GRANT COUNTY BOARD OF' COMMISSIONERS

The Grant County Commissioners session began at 8:30 a.m, with all Commissioners in attendance.
8:30 a,m.—9:00 a.m. Elected Official Roundtable Meeting
9:00 a.m.—9:20 a.m, J Strickler,ASC Update and Misc BOCC Action
A motion was made by Commissioner Swartz, seconded by Commissioner Carter,�o approve items 1
' through 4 on the ASC Agenda as presented. The motion passed unanimously.
1. Request from Paul Stoker, Executive Director of the Columbia Basin Ground Water Management
Area, to cancel the remainder of his contract for work on the GWMA project, effective May 1,
2015. This will cancel the remaining 2 months of the contract(May and June). (Approved)
2. Letter of Understanding between the Grant County Commissioners, Grant County Superior
Court, and Grant County District Court ensuring communication between all 3 offices before any
expenditures from the Trial Court Improvement Account are made. (Approved)
3. Renewal of Small Enterprise License Agreement(County and Municipality) between Grant ;
County and Environmental Systems Research Institute, Inc. (Esri) for GIS software access, ;
maintenance of the software, credits for web-based training, and ability to deploy the software '
when and where needed. This is for a three year term in the amount of$162,000.00. i

The Commissioners held an Open Record Public Hearing to review community development and i
housing needs, inform citizens of the availability of funds and eligible uses of the state
Community Development Block Grant (CDBG) funds, and receive comments on proposed '
activities, particularly from lower income persons residing in the Grant and Adams County areas. i
The hearing also addressed the County's intention to apply for CDBG funding in 2015 for a Public I
Services Grant pass through to the Opportunities Industrialization Center of Washington (OIC of I
Washington)to fund public service activities that principally benefit low and moderate income �
persons for an anticipated $128,397, as well as a possible appfication for CDBG General Purpose I

Grant funding in an amount up to$1 million. The hearing also served to receive comment and !
close out the 2014 Public Services Grant No. 14-65400-005. i
June Strickler, Administrative Service Coordinator, discussed the proposals and provided a brief �
overview of the handouts that are available in both English and Spanish, and communicated that
a Spanish interpreter is available to assist anyone present, if necessary. She also shared the
availability of technical assistance for anyone who desired to become I<nowledgeable with the
CDBG program or to contribute ideas to solving some of the community's needs, upon
request. Available handouts in both English and Spanish were: (1) Community bevelopment
Block Grant Program description and objectives; (2) Federal Regulations 24 CFR 570.486(a); (3)
Grant County's updated CDBG Public Services Grant Citizen Participation Plan (PPP); and (4)
Grant County's adopted CDBG Grievance Procedure form (an attachment to the PPP). Ms.
Strickler has a resolution for Commissioner signature with certifications of compliance for the '
CDBG Public Services Grant only. �
Candi Jaeger, OIC of WA, gave an update on last year's Public Services granC.

Matt Morkert,of Century West Engineering representing the Royal Water District, provided an I
overview of the project in hope of County sponsorship of an application for 2015 CDBG General ;
Purpose Grant funds.

Comrnissioner Carter moved to close the public comment portion of the hearing. Commissioner
Swartz seconded and the motion passed unanimously. '

Commissioner Swartz moved to adopt the close out of the 2014 Public Services Grant and �
approve submittal of a 2015 CDBG Public Services Grant application, Commissioner Carter '
seconded and the motion passed unanimously. ;

Commissioner Swartz moved to approve possible submittal of a 2015 CDBG General Purpose �
Grant application. Commissioner Carter seconded and the motion passed unanimously. The �
hearing adjourned. (Approved, Resolution No. 15-024-CC) �

As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the ;
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the 'i
auditing officer as required by RCW 42.24.090, in the amounts of$337.43,$266,898.79, and $900.00, as
recorded on a listing and made available to the Board.
The Commissioners approved and signed Che Grant County Payroll Authorization form for the March 6, ,
2015 payroll. �

1. Recommendation from the Public Works Department and Solid Waste Advisory Committee
(SWAC)for the following related to the Mattawa and Coulee City drop boxes; (a-d Approved)
a. Do not close Mattawa and Coulee City drop boxes on July 1, 2015. Public Works will
provide an updated recommendation during the preparatian of the 2017 budget,
b. Maintain the current Drop Box Tipping Fees.
c. Maintain the current Drop Box hours at Coulee City and Winter Hours at both sites,
Change the Mattawa Drop Box hours from Monday,Wednesday and Friday 9:OOam to
3:OOpm and Saturday 9:OOam to 5:OOpm to Friday and Saturday only 9:OOam to 5:OOpm
effective May 1,2015 with PSA's and signage at the site to inform the Public of the
change.
d. Review any operational improvements that would help with costs.
2. Authorization to Call for Bids: W-NW, Bridge#399 with a bid opening of April 7, 2015 at 1;30

3. Execution of Contracts: Sheriff's Vehicles 2015 (Police Pursuit Motorcycle, Qty. 2) awarded to

Jeep Dodge and Bud Clary Chevrolet as they are members of the State Contract, (Approved)

their board for a 2 year term through March 16, 2017. (Approved)
5. Multi-Agency Communications Center MACC Bond Claims Payment Request(Batch 01-05) in the

6. Out of state travel request for Jerry Gingrich to travel to a range of cities and venues from
Southwest WA, Redmond, OR, and Caldwell, ID from March 30—April 2, 2015 for the purpose of
performing site visits to evaluate and compare the Grant County Fairgrounds to other highly
acclaimed event centers and grounds. (Approved)
SHERIFF'S OFFICE
7. Out of state travel request for Joseph Harris to attend the National Association of School
Resources Officers (NASRO) conference from July 6-10, 2015 in Orlando, FL. (Approved)
8. Request to surplus 2-Cilssel Dryers Model: L36CS30E (SN: 5710 and 5711); and 2-Milnor Washers
(SN: AAW/7363501 and AAW/7363502)that are non-repairable and pursuant to RCW
36.34.020, are less than $2,500.00 and a public hearing is not needed. Once surplus'd,these
items will be given to the Grant County Search and Rescue team to recycle and use the money �
