GRANT COUNTY BOARD OF COMIVIISSIONERS
MONDAY,APRIL 13,2015
The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.
8:30 a,m,—9:00 a.m. Elected Official Roundtable Meeting
9:00 a.m.—9:20 a.m. J Strickler,ASC Update and Misc BOCC Action
A motion was made by Commissioner Swartz, seconded by Commissioner Carter,to approve items 1 and
4 on the ASC Agenda as presented. Items 2 and 3 were not ready fior signature. The motion passed with
2 Commissioners in attendance.
1. Possible vouchers for Interfund Communications, insurance, legal services, grant administration,
etc. (Appraved)
2. Anticipating: 2015 Health Services Agreement (Grant County Jail) between Grant County, by
and between the Grant County Sheriff's Office, and the Correctional Medical Association (CMA).
The Agreement is for the provision of reasonable and necessary basic medical care to inmates of
the Granfi County Jail and/or satellite Work Release Facility. Term is from date of final party's
signature to December 31, 2015. (Item not ready for signature)
3. Anticipating: Contract between Grant County and Pro Mechanical Services, Inc.for Grant
County Fairgrounds Commercial Building HVAC Project, Project Number: GCFG 15-01. Period of
performance is from date of final signature until project completion on or before June 30, '
2015. Contract amount is for$102,290 (excluding line voltage electrical,outside protected RTU
enclosures, Washington State Sales Tax). (Item not ready for signature)
4. BOCC Resolution in Re: Strategic Infrastructure Committee Recommendation for Funding on
Strategic Infrastructure Program (SIP) numbers#2015-01, City of Mattawa, Government Road
Corridor Redevelopment Plan for a $52,000 grant and 2015-02, Grant County,Moses Lake North
Dam Replacement Project for a $300,000 grant. (Approved)

3:00 p.m.—3:10 p.m. Open Record Public Hearing, Sheriff's Office Budget Extensions
The Commissioners held an Open Record Public Hearing to consider the following budget
extension requests for the Sheriff's Office:
1. Fund #001, Department#141 in the amount of$15,000.00 due to additional
revenue generated in January, and request purchase a replacement boat motor for
their marine unit using these funds. The motor will be purchased from Valley
Marine of Yakima.
2. Fund#001, Department#141 in the amount of$102,320.00 for the software and
hardware repair and upgrade for the operation of their touchscreen master control �
panels in the main office of the Sheriff and Jail.
3. Fund#001, Department#141 in the amount of$7,200.00 to receive anticipated
additional revenues for the month of February and for the software upgrade and '
associated license for the operation of their Crossmatch Live Scan Fingerprint
machine in the main office of the Sheriff and JaiL
4. Fund#001, Department#141 in the amount of$60,000.00 from the County Road
Fund to the Sheriff's Office Capital Expenditures budget for the purchase of 2-Patrol
Motorcycles and associated equipment for use in their Motor Traffic Unit.
Item#2—a decision needs to be made to determine where funding will come, possibly a
combination of Law and Justice funds and Current Expense funds.
Commissioner Carter moved to close the public comment portion of the hearing, Commissioner
Swartz seconded and the motion passed unanimously. Commissioner Swartz moved to approve ,
the budget extension as presented. Commissioner Carter seconded and the motion passed
unanimously, The hearing adjourned. (Approved, Resolution No. 15-031-CC. It was also
decided to use% Law and Justice Funds and%Current Expense funds to pay for item 2.)

4. Request for out of state travel for Jon Melvin to attend the Public Safety Communications
Research Workshop from June 2-6, 2016 in San Diego, CA. (Approved)
TREASURER'S OFFICE
5. Request to transfer the Trial Court Improvement monies from the Law and Justice Fund per SSB
5454.The amount is$17,186.00. (Approved)
FAIRGROUMDS
6. Held from the March 31, 2015 Consent Agenda: Request for non-profit food vendor rate
increase from 12.5%to 15%due to increased costs directly associated with operation of non-
profit food vendors, i.e. garbage, power and sewer. (This item is being held for another week)
10:00 a.m.—10:20 a,m. Open Record Public Hearing, Amendment to the Development
Agreement with Legacy Development Company LLC
The Commissioners held an Open Record Public Hearing to consider an amendment to the
Development Agreement by and between Grant County and Legacy Development Company, LLC
for the Legacy Resort at Frenchman Hills (f/I</a Potholes Golf and RV Resort), pursuant to RCW
36,70B.170. The property is approximately 267-acres and located in portions of S 17 and 18,T
17 N, R 28 (Parcel Nos. 21-0042-000, 21-0043-005, 21-0044-000).
Tyler Lawrence,Associate Planner, stated the change today is to amend the size of the homes
that can be built. Currently, the agreement states they can build 800 square feet to 2500 square
feet homes. They would like to amend it to read 400 square feet to 6000 square feet homes.
Also, currently the agreement allows for single and multi-family dwellings. They would like to
introduce an RV component to the development and allow for condominium type dwellings, ;
The Planning Department recommends approval.

Tom Martinez, Legacy Resort representative, discussed the project and thanl<ed the Planning
Department for all of their work.

MISCELLANEOUS ITEMS
As of this date,the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of$68,265.65, $313,321.24, as recorded
on a listing and made available to the Board.
The Commissioners notified the Washington State Department of Health of their intent to begin the
process of connecting the Fairgrounds to the City of Moses Lal<e sewer system.
