The Grant County Commissioners session was called to order at 9:0o a.m. with all the Commissioners in
attendance with the Clerk of the Board.
OPEN RECORD PUBLIC HEARING, CRESCENT CA1�TI'ON DEVELOPMENT LLC
The Commissioners held an Open Record Public Hearing regarding an application for Open Space
Reclassification frorn Crescent Canyon Development LLC. Assessor Grammer stated that this application
is for i8.92-acres that the proponent wants to keep open for public use. The Assessor approves this
application. Commissioner Carter moved to close the public comment portion of the hearing,
Commissioner Allison seconded and the motion passed unanimously. Commissioner Carter moved to
approve the application as presented, Commissioner Allison seconded and the motion passed
unanimously. The hearing adjourned. The Chair of the Board was authorized to sign the application.
GRANT MENTAL HEALTHCARE UPDATE
The Commissioners signed the £ollowing:
Core Provider Agreement between Department of Social and Health Services and Grant Mental
Healthcare to reimburse GMHC for covered medical services, equipment, and supplies they
provide to eligible clients.
InteragencyAgreement (No. IAAo8g1o) between Washington State Office of Public Defense and
Grant County to reimburse the County for one felony credit in return for assigning a county
contract adult felony public defender to represent a Juvenile on a Superior Court case.
MISCELLANEOUS
As of this date the Board by a majority vote does approve for payment those vouchers as presented by the
Grant County Health District: Payroll Vouchers No. i— 4, and General Fund Vouchers No. 5— 57, in the
amount of $1,6,44i.13, as recorded on a listing and made available to the Board.
As there was no further business to come before the Board the session was continued until Apri18, zoo8.

The session was continued at 9:0o a.m. with all Commissioners in attendance with the Clerlc of the Board.
OPEN RECORD PUBLIC HEARING SHERIFF'S OFFICE BUDGET E%TENSION
The Commissioners held an open record public hearing regarding a budget extension for request from the
Sheriff's Office in the amount of $2,544•0o to receive a grant froin the WA Traffic Safety Commission for
the infraction issued in school zones, and to purchase a Kustom Signals Golden Eagle Radar Unit for a
sixth motorcycle using these funds. Commissioner Carter moved to close the public comment portion of
the hearing, Commissioner Allison seconded and the motion passed unanimously. Commissioner Carter
moved to adopt the budget extensions as presented, Commissioner Allison seconded and the motion
passed unanimously. The hearing adjourned. (Resolution o8-o2o-CC).
D POHLE, PUBLIC WORKS UPI)ATE
The Commissioners signed a contract between Grant County and Rowand Machinery Company for
Equipment Contract 2oo8-xi.
The Commissioners signed the Authorization to Call for Bids for Road District z Shop Facility and set the
bid opening date for May 6, 2008 at 1:3o p.m.
The Commissioners approved recommendation of the director to award the herbicide contract to Helena
Chemical Company in Moses Lake in the amount of $i73�894•0l.
The Commissioners signed two Requests to the County Road Department for Reimbursable Work with
the City of Soap Lake and Royal City

Strategic Infrastructure Program (SIP) Advisory Committee Project Review/Recommendations
for Commissioner approval on the following projects:
• Approved 2008-03 City of George Water System Improvements, Grant Funding
$60,000.00
• Approved 2008-04 Port of Mattawa Wastewater Treatment Facilities, Grant Funding
$i5o,000.0o and Loan $ ioo,000.00
• Approved 2008-02 City of Royal City Golf Course, recommendation to deny as it does not
meet SIP criteria
• 2oo8-oi Coulee Community Hospital Tnfrastructure Work, Grant Funding $400,000.00,
with a contingency that if the Construction Bid comes in for less than the Engineer's Estimate,
the SIP Grant commitment will be reduced by the difference between the Engineer's Estimate
and the Construction Bid. The Commissioners declined this recornmendation and
approved a$i5o,000.0o grant and $ioo,000.00 loan.

Special Occasion License Application for Big Bend Community College Foundation, 7662 Chanute

State of Washington Invoice Voucher, Department of Community, Trade and Economic
Development, CDBG Contract No. 08-64008-02, Payment Request #1 as certified by the North
Columbia Community Action Council ("NCCAC") in the amount of $28,508.11.

Out of State Travel request for Darla Boothman to attend an Anasazi Software National Alliance
Conference from May i2-i5, 2008 in Tempe, AZ.
Out of State Travel request for Yolanda Reyes and Heidi Gephart to attend the Annual Convening
of Crisis Intervention Personnel conference from May 9-i1, 2008 in Chicago, IL.

The Chair of the Board was authorized to sign the Darwin (Bud) Westphalen (Marine View Heights
Division #i Replat of Lot 10, Block 4) Submission and Review, File #0�-4847-02.
Recommendations to appoint LaDell Yada, Moses Lake, to the Housing Authority of Grant County and
letter of appreciation for service to Larry Peterson who has resigned irom the Housing Authority of Grant
County.
Recommendations to re-appoint Larry Schwab, 011ie Click, Andrew Bechyne, Bob Russell and Mike
Mulliken to the Grant County Fairgrounds Facility Advisory Committee.
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of $i,o62,8�6.i� as recorded on a listing
and made available to the Board.
The Commissioners signed the Public Works Claims Fund Voucher Approval No. o4-i through No. o4-1i5
in the total amount of $i,5o9,ii4.oi, as recorded on a listing and made available to the Board.
