The Grant County Commissioners session was called to order at 9:0o am with all Commissioners Stevens
and Carter in attendance with the Clerk of the Board. Commissioner Allison was out and excused.

The Commissioners approved item i as listed above and set a public hearing to recognize the Washington
State CASA grant funds in the amount of $�oo.00 for July 8, 2008 at 4:0o pm.

CLO�ED RECORD I'UBLIC HEARING PENHALLURICK PRELIMINARY PLAT FOR GROVE
ESTATES
The Commissioners held a closed record public hearing regarding a preliminary subdivision of 23.i8 acres
into 34 single family residential lots for the development of the preliminary pla� of Grove Estates in the
Urban Residential2 zoning district. The site fronts on the west side of Valley Rd and the south side of
Grove Rd NE in Cascade Valley, near Moses Lalce. Location is a portion of the North half of the SE
quarter of S 20, T i9 N, R 28 E, W M Grant County. Commissioner Carter moved to uphold the Planning
Commission recommendation and approve the application as presented, recognizing the 12 Conditions of
Approval and the �7 Findings of Fact. Commissioner Stevens seconded and the motion passed with 2
Commissioners in attendance. The hearing adjourned. (Resolution No. 08-o4o-CC)
CLOSED RECORD PUSLIC HEARING AVILA LAND LLC MINOR ZONE CHANGE AND
SEPA REVIEW
The Commissioners held a closed record public hearing regarding a minor zone change application from
Avila Land LLC to change one parcel totaling approx. 163-acres with a designation of Agricultural
Resource to Rural Residential i. Location is identified as Farm Unit i6i lock 4o and lies north of the City
of Moses Lake on the east side of Rd K-NE, just north of Rd 6-NE, and is a portion of S 36, T 2o N, R 28 E,
Grant County (Parcel no. i9-o328-000). Staff passed out the Planning Commission minutes for the
Board to review. Commissioner Carter moved to uphold the Planning Commission recommendation and
approve the application as presented, recognizing the 9 Findings of Fact. Commissioner Stevens
seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned.

OPEN RECOI�D PUBLIC HEARING EMERGENCY MANAGEMENT BUDGET EXTENSIOloT
The Commissioners held an open record public hearing regarding a budget extension request from the
Department of Emergency Management in the amount of $�60.0o to purchase materials for the Address
Marker Prograrn. Commissioner Carter moved to close the public comment portion of the hearing,
Commissioner Stevens seconded and the motion passed with 2 Commissioners in attendanee.
Commissioner Carter moved to adopr the budget extensions as presented, Commissioner Stevens
seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned.

Pursuant to RCW 42.30.110 (�) (i) Commissioner Stevens opened the executive session at io:o9 a.m. to go
until io:go a.m. Commissioners Stevens closed the session at 10:3o a.m.
D POHLE, PUBLIC WORKS UPDATE
The Commissioners signed Resolution No. o8-og8-CC in the matter of initiating a county Road
Project designated as CRP o8-24b for Roads K-SW and 12.5-SW.

Commissioner Carter moved to approve the Consent Agenda, Commissioner Stevens seconded and the
motion passed with 2 Commissioners in attendance as presented below:

GRANT MENTAL HEALTHCA R F
First Amendment to the Agreement Number o802 between North Central Washington Regional
Support Networlc and Grant County to amend the interagency Medicaid agreement.
TRF.,ASURER'S OFFICE
Request to create a new fund called Fire District #5 LTGO Bond (66g-oo5-oio) for their annual
debt payment. (Resolution No. o8-o4g-CC)
MISCELLANEOUS ITEMS
The Commissioners approved the request from the Fairgrounds for an operating transfer in the amount of
$45�250.0o to process expense vouchers and payroll liability.
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of $i,29o,683.�2, as recorded on a listing
and made available to the Board.
The Commissioners approved the recommendation of the Technology Services Director to purchase 2 new
servers for the new accounting system: Accounting SQL Database Server $28,900.0o and an Accounting
Applications Server $22,900.00.
The Commissioners approved the recommendation of the Grant County Horticultural Pest and Disease
Board to appoint Curtis Wilkinson and Craig Cleveringa to this Board.
As there was no further business to come before the Board the session was continued until June 2g, 2008.
