W�EREr�S, the �oard of County Commissioners of Grant
County ha�ve been advised by the Cxrant County Planning Commission that an open
record public hearing was conducted an Apri12, 2008, at 7:00 pm, on the matter of
creating two (2) lots from Lot #21 of the Valley Centra0l Plat, located in a portion of
Section 17 Township 19North; Range 28 East; Willamatte Meridian, Grant County,
Washington; (Parcel: #12-1090-021 and,
WHEItEAS, th� Crrant County Planning Commission on Apri12, 2008, made a
unanirnous recommendation of approval td the Board of County Commissianers; and,
WHEREAS, the G�-ant County Board of County Cammissipner� held a c�osed
record public hearing on, _���__ /��� 2008; and,
WHEREAS, the Board af County Cammissioners have made a decision to
uphold the recommendation to approve the proposed plat alteratian contingent upon
conformance with the aonditians of approval listed herein and in �he staff report
presented by the Project P1a�ner; and,
'V6VHEREAS, the Board oi County Commissioners have been advised by the
Planning Department that the subject parcel currently is vacant; and,
WHEAEr�S, the Board of County Comnnissio�ers have be�n adv�sed by the
Planning Departme�nt that the subject rsplat was processed in accordance with the
:requirements of the Grant Caunty Code, Chapter 22.04 "Subdivisians and Plats," Chapter
23.12 "Devalopinent Standards," and C�.apter 25,04 "Pe�•mit A�plication Review
Procedures;" and,
WHER.EA,S, the Board of County Commissioners have been advised by the
Planning Department that pursuant to Crrant County Code, Chapter 24,08, cr�tical areas
raview :Jaas perFormed and that the subject parcel does not appear to lie in any de�ignated
areas and,
WHEREAS, the Board of County Commissioners has found that the subject
proposal lies in the Urban Residential2 Zoning District and corresponding
Comprehensive Plan Land-LTse Designation and thus is consistent with the underlying
zoning district as required by Grant County Code and RCW 36.70A; and,
WHEIZEAS, the Board of County Commissioners have found that the public use
and interest will apparently be served by the raplat; and,
WHEREAS, the Board of County Cammissioners have found that the proposal
will not adversely effect the health, safety, and general welfare aF the public in the
vicinity of the proposal; and,
NOW, THEItEFORE, BE IT HEREBY RESOLVED TI3AT the Board of
County Commissioners for Grant County, Washington, approvas by this Resalution, a
plat alteration to create two lots from Lot #21, Valley Central Plat, located in a portion of
Section 17 T'ownship 19 North; Range 28 East; WillametCe Meridian, Grant County,
Washington; (Parcel # 12-1091-021), and;
CONDITIONS OF APPROVAL:
1) The Propasal shall be in compliance with the Crrant County Comprehensive Plan,
the Grant County Unified Dev�lopment Cade, the Growth Management Act, the
Washington State Environmental Policy Act, the Grant County Unified
Development Code, the Grant County Resource Lands and Critical Areas
Development Urdinance and all other applicable �'ederal, state, and lacal
regul�.tions, rulings or requixements,.
2) Praposal shall comply with all requirements deemed necessary by the Crrant
County Health D�strict, the Washington State Department of Health, and the
Washington State Department aiEcology regarding domestic water supply,
sewage sysiems and storm watex control and treatment including, but not lirnited
to; RCW 90.48.080 Disc�arge of Polluting Water Prohibzted; WAC 173-201,
Suriace Watex Standards; WAC 173-201A, Ground Water Quality Standards;
and, WAC 246-272, On-Site Sewage Systems,
3) Proposal shall comply with a�1 requirements afthe C�•ant County Fire Marshal and
shall comply with the Gxant County Fzre Flow Guidelines, the Uniform Building
Cade, Unifprm Fire Code and all a�her applicable rec�uirements for fire protectian,
�4) If any Native American Grave site(s) or archaeological/cultural resources (Indian
Artifacts) are found, all construction activity shall stop and the owner/developer
shall immediately notify the Grant Caunty Planning Department, the Colville
Tribe, and the Washington State Office of Archaeology and Historic Preservation,
5) Preliminary I�e-plat approval shall be coz�tingent upon canformance with all
applicable land use rules �nd regulatians in effect per the Unified Development
rode.

6) De�velapment shall comply with Crrant County Unified Development Code
Chapter 22.04 Article 5"Final Subdivisions and Short Subdivisions,"
7) Development shall comply with all requirements of the Grant County Auditors'
Office.
8) Development shall comply with all requirements of the Grant County Public
Works Department incXuding but not limited to:
A) Provide replat checic fee of $50.00.
B) Provide an accurate vicinity map with all local access roads. (Roads on
Vicinity map do not ma�ch roads on face of plat). Also roads on vicinity
map are not accurate as far as lacation and names.
C) A plat certificate is required for dedicated lands.
D) An approach permit must be obtained prior to a building permit,
E) Show adjacent subdivisions on the face ofthe plat..
F) Provide USBR. data,
G) Label all Right-of-Way dimensions or mak� natation,
FINDINGS OF FACT
1, Meets the applicable rec�uirements of UDC Chapter 22.04 "Subdivisions and Plats";
2. Serves the public us� and interest;
3. Complies with th� Comprehensive �'lan, the Shoreline Master Program, the zoning
code and other land use re�;ulations, and SEPA;
4, Complies with Health District requirements for sewage disposal and p�table water
supply;
5, Contains an accurate legal description of the lots being created, and the rnads and
easements therein;
6, Complies with Grant County and, where applicable, State Department oi
Transportation regulations pertaining to roads, utilities, drainage, access for
emergency vehicles, and other infrastructure improvements;
