HomeMy WebLinkAboutMinutes - BOCC i I MINUTES GRANT COUNTY BOARD OI' COMMISSIONERS � MONDAY MAY 4 2015 � The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance. 8:30 a.m.—9:00 a.m, Elected Official Roundtable Meeting 9:OOa.m.—9:20 a.m, J Stricl<ler,ASC Update and Misc BOCC Action � A motion was made by Commissioner Swartz, seconded by Commissioner Carter,to approve items 1 through 5 and 7 through 9 on the ASC Agenda. Item 6 was not ready for signature. The motion passed unanimously, 1. Possible vouchers for Interfund Communications, insurance, legal services,grant administration, � etc. (Approved) ' 2. Anticipating: 2015 Health Services Agreement(Grant County Jail) between Grant County, by and between the Grant County Sheriff's Office, and the Correctional Medical Associates (CMA). The Agreement is for the provision of reasonable and necessary basic medical care to inmates of the Grant County Jail and/or satellite Work Release Facility. Term is from date of final party's signature to December 31, 2015. (Appraved) 3. 2015 Health Services Agreement(Grant County Youth Services) between Grant County, by and between the Juvenile Court and Youth Services department, and the Correctional Medical Associates (CMA). The Agreement is for the provision of reasonable and necessary basic medical care to detainees at Youth Services. Term is from date of final party's signature to December 31, 2015. (Approved) 4. Letter of Agreement between Grant County, by and through the Grant County Tourism Commission, and Marpon Resort for the placement of a Tourism Kiosk on the Marpon property. The agreement is in effect from the date of signature to April 30, 2020. (Approved) 5. Letter of Agreement between Grant County, by and through the Grant County Tourism Commission, and Live Nation for the placement of a Tourism Kiosl<at the Gorge Amphitheater. � The agreement is in effect from the date of signature to April 30, 2020. (Approved) 6. Anticipating: Lease agreement between Grant County, by and between the Grant County Fairgrounds, and the Moses Lake Gun Club, Inc.for use of county property located at the Fairgrounds off of the east parking lot, off of Paxon Road, Moses Lake. Term is date of signature to March 31, 2018, (Not ready for signature) 7. Grant County Invoice on Administrative Services Coordinator's General Program Administration on the Washington State Department of Commerce CDBG Public Services Grant No. 14-65400- i 005. The admin fee for this grant is$3,000 and covers the period July 1, 2014 through June 30, � 2015. (Approved) 8. Grant County Payment Request#16 to Washington State Department of Commerce on Consolidated Homeless Grant (CHG) No, 14-46108-10, administered through the Grant County Housing Authority, in the amount of$36,751.69. Construction for the new county storage building project, in the amount of$88.299.96. Term is upon signature through the substantial completion date of August 30, 2015. (Approved) 10:00 a.m.—10:15 a,m. Commissioners Office Safety Meeting 10:30 a.m.—10:45 a.m. Citizen Public Comment Period Glen Carrigan came to discuss the building in which they have their Antique Tractor Pull every year at the Fairgrounds. Mark Valentine, Vice President of the Columbia Basin Antique Power Club also came to discuss their event at the Fairgrounds, the Antique Tractor Pull at the Ardel Pavilion at the Grant County Fairgrounds and that the ventilation is not good in this building. He stated the club donated $1,000 approximately 3 years ago to build better ventilation but nothing has been done as of yet. They would like to see this project begin soon and are willing to donate another$1,000.00. Commissioner Carter showed a picture of an event at the Fairgrounds where a truck was putting out quite a bit of diesel smoke. Commissioner Swartz mentioned how badly the smoke collects on light fixtures which need to be cleaned. Glen Carrigan stated their members would volunteer to assist with this project. The Cornmissioners will speak with the Fairgrounds Manager about the ventilation project and get back to them. 11:00 a.m. —11:20 a,m. The Commissioners approved and signed the Grant County Payroll Authorization form for the May 1, 2015 payroll. Execution of Contracts: Bridge#399 and W-NW Bid Replacement Project(CRP 13-02) awarded ' to West Company of Airway Heights,WA for the bid amount of$645,772,00. (Approved) , 2. Resolution No. 15-036-CC initiating CRP No. 15-15 for Cost Share Project on Road I<-SW from , milepost 1.050 to milepost 1.550 for a total cost of$50,000.00. (Approved) 3. Dedication Award: Jim Stephens (Signed) , 4. Resolution No. 15-035-CC amending a Comprehensive Six Year Transportation Improvement Program for the years 2015-2020 for an amendment to the Bridge#399 project. (Approved) 2:00 p.m.—2:20 p.m. Open Record Public Hearing, Ordinance amending Ch. 10.38.030 of the Grant County Code titled "Use of Compression Brakes Prohibited" The Commissioners held an Open Record Public Hearing to consider an Ordinance amending Ch. 10.38.030 of the Grant County Code titled "Use of Compression Brakes Prohibited." The ! amendment would include the following are: i i That portion of State Route 17 from milepost 78.20 to milepost 78J0. The approximate vicinity '� is the north end of Soap Lake. � I l i4 �� Page 4 of 6 ' Grant County Commissioners Minutes i Week of May 4, 2015 � ' Jeff Tincher, Public Works Director discussed the application stating this is a unique request because the requestors are asking for the prohibition of Compression Brakes along state route 17 of which the County has no jurisdiction. The State allows the county to go through the process ofi invoking a noise ordinance in the area and can put up signage. The location, after working with the Department of Transportation, is along the north end of Soap Lake and encompasses where the RV Parl<is located. Jane Chambers who lives along Hwy 17 and in this area, spoke in favor of the ordinance and how she is affected by the Compression Bral<es.She would also like to see the speed limit reduced in that area. Commissioner Stevens and Jeff Tincher discussed that the State is in charge of the speed limits. Discussion ensued. Jeff Tincher clarified the zone where the Compression Brakes ordinance will affect. Kristi I<ramer spoke in favor of the ordinance and how they are affected by Compression Brakes, Commissioner Carter asked Jeff Tincher if the Board ne2ded to add more of the Hwy to this Ordinance. Jeff Tincher showed the Commissioners a map of where this proposed ordinance will affect,and also the members of the audience. Jeff Tincher stated that if the Board wants to extend the area,that he would recommend extending it to the north end of the Soap Lake City limits, where the County's jurisdiction begins,to milepost 78.70. Discussion ensued. Jane Chambers asked about the signage for the Compression Brakes. Commissioner Stevens clarified that the County will provide signage. Commissioner Carter moved to close the public comment portion of the hearing. Commissioner Stevens seconded and the motion passed with 2 Commissioners in attendance. Commissioner Carter moved to approve the ordinance, not as presented, but to extend the section to the north end of the City of Soap Lake to milepost 78.70. Commissioner Stevens seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned. (Approved, original proposal only. Ordinance IVo. 15-037-CC) (In error,the Commissioners approved an extension of road to be included in the Ordinance that was not advertised to the public. The Commissioners will now need to hold another public hearing to add the extra section of Hwy to the Compression �rakes Prohibited section of the Grant County Code.
