Grant County, Washington , i RESOLUTION WITH CERTIFICATIONS OF RESOLUTION No. 15-��CC I COMPLIANCE FOR CDBG PUBLIC � SERVICES GRANT AND GENERAL � PURPOSE GRANT I i i i WHEREAS, Grant County is authorized to apply to the State Department of Cornmerce for � funding assistance on a CDBG Public Services Grant and as well as a CDBG General Purpose Grant; and ', I WHEREAS,Grant County has identified one or more community development and housing i priority needs for which to seek CDBG funding; and � I WHEREAS, it is necessary that certain conditions be met as part of the application requirements; � and � i WHEREAS, Richard Stevens, Chair of the Grant County Board of County Commissioners ; ("BOCC)"is authorized to submit this/these applications to the State of Washington on behalf of Grant i County. � I leTOW,THEREFORE,be it resolved that Grant County authorizes submission o£ (1)a CDBG � Public Services Grant to request One Hundred Twenty-Eight Thousand Three Hundred Ninety-Seven and ( No/100 Dollars($128,397.00)to fund public services activities in coordination with the Opportunities � Industrialization Center of Washington(OIC); and(2)a CDBG General Purpose Grant in an amount up to � One Million and No/100 Dollars($1,000,000.00)for public infrastructure, community facilities, � affordable housing, or economic development; and(3)any amended amounts for one or both grants, and � certifies that, if funded it: � i • Will comply with applicable provisions of Title I of the Housing and Community Development ! Act of 1974,as amended, and other applicable state and federal laws; and ' I • . Has provided and will provide opportunities for citizen participation that satisfy the CDBG � requirements of 24 CFR 570.486; and �! 'i • Will not use assessments against properties owned and occupied by low- and moderate-income ' persons or charge user fees to recover the capital costs of CDBG-funded public improvements � from low-and moderate-income owner-occupants; and � • Has established or will establish a plan to minimize displacement as a result of activities assisted i with CDBG funds; and assist persons actually displaced as a result of such activities, as provided in the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as '; amended; and ' i • Has provided technical assistance to citizens and groups representative of low- and moderate- � income persons that request assistance in developing proposals; and i • Will provida opportunities for citizens to review and comment on proposed changes in the funded � project and program performance; and � ; � i ASC Files Page 1 of 2 i � i i I , i � • Will conduct and administer its program in conformance with Title VI of the Civil Rights Act of 1964 and the I'air Housing Act,will affirmatively fiirther fair housing(Title VIII of the Civil Rights Act of 1968); and • Has adopted(or will adopt)and enforce a policy prohibiting the use of excessive force by law enforcement agencies within its jurisdiction against any individuals engaged in nonviolent civil rights demonstrations; and has adopted(or will adopt)and implement,a policy of enforcing applicable state and local laws against physically barring entrance to or exit from a facility or location which is the subject of such nonviolent civil rights demonstration within its jurisdiction, in accordance with Section 104(1) of the Title I of the Housing and Community Development Act or 1974, as amended; and • Certifies to meeting the National Environmental Policy Act(NEPA)through a determination the CDBG-funded public services will not have a physical impact or result in any physical changes and are exempt under 24 CFR 58.34(a), and are not applicable to the other requirements under 24 CFR 58.6; and are categorically exempt under the State Environmental Policy Act(SEPA)per WAC 197-11-305 (2); and • Con�rms the Opportunities Industrialization Center of Washington is not on the federal list of declined or suspended contractors. Grant County designates Commissioner Richard Stevens as the authorized Chief Administrative Official ; and authorized representative to act in all official matters in connection with this application and Grant � County's participation in the Washington State CDBG program. ; I This policy shall take effect on the 16th day of March, 2015. ; i DATED this 16r1'day of March,2015.
