The Grant County Commissioners session was called to order at 9:0o a.m. with all the Commissioners in
attendance with the Clerk of the Board.
BID OPENING, COUN'TY PAPER OF RECORD
The Commissioners held a bid opening for the County Paper of Record. Bids received were:
Columbia Basin Herald -$2.99 per column inch. This includes publishing on their
website. Their letter stated that a certified statement of paid circulation was enclosed
BiTI' there was no other paperwork included;
Grant County Journal -$2.59 per column inch. Their letter stated that the paid
circulation inside Grant County is 2,846 households.
Commissioner Carter moved to hold these 2 bids for review, and a decision will be made at a meeting on
the ist day of April, 2008. Commissioner Allison seconded and the motion passed unanimously.

The Chair of the Board was authorized to sign the following Final Plat Submission and Reviews:

The Grant County Commissioners session was called to order at 9:0o a.m. with all the Commissioners in
attendance with the Clerk of the Board.
OPEN RECORD PUBLIC HEARIIVG. GRANT MENTAL HEALTHCARE AND SHERIFF'S
OFFICE BUDGET EXTENSION
The Commissioners held an Open Record Public Hearing regarding the following budget extension
requests:
Grant Mental Healthcare Fund #�08, Department #15o in the amount of $64,600.00
for Lobby Construction, Tools and Equipment, Panic System, Fencing, and Community
Frameworlts Project missed in the 2008 budgeting cycle
Sheriff's Office Fund #ooi, Department #i15 in the amount of $30,000.0o to purchase
a new vehicle for the inmate litter crew using a grant from the Department of Ecology
Sheriff's Office Fund #001, Department #114 in the amount of $6�,935•0o to purchase
a new jet boat using a grant from the WA State Parks Department. The County is
required to meet this purchase at 25%.
Commissioner Carter moved to close the public comment portion of the hearing, Commissioner Allison
seconded and the motion passed unanimously. Commissioner Carter moved to adopt the budget
extensions as presented, Commissioner Allison seconded and the motion passed unanimously. The
hearing adjourned. (Resolution No. o8-oag CC).

The Commissioners approved and signed an Authorization to Call for Bids on Ephrata Landfill Closure.

The Commissioners approved and signed an Authorization to Call for Bids on E-NW Road, CRP o6-05
RAP Project #lgog-o1. The Bid Opening was set for Apri115, 2008 at i:3o p.m.

The Commissioners signed the contract between Grant County and Chet's Honda, Quincy, for Equipment
Contract 2008-09.
The Commissioner signed the contract between Grant County and NRC Environmental Services, Spokane
for Ephrata Landfill Drum Removal project.
The Comm.issioners signed the Request to the County Road Department for Reimbursable Worlc with the
Town of Wilson Creek for crack sealing.
The Chair of the Board was authorized to sign the Igital Submittal Certification — County Road
Administration Board Reports for 200� for the following certifications:
• Traffic
• Fish
• Annual Certification

Request for out of state travel for 2 employees to assist clients to Silverwood Therne Park in
Hayden Lake, ID on May 9, 2008.
Request for signature on an Exhibit B, Revision #2 agreement between Grant County
Developmental Disabilities and the State of Washington Department of Social and Health
Services (Division of Developmental Disabilities) to provide additional support hours at a higher
rate to g people currently served by the Directions in Community Living program.
SHERIFF'S OFFICE
Request for out of state travel for Deputies Scott Granger and Jason Mitchell to attend an "ASI
ATV Instructor Course" in Colton, CA from March gi-Apri15, 2008,

The Commissioners approved Thursday, Apri124, 2008 as Take our Daughters and Son� to Work

The Commissioners signed Resolution No. 08-ol�-CC in the matter of approving a Reasonable Use
Exception from Benjamin Addink to allow the development of a single-family dwelling on a 4.48-acre
parcel in the rural residential r zone, located in S 34, T 2i, R 26 E, W M.
The Commissioners signed Resolution No. oS-oi8-CC in the matter of approving a plat alteration of
Lot i of McNamara Short Plat located in a portion of Farm Unit i37, Irrigation Blocic �01 in the SW
quarter of S i4, T 22 N, R 26 E, W M for Tim McNamara.
The Chair of the Board was authorized to sign the Equal Employment Opportunity Commission State and
Local Government Information agreement.

and made available to the Board.
The Commissioners signed the Public Works Claims Fund Voucher Approval No. 03-1 through No. og-68
