for this project, left over monies can be used for other
capital projects authorized by the Board.
Commissioner Stevens moved to approve Resolution No. o8-oi2-CC as presented, and signed the
Bond Purchase Agreement. Commissioner Carter seconded and the motion passed unanimously.

2008.

MI�CEI.I.ANEOUS ITEIVIS:
The Chair of the Board signed the Delegation of County Legislative Authority to Serve on Canvassing
Board form designating LeRoy Allison to serve.
The Chair of the Board signed the professional architectural/engineering services contract between Grant
County and DOH Associates for the Mental Health Rehabilitation Center.
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of $i,6�1,458•41, as recorded on a listing
and made available to the Board.
The Commissioners signed the Public Worles Payroll Journal for the month of February, 2008.
LeRoy Allison (Finance Committee member) signed a statement certifying that during the period of
January �, 200� through December 3i, 200�, no public funds under their control were invested in any
institution in which he held an office, directorship, partnership interest, or ownership interest, from the
Public Disclosure Commission.
